Police Blotter Report:

Ryan D. Monroe, 30, of 1005 Bronson St., Watertown, was charged by Watertown police at 5:26 p.m. Saturday at the Metro-Jefferson Public Safety Building with third-degree unlawfully fleeing a police officer, failure to comply, aggravated unlicensed operation, three citations for failure to stop at a stop sign, three citations for failure to stop at a red light, two citations for failure to signal a turn, failure to keep right, driving without a license, operating out of class and speeding. Police allege he drove a motorcycle at 110 mph in a 30-mph zone at about 3:53 a.m. Thursday, July 19, in the 900 block of Bronson Street and failed to stop for a patrol car. He was released after posting $500 police bail and is summoned to appear Aug. 7 in City Court. 

Jonathan M. Happier, 30, of 112 S. Hamilton St., and William H. Mullaney III, 50, of 600 Pine St., Apt. A, Watertown, were each charged by Watertown police at 2:10 a.m. Sunday in the 500 block of State Street with disorderly conduct. They are accused of fighting in the middle of the street at about 2:08 a.m. Both men are summoned to appear Aug. 1 in City Court. 

Michelle W. Stjuste, 22, of 240 E. Main St., Apt. 4, Watertown, was charged by Watertown police at 10:27 p.m. Saturday at her residence with fourth-degree criminal mischief. Police said she kicked open a door to a spare room in her apartment causing the door jamb to splinter and break off the door frame during an argument with her husband, Evens Stjuste, at about 8:29 p.m. She was being held at the Metro-Jefferson Public Safety Building pending arraignment Sunday morning in City Court.

John W. Rebb, 51, of 22456 Alexandria St., Carthage, was charged by state police at 9:37 p.m. Saturday on Route 3 in the town of Wilna with driving while intoxicated. Troopers stopped him while he was operating a motorcycle. His blood alcohol content was 0.14 percent, according to police documents. A BAC of 0.08 percent or more is considered proof of intoxication under state law. He is summoned to appear in Wilna Town Court. 

April C. Hagga, 44, of 21007 County Route 93, Lorraine, was charged by state police at 2:30 p.m. Saturday at JC Penney's in the Salmon Run Mall with petit larceny. Troopers allege she stole $299.84 worth of assorted clothing items. She is summoned to appear in town of Watertown Court.

Brian G. Arnold, 41, of 206 Franklin St. Apt. 314, Watertown, was charged by Watertown police at 6:21 p.m. Saturday at the Paddock Arcade, 1 Public Square, with disorderly conduct. Police allege he obstructed traffic on the square by walking in the street causing several vehicles to stop abruptly. He awaits prosecution in City Court. 

Anthony L. Ramirez, 33, of 301 High St., Watertown, and Selina E.T. Sochia, 19, of 47882 County Route 111, Redwood, were charged by Watertown police at 4:56 p.m. Saturday at her residence with petit larceny and sixth-degree conspiracy. They are accused of conspiring to break a rear passenger side window on a 2002 Ford Explorer belonging to Alan L. Russo, Punta Gorda, Fla., parked at the Best Western, 300 Washington St., at about 5:34 a.m. Saturday to steal two duffle bags with one containing pills, police said. The pair allegedly communicated by text messages to commit the crime, police allege. Mr. Ramirez was also charged with fourth-degree criminal mischief for allegedly breaking the vehicle window. Both were being held at the Metro-Jefferson Public Safety Building on $500 police bail each pending arraignment Sunday morning in City Court.

Xavier M. Kyle, 19, of 1708 Ohio St., Apt. 88, Watertown, was arrested at 9:58 p.m. Saturday at 140 N. Rutland St. on two bench warrants. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Sunday morning in City Court.

William S. Pacheco, 22, of 207 Eastern Blvd., Apt. A, Watertown, was cited by Watertown police at 7:54 p.m. Friday at 510 Curtis St. with aggravated unlicensed operation, failure to keep right and operating out of class. He is summoned to appear Aug. 7 in City Court. 

Gerald A. Woodard III, 16, of 16555 County Route 59, Dexter, was arrested at the Children's Home, Watertown, by Jefferson County sheriff's deputies on a bench warrant issued by County Court for violating the conditions of his pre-trial release through probation. He is being held at the Metro-Jefferson Public Safety Building pending arraignment Monday morning in County Court.
