SLC deputies: 4 accused of possessing 1,000 packets of heroin during traffic stop in Ogdensburg

OGDENSBURG, NY — The St. Lawrence County Sheriff’s Office has arrested four people in connection with drug possession charges. The arrests occurred on Tuesday, Oct. 16, 2018, at about 9:25 p.m.

      

Arrested were Samuel F. Westurn, age 40, and Nichole Westurn, age 38, both from Fort Covington, NY.

       

Also arrested were Caitlin Agaman, age 19, and Felix Cirino, age 20, both from
Jersey City, NJ.

All four subjects were arrested for third-degree criminal possession of a controlled
substance (B-felony) as they possessed approximately 1,000 glassine packets
of heroin,  deputies said.

Both Cirino and Agaman were also arrested for False Personation (B-misdemeanor) as they gave police officers fake names and dates of birth when first encountered.

The arrest stemmed from a vehicle stop made by the St. Lawrence County Sheriff’s Office K-9 unit in the City of Ogdensburg.

St. Lawrence County Sheriff’s Office K-9 unit was assisted by members of the St. Lawrence County Drug Task Force, Ogdensburg City Police Department and
Homeland Security Investigations.

All four subjects were arraigned in the Town of Morristown Court by Town Justice Phillips.

Caitlyn Agaman, Felix Cirino and Samuel Westurn were remanded to the St. Lawrence County Correctional Facility on $15,000 cash bail and $30,000 bond while Nichole Westurn was held on $10,000 cash bail and $20,000 bond.

All four subjects are due back in court at a later date for further court proceedings.

The investigation is ongoing with further charges pending.
