NYSP: 500 bags of heroin seized in traffic stop on SR 37 in Oswegatchie

OGDENSBURG, NY —  On February 1, 2023, NYSP Troop B resources from the Violent Gangs and Narcotics Enforcement Team and the Community Stabilization Unit charged JESSE D. OUTLEY, age 26, of Syracuse, NY, with Criminal Possession of a Controlled Substance 3rd (B-Felony), Criminal Possession of a Controlled Substance 4th (C-Felony) and Criminal Possession of a Controlled Substance 7th (A- Misdemeanor), after State Police uniform members conducted a traffic stop on State Route 37, in the town of Oswegatchie.

During the traffic stop, OUTLEY was found to be in possession of approximately 500 bags of heroin and a quantity of Acetaminophen and Oxycodone Hydrochloride pills.

NYSP was assisted on this traffic stop and arrest by U.S. Border Patrol, U.S. Homeland Security Investigations, St. Lawrence County Drug Task Force and the Ogdensburg Police Department.
