Watertown Police Department:

Mackey J. West, 53, of 103 N. Orchard St., Apt. 3, Watertown, was charged by Watertown police at 1:34 a.m. Sunday, Aug. 4, in the 400 block of Factory Street with two felony counts of third-degree criminal possession of a weapon, two misdemeanor counts of second-degree menacing, and a single count of fourth-degree criminal mischief. Mr. West is accused of using a folding knife with a 3.5-inch blade to menace Susan R. Sentell, 44, and Phillip LaValley, 40, by placing the knife to each of their necks at about 11:26 p.m. Saturday in the 100 block of William Street, police said. He is also accused of slashing a tire on a 2017 Hyundai Santa Fe belonging to Susan Sentell during the same incident, police said. He was being held pending arraignment Sunday morning in City Court.

Mackey J. West, 53, of 103 N. Orchard St., Apt. 3, Watertown, was charged by Watertown police at 1:35 a.m. Sunday, Aug. 4, in the 400 block of Factory Street with fifth-degree criminal possession of a controlled substance and unlawful possession of marijuana. Police allege he possessed meth and marijuana. He was being held pending arraignment Sunday morning in City Court.

Amarilis E. Lazar, 24, of 385 Pawling St., Watertown, was charged by Watertown police at 1:29 p.m. Sunday, Aug. 4, at her residence with third-degree criminal mischief, a felony, and second-degree harassment. Ms. Lazar is accused of damaging a phone valued at $1,099 and belonging to Phillip B. Bowman, 26, when she hit his back pocket with a broom stick at about 12:26 p.m. Sunday at their residence, police said. She is also accused of cutting his clothing valued at $135 with a knife, police said. She was being held pending arraignment Monday morning in City Court.

Brandon J. Rockwell, 33, of 1003 Harrison St., Watertown, was charged by Watertown police at 7:03 a.m. Saturday, Aug. 3, at 1031 Huntington St. with second-degree burglary, a felony, and petit larceny, a misdemeanor. He is accused of unlawfully entering the residence of 1031 Huntington St. and consumed a bottle of Dr. Pepper valued at approximately $2 from the homeowner’s refrigerator, according to court documents. He was arraigned before Town of Watertown Justice Matthew J. Porter and released on his own recognizance pending an appearance Monday morning in City Court.

Steven C. Narrigan, 35, of 342 Factory St., Watertown, was cited by Watertown police at 1:16 a.m. Sunday, Aug. 4, at 100 Public Square with disorderly conduct. Mr. Narrigan is accused of pushing and punching Sibrina Stacy, 22, at about 1:09 a.m. Sunday at 100 Public Square, according to court documents. He was released to military custody and summoned to appear Aug. 21 in City Court.

Kyle A. Lamica, 23, of 24097 State Route 12, Apt. 8, Watertown, was charged by Watertown police at 2:19 p.m. Thursday, Aug. 2, at his residence with second-degree aggravated harassment. Mr. Lamica is accused of sending Brandi L. Jones, 20, Watertown, a text message stating that her life would end if she didn’t let him see his son at about noon Thursday, Aug. 2, according to court documents. He was held for arraignment in City Court.

Kevin B. Youmans, 19, of 117 High St., Watertown, was charged by Watertown police at 12:11 p.m. Saturday, Aug. 3, at his residence with endangering the welfare of a child. He is accused of picking up a 23-month-old child by her arms and shook her several times in an attempt to make the child stop crying at about 12:45 p.m. July 19 at Watertown Urban Mission, 247 Factory St., according to court documents. He is summoned to appear Aug. 19 in City Court.

Bradley A. John, 23, of 140 St. Mary St., Watertown, was charged by Watertown police at 6:40 p.m. Sunday, Aug. 4, in the 500 block of Gotham Street with third-degree aggravated unlicensed operation and failure to stop at a stop sign. He is summoned to appear Aug. 19 in City Court.

Christopher M. Skidmore, 46, of 19325 US Route 11, Apt. 113, Watertown, was charged by Watertown police at 11:05 a.m. Sunday, Aug. 4, in the 100 block of Phelps Street with second-degree aggravated unlicensed operation and no inspection. He is summoned to appear Aug. 23 in City Court.

Taylor R. Roberts, 26, of 231 Palmer St., Watertown, was arrested at 5:13 p.m. Friday, Aug. 2, at her residence on a bench warrant, according to the Watertown Police Department. She was arraigned at 11:30 a.m. Saturday before Town of Watertown Justice Matthew J. Porter who released her on her own recognizance pending a court appearance Monday morning in City Court.

Dexter H. Deltgen, 34, of 117 JB Wise Place, Apt. 201, Watertown, was arrested at 4:42 p.m. Saturday, Aug. 3, in the 600 block of Washington Street on a bench warrant, according to the Watertown Police Department. He was being held pending arraignment in City Court.

Oswego County Sheriff’s Office:

On 8/3/19 at 12:39 p.m., Colton A. Thompson, 26, of 979 Co. Rte 33, Central Square, NY was charged with Grand Larceny, 4th degree, Grand Larceny, 3rd degree, Unauthorized Use of a Vehicle, Aggravated Unlicensed Operation of a Motor Vehicle, 1st degree, Speed Violation, Failure to Keep Right, Leaving the
Scene of an Accident, and Motor Vehicle License Violation following an incident that occurred on 7/7/19 where he allegedly drove the victim’s vehicle without consent, crashed the vehicle causing property damage, and left the scene of the accident on Salt Road in the Town of Constantia. Mr. Thompson was arraigned in the Town of Albion Court and remanded to the Oswego County Jail in lieu of $2,500 cash/$5,000 bond. He is scheduled to answer to the charges in the Town of Richland Court on 8/7/19.

On same day, Colton A. Thompson was subsequently charge with Possession of a Hypodermic Instrument following an arrest on a separate incident. He is scheduled to answer to the charge in the Town of Palermo Court on 8/26/19.

On 8/3/19 at 12:45 p.m., Jenifer N. Brown, 31, of 707 Gilbert Mills Rd., Apt A, Fulton, NY was arrested based on a Bench Warrant issued out of the Town of Mexico. Ms. Brown was arraigned in the Town of Mexico Court and remanded to the Oswego County Jail in lieu of $1,000 cash/$2,000 bond. She is scheduled to return to Court on 8/6/19.

Lewis County Sheriff’s Office:

Jessica L. Cross, 34, Ava, was charged by Lewis County sheriff’s deputies on Monday, Aug. 5, with third-degree assault, fourth-degree criminal possession of a weapon and endangering the welfare of a child. Deputies said they responded to a residence in the town of New Bremen at about 7 a.m. July 31 for a reported domestic incident. Ms. Cross is accused of kicking and biting the victim and also stabbed his arm with a key, deputies said. She is summoned to appear in New Bremen Town Court at a later date.

Jefferson County Sheriff’s Office:

Damion M. England, 22, of Newark, NY, was charged by Jefferson County sheriff’s deputies at 2:17 a.m. Saturday, Aug 3, at the Metro-Jefferson Public Safety Building with second-degree assault in a correction facility, a felony. He is accused of causing physical injury to another inmate at about 9 p.m. Friday, Aug. 2, deputies said. He was arraigned before Town of Watertown Justice Matthew J. Porter who sent him to the Metro-Jefferson Public Safety Building to be held on $5,000 cash.

Mark S. Jareo, 50, of 17969 State Route 3, Watertown, was charged by Jefferson County sheriff’s deputies at 6:22 p.m. Saturday, Aug. 3, at 17459 State Route 3 in the town of Hounsfield with second-degree criminal contempt and fourth-degree stalking. Mr. Jareo is accused of violating the terms of a Hounsfield Town Court order of protection with by looking through the bedroom window of the protected party at about 9:22 p.m. Friday, Aug. 2, according to court documents. He was arraigned in Adams Town Court and sent to the Metro-Jefferson Public Safety Building with bail set at $5,000 cash.

Brandy D. Kellar, 36, of 312 Main St., Glen Park, was charged by Jefferson County sheriff’s deputies on July 24 at 21110 Pioneer Plaza Dr., town of Watertown, with petit larceny and fifth-degree criminal possession of stolen property. Ms. Kellar is accused of stealing $71.25 worth of merchandise from Hannaford at about 8:30 p.m. July 22 and returned to the store at 9:56 p.m. to obtain a gift card for the returned merchandise of which she used to purchase merchandise totaling $21.72, according to court documents. She is summoned to appear Aug. 15 in town of Watertown Court.

Tiffany Pickett, 30, of 26142 Bonney Road, Watertown, was charged by Jefferson County sheriff’s deputies on July 24 at Hannaford, 21110 Pioneer Plaza Dr., town of Watertown, with petit larceny, fifth-degree criminal possession of stolen property and first-degree falsifying business records, a felony. She is accused of using a gift card which was procured from a separate crime to purchase $22.96 worth of merchandise at about 3:12 p.m. July 24 at Hannaford, deputies said. She is summoned to appear in town of Watertown at a later date.

New York State Police:

On August 3, 2019, State Police in Watertown responded to 22140 County Route 189 in the town of Lorraine, Jefferson County for reported animal abuse complaint. During the investigation, troopers discovered a horse that was dragged over to a section of the property that was still alive and in obvious pain. A local veterinarian responded to the property and while walking to the injured horse, discovered a month-old calf in extremely poor health. Due to the severely poor health prognosis, both the horse and calf had to be euthanized.

Troopers then obtained a search warrant for the property and during a complete search of the property with the local Veterinarian, discovered 25 cows, four horses, four ponies, and other farm animals without proper food and water.  A total of 14 dead animal carcasses which included calves were located on the property, troopers said.

Jeffrey D. Zehr, 38, of 17529 Michael Road, Adams Center, NY, was arrested and charged with (14) counts of New York Agriculture and Markets Law §353 – Overdriving, torturing and injuring animals; failure to provide proper sustenance, a class “A” misdemeanor.

Zehr was issued an appearance ticket and is scheduled to appear in the town of Lorraine Court on Aug. 20, 2019, at 7 p.m.

On Aug. 3, 2019, at approximately 11:09 p.m., State Police conducted a traffic stop on U.S. Highway 11, in the town of Gouverneur for failure to keep right. The operator of the vehicle, 36-year-old Nichole L. Harmer, of Potsdam was subsequently arrested for DWI.  She was also found in possession of a small quantity of marijuana and a glass smoking pipe containing marijuana residue, troopers said.  Her blood alcohol content was determined to be 0.12%, troopers said. Harmer was charged with Felony DWI, due to having a previous conviction of DWI within the proceeding ten years. She was further charged with Unlawful Possession of Marihuana, and ticketed for aggravated unlicensed operation third-degree and failure to keep right. Harmer was arraigned in Gouverneur Town Court where she was released on her own recognizance
