The Watertown Police Department has implemented a new policy of delaying the release of their arrest reports on a daily basis.

Oswego County Sheriff’s Office:
On 10/3/26 at 3:52 p.m., Andrew D. Schneider, 34, of Oswego, was arrested for Menacing, 2nd degree; 3 counts of Reckless Endangerment, 1 st degree, a class D felony; Criminal Mischief, 4th degree;2 counts of Endangering the Welfare of a Child and Criminal Possession of a Weapon, 4th degree following an incident in the Town of Oswego. Mr. Schneider was arraigned in CAP Court.
On 10/3/26 at 7:35 p.m., Owen R. Baldwin, 18, of Oswego, was arrested for Reckless Endangerment, 2nd degree following an incident in the Town of Palermo. Mr. Baldwin is scheduled to be arraigned in CAP Court on 10/17/26.
On 10/3/26 at 8:40 p.m., Mary E. Ujkaj, 39, of Canastota, NY, was arrested based on two Bench Warrants, one from the Town of Hastings and one from the Town of Mexico. Ms. Ujkaj was arraigned in CAP Court.
On 10/4/26 at 7:58 p.m., Eric K. Staring, 64, of Parish, NY, was arrested for Obstruction of Governmental Administration, 2nd degree following an incident in the Town of Parish. Mr. Staring is scheduled to be arraigned in CAP Court on 10/18/26.
On 10/4/26 at 11:24 p.m., Heather Ann Labreck, 36, of Unknown Address, was arrested for Criminal Possession of a Controlled Substance, 7th degree following an incident in the Town of Hastings. Ms. Labreck is scheduled to be arraigned on 10/18/26 in CAP Court. At the same time, Ms. Labreck was arrested based on a Bench Warrant issued out of Onondaga County. Ms. Labreck was turned over to the Onondaga County Sheriff’s Office for further processing.
On 10/5/26 at 9:47 a.m., MaryEmma M. Dacey, 53, of Phoenix, NY, was arrested for Criminal Possession of a Controlled Substance, 7 th degree following an incident in the Town of Schroeppel. Ms. Dacey is scheduled to be arraigned in CAP Court on 10/19/26.
On 10/5/26 at 12:52 p.m., Charles A. Hutchinson, 42, of Parish, was arrested for Obstruction of Governmental Administration, 2nd degree following an incident in the Village of Sandy Creek. Mr. Hutchinson is scheduled to be arraigned in CAP Court on 10/19/26.
On 10/5/26 at 8:24 p.m., Derinda D. Boyden Dempster, 59, of Constantia, was arrested for Obstruction of Governmental Administration, 2 nd degree following an incident in the Village of Parish. Ms. Boyden Dempster is scheduled to be arraigned in CAP Court on 10/19/26.
On 10/6/26 at 10:24 a.m., Krystal Lynn Rasbeck, 48, of Volney, was arrested for Tampering with Physical Evidence, a class E felony; Criminal Possession of a Controlled Substance, 3rd degree, (with intent to sell), a class B felony; and Criminal Possession of a Controlled Substance, 7th degree following an incident in the Town of Schroeppel. Ms. Rasbeck was arraigned in CAP Court.
On 10/6/26 at 11:53 a.m., Michele E. Thomas, 25, of Richland, was arrested based on a Bench Warrant issued out of the Town of Parish. Ms. Thomas was arraigned in CAP Court.
On 10/6/26 at 5:34 p.m., Richard J. Bentley, 35, of Schroeppel, was arrested based on a Bench Warrant issued out of Cicero PD. Mr. Bentley was turned over to the Cicero Police Dept. for further processing.
On 10/6/26 at 8:59 p.m., Leanne E. Miner, 33, of Fulton, was arrested for 3 counts of Criminal Possession of a Controlled Substance, 7th degree following an incident in the City of Fulton. Ms. Miner is scheduled to be arraigned in CAP Court on 10/20/26.
On 10/7/26 at 6:36 p.m., Kassidy R. Carr, 35, of Oswego, was arrested for Promoting Prison Contraband, 1st degree, a class D felony and Criminal Possession of a Controlled Substance, 7th degree following an incident in the City of Oswego. Ms. Carr was arraigned in CAP Court.
On 10/7/26 at 6:48 p.m., Michael B. LaValley, 42, of Amboy, was arrested based on two Bench Warrants, one out of the Town of Parish and one out of Oswego County Court. Mr. LaValley was arraigned in CAP Court.
On 10/8/26 at 1:31 p.m., Anbrya Nicole Jackson, 28, of Syracuse, was arrested for Criminal Contempt, 2nd degree and Aggravated Family Offense, a class E felony following an incident in the Town of Parish. Ms. Jackson was arraigned in CAP Court. At the same time, Ms. Jackson was arrested based on an Arrest Warrant issued out of SUNY Oswego PD. Ms. Jackson was arraigned in CAP Court.
On 10/8/26 at 3:08 p.m., Kraig K. McCombs, 32, of Parish, was arrested for Criminal Impersonation, 2nd degree; Criminal Possession of a Controlled Substance, 7th degree and Criminal Use of Drug Paraphernalia, 2 nd degree following an incident in the Town of Mexico. Mr. McCombs is scheduled to be arraigned in CAP Court on 10/22/26.
On 10/8/26 at 3:50 p.m., Karen S. Bertrand, 41, of Amboy, was arrested for Criminal Possession of a Firearm, a class E felony following an incident in the Town of Amboy. Ms. Bertrand is scheduled to be arraigned in CAP Court on 10/22/26.
On 10/8/26 at 4:26 p.m., Howard F. Williams, 46, of Parish, was arrested for Criminal Possession of a Controlled Substance, 7th degree following an incident in the Town of Hastings. Mr. Williams is scheduled to be arraigned in CAP Court on 10/22/26.
On 10/8/26 at 4:50 p.m., Jessica R. Eastman, 46, of Watertown, NY, was arrested based on an Arrest Warrant issued out of Oswego County Family Court. Ms. Eastman was arraigned in CAP Court.
On 10/8/26 at 8:58 p.m., Anbrya Nicole Jackson, 28, of Syracuse, was arrested for Assault, 2nd degree, a class D felony; Menacing, 2nd degree; Reckless Endangerment, 1 st degree, a class D felony; Aggravated Contempt, a class D felony; Aggravated Family Offense, a class E felony and Criminal Possession of a Weapon, 4 th degree following an incident that occurred in the Town of Volney. Hossein Cheraghi, 32, Fort Drum, was charged by Jefferson County sheriff’s deputies at 9:46 p.m. Saturday, Oct. 10, at 21254 Miser Road in the town of Rutland with aggravated driving while intoxicated, a misdemeanor, and imprudent speed. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Cheraghi’s BAC was 0.18 percent, deputies said. He was released to military custody and summoned to appear in court at a later date.
Mercedes M. Howard, 33, Fort Drum, was charged by Jefferson County sheriff’s deputies at 11:11 p.m. Saturday, Oct. 10, at 21171 SR 12F in the town of Watertown with aggravated driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Howard’s BAC was 0.22 percent, deputies said. She was released to military custody and summoned to appear in court at a later date.
Jadan C. Baker, 24, Fort Drum, was charged by Jefferson County sheriff’s deputies at 4:00 a.m. Sunday, Oct. 11, at the town of Pamelia text stop on Interstate 81 with driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Baker’s BAC was 0.10 percent, deputies said. He was released to military custody and summoned to appear in court at a later date.
Kayla S. Dake, 26, Watertown, was arrested at 5:56 p.m. Friday, Oct. 9, at 316 Central St. on a bench warrant, according to the Jefferson County Sheriff’s Office. Dake was turned over to the Watertown Police Department, deputies said.
Christopher R. McIlroy, 32, town of Alexandria, was arrested at 5:21 p.m. Friday, Oct. 9, at the Metro-Jefferson Public Safety Building on a bench warrant, according to the Jefferson County Sheriff’s Office. He was arraigned in CAP Court and released on his own recognizance, deputies said.

Jeffrey R. Ayotte, 56, Redfield, was charged by state police at 10:36 p.m. Saturday, Oct. 10, on N. Osceola Road in the town of Osceola with driving while intoxicated, a misdemeanor, following a single vehicle personal injury accident. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide the BAC or further details about the accident. Ayotte is summoned to appear in court at a later date.
Gabriel A. Zupnik, 22, Lowville, was charged by state police at 2:01 a.m. Sunday, Oct. 11, in the town of Turin with driving while intoxicated and third-degree aggravated unlicensed operation of a motor vehicle, both misdemeanors. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide the BAC. Zupnik is summoned to appear in court at a later date.
Christine R. Munger, 55, Watertown, was charged by state police at 3:31 p.m. Saturday, Oct. 10, with operating a motor vehicle while ability impaired by drugs, a misdemeanor. Munger is summoned to appear in court at a later date. Troopers did not provide further details of the arrest.
Cherie L. Terhune, 58, Brantingham, was charged by state police at 12:44 p.m. Saturday, Oct. 10, in the town of Lowville with petit larceny, a misdemeanor. Troopers did not provide further details of the arrest.
Robin G. Johnston, 54, Massena, was charged by state police at 12:25 a.m. Sunday, Oct. 11, in the town of Lisbon with aggravated driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Troopers did not provide the BAC. Johnston is summoned to appear in court at a later date.
Bobby Donnelly, 52, Massena, was charged by state police at 2:00 a.m. Sunday, Oct. 11, in the the village of Massena with driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide the BAC. Donnelly is summoned to appear in court at a later date.
Jacob T. Paul, 35, Colton, was charged by state police at 7:53 p.m. Sunday, Oct. 11, in the town of Colton with driving while ability impaired, a misdemeanor. Paul is summoned to appear in court at a later date.
Brittney A. Barr, 34, Gouverneur, was charged by state police at 9:45 p.m. Sunday, Oct. 11, in the village of Gouverneur with third-degree aggravated unlicensed operation of a motor vehicle, operating a vehicle on a suspended registration and two counts of seventh-degree criminal possession of a controlled substance, all misdemeanors. Troopers did not provide further details of the arrest.
Jade E. LaGoy, 27, Massena, was charged by state police at 6:26 p.m. Sunday, Oct. 11, in the town of Massena with second-degree menacing and fourth-degree criminal possession of a weapon, both misdemeanors. Troopers did not provide further details of the arrest.
