Watertown Police Department:

Taylor E. Reardon, 30, of 818 Ann St., Watertown, was charged by Watertown police at 8:48 p.m. Saturday, Jan. 1, in the 600 block of W. Main Street with aggravated driving while intoxicated, improper right turn and a headlight violation. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Police said his BAC was 0.32 percent. He is summoned to appear Jan. 21 in City Court.

Skylar M. Willsie, 20, of 7001 Austin Road, Glenfield, was charged by Watertown police at 11:36 p.m. Sunday, Jan. 2, at 9932 State Route 12 in Copenhagen with second-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, reckless driving, a misdemeanor, speeding and four counts of first-degree reckless endangerment, a felony. Mr. Willsie is accused of driving his Ram 1500 pickup truck 104 mph in a 30-mph zone in the 1200 block of Arsenal Street striking a 2018 Dodge Durango thereby creating risk of death to Brooklyn Batsford and Divine Whitfield who were passengers in the Durango, and Salamon Mathieu and Logan Ras, who were passengers in the Ram pickup truck at about 9:47 p.m. Oct. 14, according to court documents. He was being held at the Metro-Jefferson Public Safety Building pending arraignment Monday morning in City Court.

Michael W. Walters, 35, of 518 Waite Ave., Watertown, was charged by Watertown police at 8:05 p.m. Sunday, Jan. 2, at 518 Waite Ave. with fourth-degree criminal possession of stolen property – credit card, a felony, and fifth-degree criminal possession of stolen property, a misdemeanor. Mr. Walters is accused of possessing a stolen brown purse containing two credit cards belonging to Kimberly Parker, 54, at about 6:18 p.m. Oct. 14 at 574 Morrison St., according to court documents. He is summoned to appear Jan. 21 in City Court.

Joshua I. Belcher, 43, of 117 S. Indiana Ave., Watertown, was charged by Watertown police at 2:32 a.m. Sunday, Jan. 2, at 117 S. Indiana Ave. with aggravated driving while intoxicated, unsafe backing, unsafe turn, imprudent speed and second-degree obstruction of governmental administration, a misdemeanor. Police did not provide his blood alcohol content. Mr. Belcher allegedly pulled his hand away from a police officer during finger printing and then refused to provide fingerprints for the arrest process at about 3:40 a.m. Sunday at the Metro-Jefferson Public Safety Building, according to court documents. Mr. Belcher is summoned to appear Jan. 20 in City Court.

Dale C. Groff, 45, Watertown, was cited by Watertown police at 12:10 a.m. Monday, Jan. 3, at 525 Mill St. with trespassing. Mr. Groff is accused of unlawfully remaining in the premise of a condemned house at 334 Franklin St. at about 6:34 p.m. Dec. 18 after being previously told by officers he was not allowed in the house, according to court documents. He is summoned to appear Jan. 24 in City Court.

Timothy J. Phillips, 53, of 217 E. Main Str., Apt. 1, Watertown, was arrested at 10:45 p.m. Saturday, Jan. 1, at his residence on a bench warrant, according to the Watertown Police Department. He was transported to the Jefferson County line and turned over to the St. Lawrence County Sheriff’s Office.

Daniel R. Pitkin, 27, of 166 E. Division St., Watertown, was charged by Watertown police at 9:09 p.m. Saturday, Jan. 1, in the 700 block of Mill Street with third-degree aggravated unlicensed operation of a motor vehicle and illegal signal from a parked position. He is summoned to appear Jan. 19 in City Court.

Frederick T. Goodwin, 55, of 120 S. Pearl Ave., Watertown, was cited by Watertown police at 7:09 p.m. Sunday, Jan. 2, at his residence with violating the city’s animal running at large municipal code. Police did not provide further details of the incident. He is summoned to appear Jan. 21 in City Court.

Lisa A. Adams, 47, of 845 Starbuck Ave., Apt. 1203, Watertown, was charged by Watertown police at 9:53 p.m. Sunday, Jan. 2, in the 1000 block of Arsenal Street with second-degree aggravated unlicensed operation of a motor vehicle and a headlight violation. She is summoned to appear Jan. 21 in City Court.

Deva T. Zheng, 28, of 4 Ike Noble Dr., Canton, was charged by St. Lawrence County sheriff’s deputies on Sunday, Jan. 2, with second-degree criminal trespass following the investigation of a domestic incident at 1139 County Route 35 in the town of Potsdam. “Zheng made entry into the victim’s residence and remained unlawfully without the consent of the owner.” deputies wrote. Zheng is summoned to appear in Potsdam Town Court at a later date.

 

Lewis County Sheriff’s Office:

Steven M. Bussiere, 54, of 6515 Pine Grove Road, town of Watson, was charged by Lewis County sheriff’s deputies at 1:29 a.m. Dec. 29 in the town of Watson with second-degree harassment following a domestic incident at his residence. Deputies did not provide further details of the arrest. He is summoned to appear in Watson Town Court at a later date.
