Lowville man accused of placing his hand on teen’s throat during domestic incident

LOWVILLE, NYScott D. Snyder, 43, Lowville, was charged by Lowville police at 11 p.m. Monday, July 9, with criminal obstruction of breathing or blood circulation and endangering the welfare of a child.

Police said they responded to a domestic incident at 5412 Evergreen Lane where it is alleged Snyder had placed his hand around the throat of a victim less than 17-years-old.

He is summoned to appear in Lowville Village Court.
