On 1/13/09 at 10:10 a.m., Christy
L. Pickard, 34, of 386 Gifford Rd., Hannibal, was arrested for Aggravated
Unlicensed Operation of a MV, Second Degree ( 6 scoffs on 5 different dates)
and Inadequate Stop Lamps following a traffic stop on CR 8 in the Town of
Granby. Ms. Pickard was released on UTT’s, returnable to the Town of
Granby Court on 1/26/09.
On 1/14/09 at 10:00 a.m., Frank
C. Hagan, 51, of 30 Best Drive, Fulton, was arrested for Rape, 3rd
degree, a class E felony; Criminal Sex Act, 3rd degree, a class E
felony; Sexual Abuse, 3rd degree, a class B misdemeanor and
Endangering the Welfare of a Child ( 2 counts) following the investigation into
incidents of which reportedly began in December of 2007 at a town of Granby
residence where he allegedly had sexual intercourse with the individual, when
the victim was 16 years of age and stopped in September 2008. Mr. Hagan was
arraigned before the Hon. James McCarthy and remanded to the Oswego County
Correctional Facility in lieu of $2500.00 cash or $5000.00 bond. He is
scheduled to appear in the Town of Granby Court on 1/26/09.

O’Hare, 40, of 1684 Turnpike Road, Auburn, was arrested at 8:20 p.m. for
Criminal Mischief, 2nd degree, a class D felony and Endangering the
Welfare of a Child, a class A misdemeanor resulting from the investigation into
a domestic incident of which reportedly took place at a town of Granby
residence on 12/27/08 where he allegedly took a propane tank and started
hitting a vehicle occupied by the driver and an infant restrained in an infant
car seat. Mr. O’Hare was arraigned in the Granby Town Court and ROR’d with
a return to court date of 2/2/09.
On 1/14/09 at 3:21 p.m., Joshua R. Sniedy, 19, of 922 CR 4, Central
Square, was operating a 2002 Chevrolet east on CR 4 in the Town of Scriba when
he reportedly did not see a 2004 Hyundai operated by William F. Hibbert Jr.,
43, of 758 O’Connor Rd., Oswego, stopped to turn north on Klocks Corners Rd.
and rear ended the Hibbert vehicle causing it to go into the west bound lane
and collide head on with a 2003 Chevrolet being operated by Nicole M. Oursler,
19, of 673 S. Main St. Apt. C, Central Square, that was west bound on CR 4. Mr.
Hibbert was taken by ambulance to Oswego Hospital and his passenger, Gretchen
A. Hibbert, 41, was taken by ambulance to University Hospital in Syracuse. Mr.
Sniedy was ticketed for Following too Closely.
WEDNESDAY, JAN. 14, MEDIA
On 1/7/09 at 12:49 p.m., Joseph K. Arton, 19, of 323 Co. Rte. 43,
Mexico, was operating a 1998 Pontiac southbound on CR 64 in the town of New
Haven when he lost control and the vehicle reportedly slid off the east
shoulder of the road and struck a ditch. Slippery pavement seems to have been a
contributing factor. Mr. Arton was ticketed for Back Seat Passenger Under Age
10 w/o Safe Belt.
On 1/14/09, Jason A. Roberts, 27, of 42 Keller Rd., Hannibal, was
arrested at 1:47 a.m. for DWI; Operating MV with BAC .08 of 1%; Unlawful
Possession of Marihuana and Failure to Stop at Stop Sign after a traffic stop
was initiated when he reportedly failed to stop for a stop sign at the
intersection of CR 3 and CR 7 in the Town of Hannibal. Mr. Roberts was issued
UTT’s and an appearance ticket, returnable to Hannibal Town Court on 1/27/09.
TUESDAY, JAN. 13, MEDIA
On 1/1/09 at 12:44 a.m., Rebecca L. Gilbert, 29, of 388 Kingdom Rd.,
Oswego, was operating a 2003 Honda south on County Route 53 in the town of
Scriba when the vehicle reportedly crossed over the east side of the road,
exiting the roadway and striking an earth embankment before striking a utility
pole. Ms. Gilbert was issued tickets for Leaving the Scene of a Property Damage
Accident; Failure to Report Property Damage Accident Exceeding $1,000.00 to
DMV; Failure to Keep Right and Change of Address.
On 1/12/09 at 5:29 a.m., James P. Stott, 28, of P.O. Box 238, Central
Square, was arrested for Aggravated Unlicensed Operation of a MV, third-degree
(due to DWAI conviction on 12/14/08 ) and Registration Suspended (due to
insurance lapse) on Broadway Street in the City of Fulton after the LPR unit
alerted. Mr. Stott was issued UTT’s, returnable to Fulton City Court on
MONDAY, JAN. 12, MEDIA
On 1/10/09 at 1:55 a.m., Lance E. Homer, 22, of 7 South Fourth St.,
Fulton, was arrested for Driving While Intoxicated and Aggravated
Unlicensed Operation, Second Degree, following the investigation into a motor
vehicle accident that occurred on SR 48 in the Town of Granby. Mr. Homer
was operating a 1997 Buick southbound on SR 48 when he lost control at the
intersection of Dann Road while attempting to read an incoming text message
causing the vehicle to go off the road. He was transported by ambulance
to A.L. Lee Memorial Hospital in Fulton where he was arrested and issued
tickets. Alcohol appears to be another contributing factor in the
incident, deputies said. He is scheduled to answer the charges before Town of Granby
Court on 2/02/09. The matter remains under investigation at this time.
On 1/09/09, Shawn T. Price, 33, of 51 Lock Street, Apt. D, Phoenix,
and Joshua M. Madison, 18, of 1458 CR 53, Oswego, were each arrested for
Burglary, Third Degree, and three counts of Grand Larceny, Third Degree, both
class D felonies, after being accused of entering a barn located in the Town of
New Haven on or about 1/04/09 and participating in the theft of three
snowmobiles from inside. Mr. Price and Mr. Madison were arraigned before Town
of New Haven Court and remanded to the Oswego County Correctional Facility in
lieu of $1,000 cash bail or $2,000 bail bond. They are scheduled to return to
court on 1/15/09.
On 1/09/09, Kyle T. Sale, 20, of 12837 Upton Road, Red Creek, was
operating a 2005 Chevrolet on SR 104 in the town of Hannibal at 1:31 p.m. when
he reportedly lost control of the vehicle ¼ of a mile south of Shutts Road,
left the roadway, and struck a snow bank and overturned before coming to rest
upside down off the road. The incident reportedly occurred after he
swerved to avoid colliding with an unknown vehicle that was in front of him and
slowing to make a left turn into a driveway. Mr. Sale, the sole occupant, was
transported by ambulance to A.L. Lee Memorial Hospital in Fulton. Reaction to
an uninvolved motor vehicle appears to have been the contributing factor in
N 1/10/08 at 8:45 a.m., Tonya M. Susco, 27, of 3571 SR 69, Mexico, was
arrested for Criminal Mischief, Fourth Degree, a class A misdemeanor, after she
was accused of causing damage to the door jamb of a home located in the town of
Hastings on 1/05/09 when she allegedly kicked the door. Ms. Susco was released
on an appearance ticket and is scheduled to answer the charge before Town of
Hastings Court on 1/28/09.
On 1/10/09, Eileen M. Caliva, 45, of 302 Dausman St., E. Syracuse, was
operating a 2006 Honda suburban southbound on SR 3 in the Town of Volney at
2:13 p.m. Ms. Caliva reportedly started to make a U-turn and pulled into
the path of a westbound 1998 Ford suburban driven by Kelly L. Barnum, 36, of
2969 SR 3, Fulton, causing the vehicles to collide. The incident occurred 1/10
of a mile west of Silk Road. Ms. Caliva was transported by ambulance to
University Hospital in Syracuse. She was ticketed for Failed to Yield the
Right of Way Entering Another Road.
On 1/10/09, Nicholas A. Castor, 24, of 8982 Beech Road, Brewerton, was
operating a 2000 Bombardier snowmobile southbound on US Route 11 in the Town of
Hastings at 9:19 p.m. when he reportedly lost control of the machine driving
into the opposite lane, colliding with a northbound 1994 Ford driven by Allison
J. Weed, 47, of 9611 Route 11, Brewerton. Mr. Castor then left the scene, for
which he was ticketed for Leaving the Scene of a Property Damage Accident.

On 1/11/09 at 11:26 a.m., Anthony J. McKeen, 40, of 214 Pinnacle Hill
Road, Fulton, was arrested for Criminal Mischief, Second Degree, a class D
felony, and Endangering the Welfare of a Child, a class A misdemeanor, stemming
from an incident that occurred outside of his residence on 12/27/08 during
which he was accused of engaging in an argument with another male, breaking the
antenna of the victim’s car, causing dents in it, completely shattering the
front driver’s window, and breaking driver’s side headlight, all while an
infant was inside the vehicle. Mr. McKeen was arraigned before Town of
Minetto Court and released on his own recognizanace. He is scheduled to
appear before Town of Granby Court on 1/12/09 to answer the charges.
On 1/11/09 at 3:56 p.m., Merle R. Whipple, 39, of 17 Denesha Place,
Fulton, was arrested following the investigation into two separate accidents
that occurred on 12/19/08 involving a vehicle registered to Mr. Whipple.
The investigation into the first motor vehicle accident revealed Mr. Whipple
had allowed a driver with a suspended license to operate his vehicle, which had
been involved in an accident on SR 3 in the Town of Volney at approximately
8:30 p.m. This accident led to the driver being charged with Aggravated
Unlicensed Operation, Third Degree, and Mr. Whipple being charged with
Facilitating Aggravated Unlicensed Operation, Third Degree. He is
scheduled to answer that charge before Town of Volney Court at a later date.
Investigation into a second accident that occurred on the evening of 12/19/08
at approximately 10:26 p.m. found the same vehicle registered to Mr. Whipple
had been involved in a roll-over accident that occurred at Maiden Lane and
O’Connor Roads in the Town of Scriba, the result of the driver being unable
to stop for a stop sign. The driver had left the scene of the accident.
Mr. Whipple was located at his residence where he reportedly offered a written
statement declaring the driver involved in the first accident in the Town of
Volney had been driving his vehicle at the time of the second accident in the
Town of Scriba, which was later found to be untrue as the investigation
revealed Mr. Whipple had been the driver involved in the second accident.
He was subsequently charged with Making a False Written Statement and released
on an appearance ticket returnable to Fulton City Court on 1/22/09. He
was further charged with Leaving the Scene of a Property Damage Accident and
Failed to Stop at a Stop Sign for which he was issued traffic tickets returnable
to town of Scriba Court at a later date.
On 1/11/09 at 6:10 p.m., Christopher A. Kranz, 24, of 14 Carr Drive,
Parish, was arrested for Menacing, Second Degree, a class A misdemeanor,
stemming from a domestic incident that occurred at his residence during which
he allegedly started to point a gun at two victims. One of the victims
reportedly wrestled with Mr. Kranz, taking the gun, before the victims left the
residence to call for assistance. Mr. Kranz was arraigned before Hastings Town
Court and released on his own recognizance. He is scheduled to reappear in
court on 1/13/09.
