PARISH, NY — State Police arrested Joseph R. Pappa, age 48 from Oswego, NY for Endangering the Welfare of a Child, a class “A” misdemeanor.
Mr. Pappa, a school teacher at Altmar-Parish-Williamstown School District, is accused of sending an inappropriate Facebook message to a 16-year-old female student.
