Watertown man charged with violating order of protection

WATERTOWN, NY — Philip M. Howard, 52, of 202 Mechanic St., Watertown, was charged by Watertown police at 1:24 a.m. Tuesday. May 15, at 202 Mechanic St. with second-degree criminal contempt. Mr. Howard is accused of violating the terms of a County Court stay-away order of protection when he was located at the residence of the protected party, Wanda Oatman, at about 12:58 a.m. Tuesday, police said. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Tuesday morning in City Court.
