Police Blotter Report, Arrests:

Bryan S. Roux, 51, of 321 Coffeen St., Watertown, was stopped by Jefferson County sheriff's deputies at 12:29 a.m. Friday for speeding 42 mph in a 30-mph zone on Coffeen Street in Watertown and was charged with driving while intoxicated. His blood alcohol content was 0.14 percent, deputies said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. He is summoned to appear March 15 in City Court. According to police papers, Mr. Roux's birthday was Thursday. 

Humberto M. Rodriguez, 37, of 26389 Route 37, Watertown, was charged by Watertown police at 4:47 p.m. Thursday on Mill Street with second-degree criminal contempt. He is accused of violating the terms of a County Court order of protection when he went to the home of protected party, Alissan L. Hatlestad, 1708 Ohio St., several times and made contact with her, according to court documents. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Friday morning in City Court.

April L. Johnson, 35, of 11871 Route 11, Adams Center, was arrested by Watertown police at her home at 12:54 a.m. Friday and charged with two counts of second-degree harassment. Ms. Johnson is accused of throwing a cup of her urine on the face of a nurse and a cup of hot coffee on another nurse causing a small burn while she was being treated at Samaritan Medical Center, 830 Washington St., at about 6:30 a.m. May 29. She was being held at the Metro-Jefferson Public Safety Building pending arraignment Friday morning in City Court.

James D. Manton, 43, of 24021 Route 12, Apt. 9, Watertown, was charged by Watertown police at 3:10 p.m. Thursday at the Metro-Jefferson Public Safety Building with third-degree assault. Mr. Manton allegedly punched Hemant D. Panwala, 52, of Spring Valley Drive, in his right eye at about 8:54 p.m. Feb. 21 at 652 Arsenal St. after stating he owed him money and he "had better pay him," according to court documents. He is summoned to appear March 5 in City Court. 

Ivy A. Brack, 18, of 27 Emerson Place, Watertown, and Matthew T. Schirmer, 23, of 19929 County Route 24, Antwerp, were each charged by Watertown police at 12:23 a.m. Friday in the 200 block of High Street with fourth-degree criminal possession of marijuana. They are accused of possessing 2.79 ounces of marijuana during a traffic stop, police said. The drug was located in the center console in both their reach and view, police allege. Ms. Brack was also cited with a muffler and rear license plate violations. Both are summoned to appear March 13 in City Court. 

Clarence A. Merry, 32, State Street, Lowville, was cited by Watertown police at 1:02 a.m. Friday in the 100 block of Sherman Street with third-degree aggravated unlicensed operation, defective muffler and avoiding an intersection. He was being held on $250 police bail pending arraignment Friday morning in City Court.

Ken W. Lewis, 35, of 902 Academy St., Watertown, was cited by Watertown police at 3:00 a.m. Friday in the 1100 block of State Street with aggravated unlicensed operation and excessive window tint. He is summoned to appear March 13 in City Court.
