Watertown Police Department:

Matthew J. Adams, 19, of 623 Gotham St., Watertown, was charged by Watertown police at 8:25 p.m. Saturday, May 4, at 213 Factory St. with third-degree criminal trespass. He is accused of scaling a ladder on the outside of Knowlton Technologies saturation building at about 7:55 p.m. Saturday, police said. “The defendant then entered unlocked shipping doors located on the roof and remained unlawfully inside the building without permission to be there,” according to court documents. He is summoned to appear May 22 in City Court.

Philip N. Knapp, 18, of 315 Keyes Ave., Watertown, was charged by Watertown police at 8:25 p.m. Saturday, May 4, at 213 Factory St. with third-degree criminal trespass. He is accused of scaling a ladder on the outside of Knowlton Technologies saturation building at about 7:55 p.m. Saturday, police said. “The defendant then entered the building through an unlocked door on the roof and remained there unlawfully without having permission to be in the building,” according to court documents. He is summoned to appear May 22 in City Court.

Robert A. Zimmer, 17, of 1003 Harrison St., Watertown, was charged by Watertown police at 12:24 a.m. Sunday, May 5, at 1 Public Square with third-degree criminal trespass. He is accused of entering the Paddock Arcade after having been previously banned from the building by officers, according to court documents. He is summoned to appear May 15 in City Court.

James D. Busbee, 29, of 423 Clay St., Apt. 1, Watertown, was charged by Watertown police at 11:59 p.m. Saturday, May 4, in the 600 block of Academy Street with driving while intoxicated, unsafe lane change, leaving the scene of a property damage accident and unregistered motor vehicle. He is summoned to appear May 22 in City Court.

Daniel Perez, 28, of 112 S. Hamilton St., Watertown, was charged by Watertown police at 7:13 p.m. Saturday, May 4, at his residence with two counts of endangering the welfare of a child, two counts of second-degree harassment, fourth-degree criminal mischief and criminal obstruction of breathing or blood circulation. Mr. Perez is accused of forcefully pulling a 3-year-old girl from the arms of Wanda L. Perez, 28, during a domestic incident at about 6:55 p.m. Saturday in the 900 block of Boyd Street, police said. He is also accused of attacking the woman in the presence of a 7-year-old boy, shoved the child causing him to stumble into a table and pulled the child from the arms of Ms. Perez at about 6:37 p.m. Saturday at 112 S. Hamilton St., according to court documents. He is additionally accused of grabbing Ms. Perez by her wrist, spit on her, shoved her, applied pressure to her neck twice, and kicked open a locked door causing $50 worth of damage during the domestic incident, police said. He was being held pending arraignment Sunday morning in court, police said.

Thomas P. Wimbley, 27, of 309 Mill St., Apt. 407, Watertown, was charged by Watertown police at 9:40 p.m. Saturday, May 4, at 309 Mill St. with second-degree harassment. Mr. Wimbley is accused of lunging across a store counter and grabbed a 58-year-old man at the base of his neck at about 2:36 a.m. April 20 at Sunoco, 430 Factory St., police said. He is summoned to appear May 31 in City Court.

Glenn M. Gallo, 31, of 419 Lincoln St., Watertown, was charged by Watertown police at 8:58 p.m. Friday, May 3, in the 900 block of State Street with two counts of seventh-degree criminal contempt. He is accused of possessing four Clonazepam tablets and 18 Suboxone strips, police said. He is summoned to appear May 15 in City Court.

Jayne L. Anderson, 31, of 313 Clay St., Watertown, was charged by Watertown police at 10:45 a.m. Saturday, May 4, at her residence with fourth-degree criminal mischief. She is accused of intentionally kicking a door belonging to Milton L. Armstrong, 50, causing damage to the door by the latch at about 2:18 p.m. Friday, May 3, at 323 Sterling St., Apt. 4, according to court documents. She is summoned to appear May 15 in City Court.

Robert E. Brown, 41, of 24428 US Route 11, Calcium, was charged by Watertown police at 9:50 a.m. Saturday, May 4, at 508 Mill St. with second-degree aggravated unlicensed operation, operating a vehicle without an interlock device, driving without a license and an exhaust violation. He is summoned to appear May 23 in City Court.

Darren M. Harra, 37, of 25858 State Route 180, Apt. M1, Limerick, was charged by Watertown police at 9:28 a.m. Saturday, May 4, at 25791 State Route 37, with fourth-degree grand larceny, fourth-degree criminal possession of stolen property, second-degree identity theft, fourth-degree grand larceny – credit card, all felonies, and fourth-degree criminal mischief, a misdemeanor. Mr. Harra is accused of stealing a Rolex watch worth $5,000 and a credit card from the center console of a vehicle parked behind 132 Court St. after he allegedly broke a window on the passenger side at about 3:00 a.m. April 29, police said. He allegedly used the stolen credit card to purchase items at Gold Star Liquor, 341 Arsenal St., at about 10:45 a.m. April 29, according to court documents.

Subject was detained at 4:02 pm for a mental health evaluation based on an
investigation from a complaint the Gouverneur Village Police Department
received. Subject was transported to Claxton Hepburn Medical Center.

Steven D. Morse, 62, Gouverneur, NY
Arrested at 7:30 PM for Backing Unsafely and Driving While Intoxicated. The
Gouverneur Village Police Department received a complaint that a vehicle
operated by the defendant had backed into another vehicle in the parking lot at 24
Mill Street. Patrol responded and found the subject to be intoxicated; subject was
transported to Gouverneur Police Department for processing. Further charges are
pending results of a chemical blood test. Subject was released with two uniform
traffic tickets returnable to Gouverneur Town Court on a later date.

Arrested at 10:31 AM for an Arrest Warrant (Criminal Possession Controlled
Substance 7 th , 2 counts), Criminal Possession Controlled Substance 7 th (3 counts) and Possession of a Hypodermic Instrument. The Defendant had an active Arrest Warrant out of the Beekman Justice Court in Poughquag, New York for two counts of criminal possession of controlled substance 7th. Subsequent to the arrest the defendant was found to possess eight hypodermic needles, suboxone,
methamphetamine and oxycodone. Defendant was issued appearance tickets for the charges unrelated to the arrest warrant and then was released to the New York
State Police to be transported to the Beekman Justice Court.

Natasha M. Petrie, 29, Gouverneur, NY
Arrested at 10:31 AM for an Arrest Warrant (Criminal Possession Controlled
Substance 7th , Aggravated Unlicensed Operation 2 nd , Insurance Violation, Number Plate Violation, No Inspection Certificate, and Registration Violation) issued by East Fishkill Town Court in Hopewell Junction, New York. Defendant turned over to the New York State Police for transport to the East Fishkill Town Court.

Both arrested at 2:15 PM for Grand Larceny 3rd and David Blair was arrested with
the additional charge of Possession of a Forge Instrument 3rd. An investigation
showed that on the 11 th Day of March, 2019 at the Gouverneur Savings and Loan
Association the defendants together did with intent to deprive the victim, Garth E.
Monica, of insurance money that rightfully belonged to Garth, take an insurance
check that was issued by Central Co-operative Insurance Company to the order of
Marcalene E. Blair & GEM & Son Properties in the amount of $53,219.74 that was issued as a result of a fire in a garage that Marcalene and David were buying from Garth on land contract, deposit said check, which bore Garth’s forged signature, into his wife Marcalene’s account and then together, David and Marcalene, did spend approximately $18,454.90 of said check, withdrew the remaining $34,764.84 on March 18, 2019, and gave Garth $22,000.00 depriving Garth of the remaining $31,219.74. Both defendants arraigned before Judge Young at the Gouverneur Town Court and released on their own recognizances.

Alexander Arispe, 33, of 127 Fairmont Ave., Watertown, was charged by Jefferson County sheriff’s deputies at 10:15 p.m. Saturday, May 4, at State Route 12 and Reed Road in the town of Pamelia with aggravated driving while intoxicated, speeding and crossing road hazard markings. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Deputies did not provide his BAC. He is summoned to appear May 23 in Pamelia Town Court.
