Man, two women accused of smoking marijuana with 14-year-old boy

WATERTOWN, NYCharles M. Phillips, 29, Alisa J. Lindsay, 31, both of 232 W. Main St., Apt. 57, Watertown, and Chasity A. Towsley, 20, of 232 W. Main St., Apt. 35, Watertown, were each charged by Watertown police at 12:00 a.m. Saturday, March 9, at 232 W. Main St. with two counts of endangering the welfare of a child.

All three are both accused of smoking marijuana in a confined space while a 3-year-old boy slept in a small room at about 11:03 p.m. Friday, March 8, at 232 W. Main St., Apt. 57, police said.

They also allegedly provided marijuana to a 14-year-old boy and allowed him to smoke it in their presence, according to court documents.

Mr. Phillips, Ms. Lindsay and Ms. Towsley are each summoned to appear March 20 in City Court.
