WATERTOWN, NY — Gwen A. Morrison, 48, of 270 Mullin St., Apt. 207, Watertown, was charged by Watertown police at 12:11 a.m. Thursday, May 31, at her residence with endangering the welfare of a child and second-degree harassment. Ms. Morrison is accused of hitting a 12-year-old boy over the head with a window screen and threatened to kill him at about 10:31 p.m. Wednesday, May 30, at her apartment, according to court documents. She was being held pending arraignment Thursday morning in City Court.
