Job Summary: The Network Engineer supports the Telecommunications Division’s Ethernet data network infrastructure.  The primary role of the Network Engineer is to build new Ethernet circuits for customers, assist in troubleshooting customer Ethernet issues, and to oversee the network management system for the Telecommunications Division. The Network Engineer works with the Director of Network Engineering to design customer circuits and to configure and deploy customer premise equipment, is responsible for providing 24x7x365 support for the Telecommunications Division’s data network, and is considered an Ethernet subject matter expert.  This position requires a combination of advanced engineering expertise, excellent customer service interaction, and exceptional “hands-on” ability to resolve any issue that arises.  This position designs, installs and administers the Telecommunication Trouble Ticket system.

The Network Engineer also oversees the design, installation and administration of the Telecommunications Division SNMP/ICMP based Network Management platforms and Remote Telemetry/RTU system, as well as oversees all aspects of network security.  The Network Engineer is responsible for ensuring all telecommunications network elements are properly monitored, configured, and alarmed.  They also establish alerts for network technicians as well as any authorized customers and they manage the network alert change procedure.  Additional duties include oversight of the network inventory system and providing support for the service order system and process.  The Network Engineer will be required to perform frequent day travel in the Authority’s service areas and respond to call-ins.


(Knowledge, Skills and Abilities):

  • Knowledge of network management standards and procedures.

  • Knowledge of network and LAN security standards.

  • Excellent understanding of VPN – site to site, client, IPSEC (including the protocol suite), IKE, tunnel modes, SSL clientless / AnyConnect.

  • Knowledge of Microsoft Office (Word, Excel, VISIO, Access, etc.).

  • Skills in working knowledge of TCP/IP and routing is required.

  • Ability to engineer and maintain a carrier class service provider network is required.

  • Ability to manage and deploy and secure carrier-class data networking services.

  • Proven experience in Tier 2 / Tier 3 troubleshooting.

  • Knowledge of remote telemetry/RTU systems.

  • Knowledge and experience with server virtualization technologies (Hyper-V, VMWare) preferred.


  • Bachelor’s degree in Telecommunication, Information Technology or similar field is required.

  • Master’s degree with a concentration in Telecommunication or Information Technology preferred.

Professional Certification/Licenses:

  • Industry certifications that demonstrate the highest level of proficiency in network security such as CCNA, SSCP, CCSP.

  • Industry certifications that demonstrate a level of proficiency in Network Engineering such as CCNP, Network+.


  • Minimum of 5-years of IT/Telecommunications experience with a focus on wide area networks.

  • An equivalent combination of education, training and experience may be acceptable.
