LOWVILLE, NY — Ryan M. Noftsier, 24, of State Route 812, Lowville, was charged by Lewis County sheriff’s deputies at early Wednesday, Nov. 22, with second-degree harassment.
Mr. Noftsier is accused of subjecting another person to unwanted physical contact at about 1 a.m. at Fastrac in the village of Lowville, deputies said.
He is summoned to appear in Lowville Village Court at a later date.
