Police Blotter Report, Arrests:

Kimberly L. Weller, 34, of 19037 Route 12F, Dexter, was charged by Watertown police at 12:33 a.m. Wednesday on Black River Parkway with driving while intoxicated, unsafe lane change and unreasonable speed. Her blood alcohol content was 0.15 percent, police said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. She was being held at the Metro-Jefferson Public Safety Building on $250 police bail pending arraignment Thursday morning in City Court.

Paul W. Scanlon, 27, of 24021 Route 12, Watertown, was charged by Watertown police at 12:40 a.m. Wednesday at his residence with trespassing. He is accused of unlawfully entering 233 Sterling St. where firefighters responded at 5:14 a.m. Tuesday to extinguish a fire in the structure which was condemned by the city in 2007, according to court records. He is summoned to appear Feb. 13 in City Court.

Eric T. Johnson, 23, of 24356 Route 12, Watertown, was cited by Jefferson County sheriff's deputies at 3:53 a.m. Wednesday on Route 12 in the town of Watertown with second-degree aggravated unlicensed operation, speed not reasonable and prudent, improper or unsafe turn/without signal, failure to keep right, driving across hazard markings and unlawful possession of marijuana. He is summoned to appear Feb. 16 in town of Watertown Court. He was turned over to the Watertown Police Department on a second-degree assault warrant, deputies said. He is accused of striking Trevon M. Johnson in his head with a frying pan at about 4 p.m. Nov. 1 at 167 Green St. during a domestic incident, police said. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Wednesday morning in City Court.

Philip M. Quailer, 26, of 305 Gotham St., Apt. 6, Watertown, was charged at 2:53 a.m. Tuesday at his apartment with two counts of fourth-degree criminal mischief. He is accused of breaking a cellphone belonging to his mother, Lianne Quailer, as she was attempting to call 911 at about 2:30 a.m. Tuesday in their residence, police said. He was held for arraignment Tuesday morning in City Court.

Joel R. Gillespie, 31, of 22947 Route 11, Apt. 2, Watertown, was cited by Watertown police at 12:03 a.m. Wednesday in the 100 block of Clinton Street with third-degree aggravated unlicensed operation and failure to stop a stop sign. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Wednesday morning in City Court.

Kavon M. Mason, 24, of 326 High St., Apt. 1, Watertown, was cited by Watertown police at 1:12 a.m. Wednesday at Edge of the River Pub, 519 W. Main St., with third-degree aggravated unlicensed operation and excessive window tint. He was released after posting $250 police bail and is summoned to appear Feb. 28 in City Court.  

Brian T. Jones, 29, of 1998 County Route 19, Richville, was cited by Watertown police at 11:57 p.m. Tuesday in the 1000 block of Arsenal Street with third-degree aggravated unlicensed operation, unsafe lane change and not wearing a seat belt. He was being held at the Metro-Jefferson Public Safety Building on $200 police bail pending arraignment Wednesday morning in City Court.
