The Watertown Police Department has implemented a new policy of delaying the release of their arrest reports on a daily basis.

Brooke L. Carter, 21, of 537 Mill St., Apt. 1, Watertown, was charged by Watertown police at 5:47 a.m. Sunday, April 5, at 301 Arsenal St. with aggravate driving while intoxicated, a misdemeanor, driving without a license, impeding traffic – too slow, improper right turn, failure to use designated lane and unsafe lane change. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Carter’s BAC was 0.24 percent, police said. Carter is summoned to appear April 24 in City Court.
John C. Reynolds, 45, homeless, was charged by Watertown police at 12:20 a.m. Sunday, April 5, at 404 Court St. with third-degree criminal mischief, a felony. Reynolds is accused of damaging a window to the front door valued at $500 when he “hit it with his case” at about 11:42 p.m. Saturday, April 4, at Hitchin’ Post Tavern, 404 Court St., according to court documents. Reynolds is summoned to appear April 20 in City Court.

Michaela S. Stephens, 23, of 358 W. Lynde St., Apt. 3, Watertown, was charged by Watertown police at 5:00 p.m. Friday, April 3, at the Metro-Jefferson Public Safety Building with third-degree assault, fourth-degree criminal mischief, third-degree menacing, and fourth-degree criminal mischief, all misdemeanors. Stephens is accused of biting a 23-year-old man several times leaving marks on the victim’s arm and back, and threw an ashtray towards his head during a domestic incident at about 10:12 a.m. Friday at 358 W. Lynde St., according to court documents. Stephens allegedly pulled the cords off an Xbox game console which prevented the man to use an app to seek emergency assistance, police said. She is also accused of throwing the Xbox game console to the floor causing the plastic case to crack open, police said. Stephens was held for arraignment Friday evening in CAP Court.
Julie A. Doucette, 39, of 1204 Superior St., Apt. H7, Watertown, was charged by Watertown police at 7:51 p.m. Saturday, April 4, at 1204 Superior St. with second-degree criminal trespass, a misdemeanor. Doucette is accused of entering and remaining inside her neighbor’s apartment without permission at about 5:00 p.m. Friday, April 3, a 1204 Superior St., Apt. H8, according to court documents. Doucette is summoned to appear April 21 in City Court.
Sandra M. LaBarge, 46, of 15681 Archer Road, Copenhagen, was charged by Watertown police at 1:09 a.m. Saturday, April 4, at the Metro-Jefferson Public Safety Building with fourth-degree grand larceny – credit card, a felony, second-degree criminal impersonation, a misdemeanor, and petit larceny, a misdemeanor. She was also arrested on a warrant. LaBarge is accused of taking a 49-year-old woman’s credit card and used it to purchase $220 worth if items at 7-Eleven, 430 Factory St., a about 12:50 p.m. Dec. 4, 2025, according to court documents. LaBarge was held for arraignment Saturday morning in City Court.

Timothy J. Martin, Sr., 49, of 1708 Ohio St., Apt. 88, Watertown, was charged by Watertown police at 8:46 p.m. Friday, April 3, at 1708 Ohio St. with second-degree criminal contempt and fourth-degree criminal mischief, both misdemeanors. Martin is accused of violating the conditions of a refrain-from order of protection when he broke a $7 candle and a $4 coffee cup belonging to the protected party, a 46-year-old woman, at about 6:00 p.m. Friday at 1708 Ohio St., Apt. 88, according to court document. Martin was held for arraignment Saturday morning in City Court.
Amber L. Burns, 34, homeless, was cited by Watertown police at 5:08 p.m. Thursday, April 2, at 230 Franklin St. with trespass. She is accused of trespassing on property at 230 Franklin St. at about 5:02 p.m. Thursday despite being previously advised she was banned from the property, police said. Burns is summoned to appear April 17 in City Court.
Patrick J. Collins, 54, of 142 Mechanic St., Apt. 1010, Watertown, was charged by Watertown police at 6:46 p.m. Friday, April 3, in the 600 block of Academy Street with seventh-degree criminal possession of a controlled substance, a misdemeanor. Police allege he possessed methamphetamine. Collins is summoned to appear April 23 in City Court.
Tieknesha R. Fletcher, 38, of 515 Bradley St., Apt. 6, Watertown, was arrested at 11:58 p.m. Friday, April 3, at 515 Bradley St. on a bench warrant, according to the Watertown Police Department. Fletcher was held for arraignment Saturday morning in City Court.
Chandra A. Pacheco, 38, of 114 Katherine St., Watertown, was charged by Watertown police at 9:28 p.m. Friday, April 3, in the 700 block of Mill Street with operating a motor vehicle on a suspended registration, a misdemeanor, and passing a red light. Pacheco is summoned to appear April 21 in City Court.
Matthew S. Funk, 39, of 908 Superior St., Watertown, was charged by Watertown police at 1:27 p.m. Sunday, April 5, in the 1300 block of Washington Street with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, operating a motor vehicle on a suspended registration, a misdemeanor, and no insurance. Funk is summoned to appear April 24 in City Court.
Larry E. Bergfield, 55, of 17120 County Route 53, Lot 43, Dexter, was charged by Watertown police at 4:12 p.m. Saturday, April 4, at the Metro-Jefferson Public Safety Building with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, leaving the scene of a property damage accident, and unsafe backing of a vehicle. Bergfield is summoned to appear April 24 in City Court.
Eric J. Lieberman, 37, of 415 Gotham St., Apt. 4, Watertown, was arrested by Watertown police at 2:28 p.m. Friday, April 3, in the 100 block of Academy Street on a warrant. He was held for arraignment in CAP Court.

Matthew F. Briot, 42, Castorland, was arrested at 6:00 p.m. Sunday, April 5, at Seaway Plaza in the town of Pamelia for a violation of probation warrant, according to the Jefferson County Sheriff’s Office. Briot was arraigned and held pending further court proceedings, deputies said.

Lashure, 38, Watertown, was charged by state police at 2:44 p.m. April 4 in the city of Watertown with petit larceny and third-degree unlawful possession of persona identification, both misdemeanors, in connection with an incident reported Feb. 17 in the city of Ogdensburg.
