GOUVERNEUR, NY — Scott A. Bell Jr., 28, of Gouverneur, was charged by state police on Monday, Aug. 20, with second-degree rape.
The arrest follows an investigation which revealed he had sexual contact with a minor which occurred sometime in January 2018 in the town of Fowler area, troopers said.
At the time of his arrest, Bell was found in possession of a small quantity of marijuana, troopers said.
He was additionally charged with unlawful possession of marijuana.
Bell was arraigned in Canton Town Court and sent to the St. Lawrence County Jail without bail.
