Job Description:  The Development Authority of the North Country (Authority) is accepting applications for a full time position of Director of Engineering. Reporting to the Chief Operating Officer, the Director of Engineering will provide leadership in support of engineering, safety and environmental compliance related projects and programs.  The Authority is a multi-faceted New York State public benefit corporation created in the mid-1980s. Since its establishment, the Authority has constructed, owns and operates regional water and sewer utilities, a solid waste management facility, and an open access telecommunication network.  In addition to owning/operating these facilities, the Authority administers housing and economic development programs and provides contracted services to municipalities in the tri-county region.

The Director of Engineering will provide management for capital construction projects, Water Quality Management Services Contracts, develop and oversee Environmental, Health & Safety (EH&S) programs, develop business opportunities with local governments, and provide technical support for internal and external customers on matters related to engineering and EH&S.  The Director of Engineering will lead initiatives that support environmental stewardship and safety compliance.

QUALIFICATIONS:  The ideal candidate will have a Bachelor’s degree in Environmental Science or Environmental Engineering and professional engineering license in NYS; master’s degree in engineering or business administration preferred.  The position requires a minimum of ten years of engineering management experience, local government customer relations, and project development experience. Extensive knowledge of federal and state funding programs for municipal infrastructure projects, environmental and safety regulations and design standards is necessary. Excellent computer, technical writing and communications skills are fundamental to this position.  A working knowledge of Computerized Maintenance Management Systems (CMMS), Geographic Information Systems (GIS), Supervisory Control & Data Acquisition (SCADA), municipal infrastructure financing programs, local government organizations, and EH&S compliance is necessary.
