Cheyenne B. Menter, 21, of 663 Factory St., Watertown, was charged by Watertown police at 7:08 p.m. Sunday, April 22, in the 100 block of Fairbanks Street with third-degree aggravated unlicensed operation, second-degree criminal impersonation, a seat belt violation, driving without a license and no inspection. Police said she identified herself as Stephanie B. Stephens while knowing her license was suspended as well as having several warrants. She was being held pending arraignment Monday morning in City Court.
Christian D. Edwards, 25, of 26000 Route 11, Apt. 1, Evans Mills was charged by Watertown police at 8:00 p.m. April 22 at 229 N. Massey St. with second-degree aggravated unlicensed operation, unregistered motor vehicle and no inspection. He is summoned to appear May 9 in City Court.

Lewis County Sheriff’s Office:
The Lewis County Sheriff’s Office arrested an Albany County man early Saturday night following a lengthy vehicle pursuit though the towns of Turin and Greig. Deputies report Gregory S. Blanchard, 33, of 1243 Delaware Turnpike, Delmar, was arrested after deputies observed Blanachard operate a 2015 Polaris RZR 1000R through the backyard of a residence at the Carpenter Road and Route 26 intersection in the town of Turin. Blanchard continued around the residence onto Route 26 and began to travel southbound. When deputies attempted to stop Blanchard, he continued and refused to stop. Blanchard led deputies down several county and seasonal roads leading to Fish Creek Road in the town of Greig where he left the roadway and attempted to flee onto a private ATV trail. Blanchard continued on the private ATV trail for a short distance before running out of gas being apprehended. Blanchard refused all sobriety tests at the scene and was placed under arrest. He was transported to the Lewis County Public Safety Building where he refused to submit to a breath test. He was charged with driving while intoxicated, unlawfully fleeing a police officer, failure to comply with a lawful order, reckless driving, six counts of failure to stop at a stop sign, unsafe lane change, speed not reasonable and prudent, failure to keep right, moving from lane unsafely, improper U-turn, improper use of a portable electronic device, avoiding an intersection and refusal to take a breath test. He was arraigned in Turin Town Court where he posted $200 cash bail and was released. Blanchard’s UTV was towed by Unlimited Collision and impounded at the sheriff’s office. He is scheduled to answer the charges in Turing and Greig town courts at a later date. Deputies were assisted by stare police and forest rangers.
On Saturday, April 21, the Lewis County Sheriff’s Office investigated a personal injury ATV accident in the town of Montague. At approximately 4:40 p.m. Crystal L. Green, 34, Worth, was traveling northwest on the Worth Road when she lost control of her ATV due to excessive speed and snow covered roadways. The ATV exited the roadway down a small embankment where it overturned and ejected Green who landed in a small creek. Green was transported by South Jeff Rescue Squad to Samaritan Medical Center in Watertown for treatment of unspecified injuries. Deputies were assisted by the Jefferson County Sheriff’s Office and Lorraine Volunteer Fire Department.
The Lewis County Sheriff’s Office arrested a 17-year-old Boonville male following a traffic stop Sunday evening, April 22, on Utica Boulevard in Lowville. The was stopped for driving a vehicle with an inadequate exhaust. “After speaking with the male, deputies could smell a strong odor of marijuana coming from inside the vehicle. A search by K9 Wyman discovered the male to be in possession of approximately 22 grams of marijuana and several smoking devices.” He was issued an appearance ticket returnable to Lowville Village Court at a later date.Â

Ashley M. Gulley, 23, of 27834 Route 283, Black River, was charged by Jefferson County sheriff’s deputies at 1:22 a.m. Saturday, April 21, at McDonald’s, 26470 Virginia Smith Dr., town of LeRay, with aggravated driving while intoxicated, consumption of alcohol in a motor vehicle, driving across hazard markings, passing a red light and insufficient signal turn less than 100-feet. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Deputies did not provide her BAC. She is summoned to appear May 7 in LeRay Town Court.Â
