Tehavious R. Williams, 26, of 119 State Place, Watertown, was charged by Watertown police at 7:21 p.m. Friday, Jan. 18, in the 1100 block of Bronson Street with third-degree aggravated unlicensed operation and no inspection. He is ordered to appear Feb. 4 in City Court.
Black River / Evans Mills Village Police Department:
Terry C. Sawyer, 60, of Burnup Road, Black River, was charged by Black River / Evans Mills police at 11:52 a.m. Sunday, Jan. 20, at 38499 Route 3 in Black River with third-degree aggravated unlicensed operation and inadequate brake light. He was stopped for driving an uninspected Hyundai Elantra. Police said his license was suspended on Nov. 21 for failure to pay a fine in Carthage. He is summoned to appear Feb. 5 in Rutland Town Court. The vehicle was driver from the scene by a licensed driver, police said.

Arrested @ 1:20 PM for Assault 2nd following an investigation of a domestic dispute that was reported on 1/10/19. The defendant did intentionally cause serious physical injury to the victim when he punched the victim in her right eye with a closed fist for which the victim sought medical treatment for broken facial bones. Defendant was arrested and transported to the Gouverneur Village Police Department where he was processed and then arraigned in the Gouverneur Town Court before Judge Travis Dann and remanded to the St. Lawrence County Correctional Facility on $5,000 bail/$10,000 bond.

Mr. Reynolds is scheduled to answer the charge on 1/24/19 in the City of Oswego Court on 1/24/19.
On 1/17/19 at 11:00 p.m., Larry W. Walker, Jr., 36, of 29 North Street, Apt. B, Mexico, NY was arrested for Promoting Prison Contraband, second-degree, a class A misdemeanor following an incident at the Oswego County Correctional Facility. Mr. Walker is scheduled to answer the charge on 1/24/19 in the City of Oswego Court on 1/24/19.

Michael J. Sowers, 24, of 10662 River Ridge Loop, Fort Drum, was charged by Jefferson County sheriff’s deputies at 2:27 a.m. Saturday, Jan. 19, on Route 11 in the town of Pamelia with aggravated driving while intoxicated, imprudent speed and failure to keep right. His blood alcohol content was 0.23 percent, deputies said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Deputies said Mr. Sowers was found standing next to a vehicle that went into a ditch off of Damon Road. The 2019 white Subaru suffered heaving front end damage, deputies said. He is summoned to appear Jan. 31 in Pamelia Town Court.
Chad C. Beach, 35, of 19226 Route 11, Room 104, Watertown, was charged by Jefferson County sheriff’s deputies at 6:54 p.m. Saturday, Jan. 19, with seventh-degree criminal possession of a controlled substance. He is accused of possessing 4 and 1/2 pills of Alprazplam. He was being held on a violation of probation warrant. He is ordered to appear Jan. 24 in town of Watertown Court.

New York State Police:
On Friday, Jan. 18, 2019, at approximately 10:44 p.m., State Police in Remsen responded to Spruce Road in the town of Forestport, Oneida County, for a fatal snowmobile crash. The investigation has revealed, a 2012 Ski-Doo snowmobile, operated by William H. Bain IV, age 45 from Boonville, NY was southbound on Spruce Road when he struck a tree on the east side of the trailhead. Mr. Bain was ejected and was pronounced deceased at the scene, troopers said.
Billie D. Pernanen, 42, Calcium, was charged by state police at 3:25 a.m. Sunday, Jan. 20, on Route 342 in the town of LeRay with driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide her BAC. She is summoned to appear in LeRay Town Court at a later date.
Dwayne A. Flowers, 33, Middleburg, FL, was charged by state police at 10:31 p.m. Friday, Jan. 18, on Route 11 in the town of LeRay with driving while intoxicated. Ryan L. Hoch, 21, Croghan, was charged by state police with first-degree rape, a class “B” felony, and first-degree sexual abuse, a class “D” felony. Hoch is accused of having forcible sexual intercourse and sexual contact with a 17-year old female without her consent, on January 13, 2019, at a residence in the town of Martinsburg, troopers said. Hoch was arraigned and remanded to the Lewis County Public Safety Building on $20,000 cash/ $40,000 bond.
Wesley S. Cowart, 32, Watertown, was charged by state police with (2) counts of Forcible Touching, a class “A” misdemeanor and (2) counts of Endangering the Welfare of a Child, a class “A” misdemeanor. Cowart is accused of forcibly touching a 17-year-old female on several occasions in June and August of 2016 at a residence in the town of LeRay. troopers said. Cowart was issued appearance tickets returnable to LeRay Town Court on Jan. 28, 2019, at 4:00 p.m.
