Watertown Police Department:
Fabian R. Lamb, 47, of 511 Lansing St., Apt. 1, Watertown, was charged by Watertown police at 3:48 p.m. Friday, April 14, at the Metro-Jefferson Public Safety Building with second-degree criminal contempt, a misdemeanor. Mr. Lamb is accused of violating the terms of a Family Court. stay-away order of protection when he had another man write a letter to his wife, Laurie Hall, 53, on April 13, according to court documents. He was held for arraignment in CAP Court.
Shawn M. VanEpps, 47, of 611 Mill St., Watertown, was charged by Watertown police at 1:01 p.m. Sunday, April 16, at his residence with fourth-degree criminal mischief, a misdemeanor. Mr. VanEpps is accused of throwing a mason jar a Margo L. Lowe causing it to smash on the corner of a table during a domestic incident at about 12:40 p.m. Sunday at their home, according to court documents. He was held for arraignment in CAP Court.
Rodney P. Percy, 61, of 30489 Burnup Road, Black River, was charged by Watertown police at 9:21 a.m. Sunday, April 16, at the Metro-Jefferson Public Safety Building with petit larceny, a misdemeanor. It is alleged Mr. Percy stole a gasoline spill kit and a case of windshield washer fluid and various other items from a dumpster at about 11:50 a.m. April 5 at Fastrac, 1709 State St., according to court documents. Police listed the total estimated value of the items at $390.00. He is summoned to appear May 1 in City Court.
Emily R. Mitchell, 35, homeless, was charged by Watertown police at 11:00 a.m. Saturday, April 15, at 302 Keys Ave. with second-degree criminal trespass, a misdemeanor. Ms. Mitchell is accused of entering an unoccupied house at 302 Keyes Ave. at about 10:25 a.m. April 14 and remained in the house overnight, according to court documents. The property is owned by Tabitha T. Anguish, police said. She is summoned to appear April 26 in City Court.
Jonathan D. Parson, 29, of 17481 US Route 11, Lot 39N, Watertown, was charged by Watertown police at 9:30 p.m. Saturday, April 15, in the 200 block of Washington Street with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, and an exhaust violation. He is summoned to appear in City Court at a later date.

Shaun K. Elliott, 37, Castorland, was charged by Lewis County sheriff’s deputies on April 15 with two counts of second-degree menacing, a misdemeanor. “The arrest stems from a disturbance complaint on Long Point Road in the town of Greig on April 14,” deputies wrote. Mr. Elliott was arraigned in Turin Town Court and released on his own recognizance. Orders of protection were issued on behalf of the victims.
