Police Blotter Report, Arrests:


David R. Oviatt, 42, of 41 High St., West Carthage, was charged by Jefferson County sheriff's deputies at 9:16 p.m. Monday on Comstock Road in the town of Lorraine with felony aggravated driving while intoxicated, felony first-degree aggravated unlicensed operation, failure to keep right, driving on the shoulder and consumption of alcohol in a vehicle. Deputies said his blood alcohol content was 0.20 percent. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Mr. Oviatt's license was revoked on Nov. 7 due to prior DWI conviction on Oct. 18 in West Carthage, according to court documents. He was arraigned before Adams Town Justice Donald B. Shaw and sent to the Metro-Jefferson Public Safety Building with bail set at $10,000. 

Cleo E. Vaughns IV, 17, of 206 Franklin St., Apt. 209, Watertown, was cited by Watertown police early Tuesday with leaving the scene of an accident, driving without a license, improper plates, speed not reasonable and prudent, unsafe lane change and suspended registration. Police said the youth was eastbound at 11:33 p.m. Monday in the 1700 block of Burns Avenue when he failed to negotiate a curve while entering a traffic circle and went off the road roadway on the east side striking a chain-link fence causing damage. He then left the scene on foot and was later located in the 200 block of Franklin Street, according to police records. The fence is owned by the Watertown Housing Authority, 142 Mechanic St. He is summoned to appear March 6 in City Court.



Jason M. Coy, 26, of 10324 Fourth Armored Division Dr., Fort Drum, was cited by Watertown police Monday afternoon with failure to yield to pedestrians in a crosswalk after his 2007 Jeep sport utility vehicle struck two women and a toddler in a stroller, according to Watertown police. Police said Mr. Coy was turning left from the 1700 block of State Street into 144 Eastern Blvd. striking Emily A. Foster, 23, Linda L. Farrington, 48, and Gavin M. Foster, 2, who was being pushed in a stroller at about 3 p.m., police said. All three were taken by Guilfoyle Ambulance to Samaritan Medical Center and later released. 



Robert R. Pierce Jr., 26, of 611 Bronson St., Watertown, was charged by Watertown police at 8:54 p.m. Monday at 119 W. Lynde St. with seventh-degree criminal possession of a controlled substance and violation of probation. Mr. Pierce was allegedly found with an envelope containing heroin in his right pants pocket during a search, police said. He was later turned over to the Jefferson County Sheriff's Department.

Christopher J. Leone, 26, of 521 Stone St., Watertown, was cited by Watertown police at 1:13 a.m. Tuesday in the 400 block of W. Main Street with third-degree aggravated unlicensed operation, no registration and failure to stop at a red light. He is summoned to appear March 7 in City Court.

Brandon M. Lipscomb, 21, Fort Drum, was cited by Watertown police at 11:45 p.m. Monday in the 100 block of Factory Street with third-degree aggravated unlicensed operation and excessive window tint. He was released to military custody and summoned to appear March 6 in City Court.

Frank W. Poole, 27, of 1209 Washington St., Apt. 4, Watertown, was charged by Jefferson County sheriff's deputies at 10:52 a.m. Monday on Route 193 in the town of Ellisburg with second-degree aggravated unlicensed operation and no inspection. Deputies said his license was revoked April 6 for refusal to submit to a chemical test and suspended on June 30 for failure to pay driver responsibility assessment and June 2 for failure to answer a summons in Watertown City Court. He was issued two tickets and turned over to the Watertown Police Department on an arrest warrant.

Shane M. Schirmer, 27, of34115 Elm Ridge Rd., Philadelphia, was charged by Watertown police at 1:16 a.m. Monday in the 100 block of William Street with aggravated DWI, failure to comply with lawful order, defective headlight and consumption of alcohol in a vehicle. His BAC was 0.23 percent, police said. He awaits prosecution in City Court.

George J. Lewis, 31, of 262 Moulton St., Watertown, was charged by Watertown police at 11:41 p.m. Sunday at 208 Franklin St. with false personation and violation of parole. He is accused of providing police with a false name. 

Nathan J. Smith, 20, of 66 Anthony St., Apt. J, Alexandria Bay, was charged by Watertown police at 2:24 a.m. Monday at Crazy Legs Saloon, 536 Arsenal St., with trespassing. He is accused of ignoring orders of bar staff to leave the bar's premises, police said. 

Terry L. Gebo, 51, last known address, 622 Gotham St., Apt. 2, Watertown, was cited by Watertown police at 10:27 p.m. Sunday in the 300 block of Flower Avenue East with disorderly conduct and unlawful possession of marijuana. Mr. Gebo allegedly yelled profanities while waving his arms and walking in the center of the street at about 10:21 p.m., police said. Two baggies containing marijuana were found in his pants pocket, according to court documents. He is summoned to appear March 5 in City Court.

Alexander J. O'Connor, 20, of 20848 Shepard St., Watertown, was charged by Watertown police at 3:14 a.m. Monday at Denny's, 1142 Arsenal St., with fourth-degree criminal mischief after allegedly damaging a window. 

Michael J. Young, 40, of 8460 County Route 97, Adams, was charged by Watertown police at 8:00 a.m. Monday at the Metro-Jefferson Public Safety Building with second-degree possession of a forged instrument and fifth-degree criminal possession of stolen property. He allegedly possessed a stolen bank check belonging to Antony W. Serio, Franklin Street, Watertown, which had been cashed for $400 on Feb. 8, police said. Mr. Young is currently being held at the Metro-Jefferson Public Safety Building on other charges lodged by state police.

Joseph A. Chase, 31, of 16395 Ives St., Watertown, was charged by Jefferson County sheriff's deputies at 6:37 p.m. Feb. 17 with endangering the welfare of a child. Deputies allege Mr. Chase left his 8-year-old son home alone without any means of communication for an extended period of time on Feb. 9. Mr. Chase is summoned to appear Feb. 23 in town of Watertown Court.
