LOWVILLE, NYÂ — Joseph S. Smith, 44, Lowville, was arrested by Lowville police at 9:44 p.m. Wednesday, May 16, following a domestic incident. Police allege he is accused of choking his girlfriend, Christina L. DeGraw, and punched a hole in a wall at her house. He was charged with two misdemeanors which were not specified in a news release. He was arraigned in Lowville Village Court and sent to the Lewis County Jail at $250 cash bail.
