Police Blotter Report:

Jeremy J. Roshia, 25, of 12601 Floral Dr., Lot 1B, Watertown, was charged by Watertown police at 7:29 a.m. Thursday at 507 Hamlin St., Apt. 1, with criminal obstruction of breathing or blood circulation, second-degree harassment, third-degree menacing, fourth-degree criminal possession of a weapon, endangering the welfare of a child and exposure of a person. Mr. Roshia allegedly choked Phileena M. Mcatee and placed a metal object which she believed to be a knife to her neck "while strangling her and threatening to murder her," between 6 a.m. to 7:16 a.m. Thursday in her home, police said. He is also accused of exiting the apartment in "an intoxicated state, completely unclothed with his penis visible and opened a car door containing six children" while yelling and screaming, according to court documents. A switchblade knife was found in his right pants pocket, police said. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Friday morning in City Court. 

Barbara M. Perry, 26, of 134 S. Orchard St., Watertown, was charged by Watertown police at 2:48 p.m. Thursday at Rite Aid, 315 Arsenal St., with second-degree criminal possession of a forged instrument, a felony. She is accused of attempting to use a forged prescription at about 2:03 p.m. at the store, police said. She was being held at the Metro-Jefferson Public Safety Building pending arraignment Friday morning in City Court. 

Denise L. Fleming, 28, of 1135 Boyd St., Apt. D, Watertown, was charged by Watertown police at 10:24 p.m.  Thursday at her residence with endangering the welfare of a child. It is alleged Ms. Fleming engaged in a physical confrontation with a "third party" within close proximity to a 7-year-old boy at about 9:56 p.m. in her home, police said. She was being held at the Metro-Jefferson Public Safety Building on $250 police bail pending arraignment Friday morning in City Court. 

Brandon M. Duprey, 21, of 221 Clinton St., Watertown, was charged by Watertown police at 9:42 p.m. Thursday in the 400 block of Clay Street with inhalation of toxic vapors. Police said Mr. Duprey inhaled fumes from a 10-ounce of duster at about 9:36 p.m. Thursday in the 400 block of Clay Street, police said. He was being held at the Metro-Jefferson Public Safety Building on $100 police bail pending arraignment Friday morning in City Court. 

Israel G. Daley, 40, of 140 Scio St., Watertown, was cited by Watertown police at 5:10 p.m. Thursday in the 100 block of Arlington Street with third-degree aggravated unlicensed operation and having a defective brake light. He was released after posting $100 police bail and summoned to appear May 2 in City Court. 

Blake T. Sonoda, 29, of 816 LeRay St., Watertown, was cited by Watertown police at 2:14 p.m. Thursday in the 200 block of Arsenal Street with second-degree aggravated unlicensed operation. He was released after posting $250 police bail and summoned to appear May 2 in city Court.
