Aric J. Donaldson, 26, of 99108 Forrest Dr., Apt. A, Fort Drum was charged by Watertown police at 1:22 a.m. Monday, Aug. 13, on Public Square with aggravated driving while intoxicated, third-degree aggravated unlicensed operation and driving across a sidewalk. His blood alcohol content was 0.29 percent, police said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. He is ordered to appear Aug. 29 in City Court.
Ricky E. Frazier, 51, of 23960 White Rd., Watertown, was charged by Watertown police at 3:33 a.m. Saturday, Aug. 11, at 120 Factory st. with driving while intoxicated, imprudent speed and driving a motor vehicle across a sidewalk following an accident. He was transported to Samaritan Medical Center by Guilfoyle Ambulance for treatment following a motorcycle accident in the parking lot of Northern Credit Union, 120 Factory St. He is summoned to appear Aug. 29 in City Court.
James A. Johnson, 47, of 307 Waltham St., Watertown, was charged by Watertown police at 11:14 a.m. Sunday, Aug. 12, at the Metro-Jefferson Public Safety Building with second-degree aggravated harassment. Mr. Johnson allegedly sent numerous threatening text messages and called 49 times over a couple hours after he was previously asked by Catherine J. Chipp, 47, to stop communicating with her by phone, text and calls, according to court documents. He was being held pending arraignment Sunday afternoon in City Court.
Kevin M. Mulholland, 28, of 8750 Main St. Rd., Apt. 312, Fort Drum, was charged by Watertown police at 1:22 a.m. Monday, Aug. 13, at Whistler’s Tavern, 107 Public Square, with disorderly conduct. Police allege he refused to leave the scene of a vehicle stop and attempted to interfere with an investigation after being advised to leave the area on multiple occasions. He was released to military custody and summoned to appear Aug. 22 in City Court.
Patrick M. Stevenson, 39, of 113 Park Ave., Apt. 3, Watertown, was charged by Watertown police at 7:12 a.m. Saturday, Aug. 11, at 224 N. Hamilton St. with first-degree criminal contempt, a felony, and second-degree harassment. Mr. Stevenson is accused of violating the terms of a Family Court refrain-from order of protection when he grabbed the protected party, Danielle M. Freeman, 30, by her right arm and pulled at about 6:28 a.m. Saturday, Aug. 11, at 113 Park Ave., Apt. 3, according to court documents. He was held for arraignment Saturday morning in City Court.

On 7/29/18 at 1:24 p.m., Thomas K. Richardson, 28, of 190 W 1st St. N, Fulton, NY was operating a 2018 Chevrolet south on SR 104B in the Town of Mexico when he attempted to pass a 2013 Honda being operated by Matthew A. Monjay, 23, of 26 Danielle Ave., Westerly, RI making a left-hand turn onto Sage Creek Rd., causing the vehicles to collide. Mr. Richardson was issued a UTT for Improper Passing.
On 8/10/18 at 1:51 p.m., Joseph W. Perras, 38, of 301 West Broadway St., Apt. 1, Fulton, NY was arrested based on an arrest warrant issued by Oswego County Family Court. Mr. Perras was arraigned in Family Court and is scheduled to return on 8/13/18.
On 8/11/18 at 9:45 a.m., Richard L. Lillie, 38, of 575 O’Connor Rd., Oswego, NY was arrested at the Oswego County Correctional Facility based on a Bench Warrant issued out of Oswego City Court. Mr. Lillie was arraigned in the Town of Scriba Court and remanded back to the OCJ in lieu of $250 cash or $500 bond with a return to City of Oswego Court on 8/16/18.
On 8/11/18 at 8:13 p.m., Bradley D. Ebert, 36, of 5203 Harriet Fisher Dr., Clay, NY was arrested for DWI and Operating MV with BAC .08 of 1% following a traffic stop on Albright Rd. in the Town of New Haven reportedly initiated following a reckless driver complaint. Mr. Ebert is scheduled to answer the charges on 9/6/18 in the Town of New Haven Court.
On 8/12/18 at 4:22 p.m., Jessica Soto-Gonzalez, 32, of 5350 SR 104, Lot 15, Oswego, NY was charged with AUO, third-degree and Exhaust Violation following a traffic stop on Birch Lane in the Town of Scriba. Ms. Soto-Gonzalez is scheduled to answer the charges on 8/30/18 in the Town of Scriba Court.

Deonna G. Hairston, 32, of 124 N. Main St., Black River, was charged by Jefferson County sheriff’s deputies at 3:00 a.m. Sunday at Brown and Water streets in Dexter with driving while intoxicated, third-degree aggravated unlicensed operation, leaving the scene of a property damage accident operating a vehicle on a suspended registration. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Deputies did not provide her BAC. She is summoned to appear Aug. 28 in Hounsfield Town Court.

Danielle M. Garcia, 30, Black River, was charged by state police at 2:56 a.m. Sunday, Aug 12, on Walton Street in Alexandria Bay with driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide her BAC. She is summoned to appear in Alexandria Bay Village Court.
Gisele Nabuchi, 48, was charged by state police at 4:57 p.m. Saturday, Aug. 11, on Interstate 81 at mile marker 160 in the town of Pamelia with disorderly conduct – obstructing traffic and failure to obey a police officer.
