Mother arrested after 3 children are found living in feces-ridden, bug-infested home in Watertown

WATERTOWN, NY —  Amber J. Kidney, 24, of 515 Bradley St., Apt. 2, Watertown, was charged by Watertown police at 11:50 a.m. Tuesday, June 23, at 515 Bradley St. with three counts of endangering the welfare of a child.

She is accused of failing to adequately supervise her 2-year-old daughter when the child climbed out of a first-story window and was unsupervised for approximately 18 minutes near a busy intersection while wearing a saturated diaper at about 9:57 a.m. Tuesday, according to court documents.

“She also maintained an apartment that was extremely dirty, including trash in the living area, the child’s room smelling heavily of urine, fecal matter smeared on the kitchen floor and insects throughout the apartment,” which is occupied by three children, ages 1, 2, and 5, police wrote.

Ms. Kidney is summoned to appear July 22 in City Court.
