Man arrested in High Street drug raid

WATERTOWN, NY — Members of the Metro-Jeff Drug Task Force executed search warrants at about 4:20 p.m. Tuesday, Aug. 7, at 273 and 277 High Street in the city of Watertown.

These locations have been the focus of an on-going drug investigation, police said.

Several persons were present and secured without incident when the search warrants were executed, police said.

Martin P. Kincald, 34, was one of the people present and was the focus of this investigation.

Mr. Kincald is currently under the supervision of the NYS Division of Parole.

At the conclusion of the search warrants 90 glassine envelopes containing heroin, $270.00 in US currency, a digital scale, and numerous items of drug paraphernalia were seized, according to a news release.

As a result, Mr. Kincald, was charged with one count of third-degree criminal possession of a controlled substance, a class B felony.

Mr. Kincald was arraigned before City Judge Judge Eugene R. Renzi and was ordered held at the Metro-Jefferson Public Safety Building without bail due to his criminal history, police said.

The Metro-Jeff Drug Task Force was assisted by the Watertown Police SRT, K-9 and ID units, and the Jefferson County Sheriff’s Office SERT Team.

This is an on-going investigation. Additional arrests and charges are pending, police said.
