LOWVILLE, NY — Scott D. Snyder, 43, Lowville, was charged by Lowville police at 11 p.m. Monday, July 9, with criminal obstruction of breathing or blood circulation and endangering the welfare of a child.
Police said they responded to a domestic incident at 5412 Evergreen Lane where it is alleged Snyder had placed his hand around the throat of a victim less than 17-years-old.
He is summoned to appear in Lowville Village Court.
