Watertown Police Department:

Bradley J. Streeter, 27, of 113 Park Ave., Apt. 2, Watertown, was charged by Watertown police at 3:39 a.m. Wednesday, Aug. 8, at Samaritan Medical Center, 830 Washington St., with criminal obstruction of breathing or blood circulation and fourth-degree criminal mischief. Mr. Streeter is accused of holding Jennifer Watson down by her throat and applied pressure at about 10:50 p.m. Aug. 7 at 113 Park Ave., police said. He also allegedly grabbed a phone from her hand after she stated she was going to call the police for assistance, according to court documents. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Aug. 8 in City Court.

Christopher J. Bates, 57, of 917 Mill St., Watertown, was charged by Watertown police at 11:16 p.m. Tuesday, Aug. 7, in the 900 block of Mill Street with disorderly conduct. Mr. Bates is accused of yelling profanities at a male across the street, police said. He is summoned to appear Aug. 22 in City Court.

Karen M. Castor, 42, of 140 High St., Apt. 6, Watertown, was charged by Watertown police at 1:30 p.m. Tuesday, Aug. 7, at 247 Factory St. with petit larceny. She is accused of placing $15.50 worth of merchandise into a backpack and exited Urban Mission, 247 Factory St., without attempting to pay at about 2:00 p.m. July 14, police said. She is summoned to appear Aug. 24 in City Court.

Arturo R. Roe, 17, of 260 E. Main St., Watertown, was cited by Watertown police at 2:59 a.m. Wednesday, Aug. 8, in the 400 block of Factory Street with unlawful possession of marijuana. He is accused of possessing a metal grinder that tested positive for marijuana, police said. He is summoned to appear Aug. 22 in City Court.

Kim M. O’Reilly, 56, of 481 Poplar St., Apt. 1, Watertown, was charged by Watertown police at 5:30 p.m. Monday, Aug. 6, in the 500 block of W. Main Street with third-degree aggravated unlicensed operation and following too close. She is summoned to appear Aug. 22 in City Court.

On 8/1/18 at 5:45 p.m., Crystal G. Rogers, 41, of 4091 CR 17, Williamstown, NY was operating a 2015 Toyota southwest on East Ave. in the Village of Central Square, 500 feet north of SR 49, when the vehicle reportedly collided with a 2018 Freightliner tractor trailer registered to Penske Trucking of Reading, PA traveling northeast and being operated by Kuana A. Robinson, 54, of 1500 W First Street, Philadelphia, PA.  Ms. Rogers was issued a UTT for Failure to Stop for STOP Sign and Mr. Robinson was issued a UTT for Disobeyed Traffic Control Device.

On 8/7/18 at 7:06 a.m., Eric P. Drought, 36, of 69 Bangall Rd., Parish, NY was arrested based on a Family Court Warrant issued out of Oswego County.  Mr. Drought was arraigned in Family Court and remanded to the OCJ in lieu of $1,000 cash or $2,000 bond with a return to Oswego County Family Court on 8/8/18.

On 8/7/18 at 9:30 a.m., William L. Johnson, 25, of 406 Greenway Ave., Syracuse, NY was arrested based on an arrest warrant issued out of the Town of Schroeppel Court.  Mr. Johnson was arraigned in the Town of Volney Court and remanded to the OCJ in lieu of $1,000 cash or $2,000 bond with a return to T/O Schroeppel Court on 8/8/18.

On 8/7/18 at 6:40 p.m., Richard L. Lillie, 38, of 575 O’Connor Rd., Oswego, NY was arrested based on a Bench Warrant issued out of the Town of Mexico Court.  Mr. Lillie was arraigned in the Town of Mexico Court and remanded to the OCJ in lieu of $600 cash or $1,200 bond with a return to court on 8/14/18.

On 8/7/18 at 10:28 p.m., Markus P. McKenna, 31, of 37 Albion Cross Rd., Parish, NY was arrested for Obstruction of Governmental Administration, 2nd degree; Criminal Possession of a Controlled Substance, 7th degree and Resisting Arrest, all class A misdemeanors following a domestic dispute in the Town of Albion.  Mr. McKenna was arraigned in the Town of Albion Court and remanded to the OCJ in lieu of $500 cash or $1,000 bond with a return to court on 8/20/18.

Lewis County Sheriff’s Office:

Kyle T. Simpson, 23, Watson, was charged by Lewis County sheriff’s deputies on July 31 with petit larceny. He is accused of concealing seven DVD movies and attempted to exit Walmart in Lowville without attempting to pay, deputies said. He is summoned to appear in Lowville Town Court at a later date.
