Watertown Police Department:
The Watertown Police Department has implemented a new policy of delaying the release of their arrest reports on a daily basis.

Jose L. Vallardes Alvarez, 21, of 159 Winslow St., Apt. 3, Watertown, was charged by Watertown police at 11:46 p.m. Saturday, March 14, at 159 Winslow St. with second-degree menacing and fourth-degree criminal possession of a weapon, both misdemeanors. Vallardes Alvarez is accused of holding a sledge hammer above his head and threatened to hit a 19-year-old woman during a domestic incident at about 10:43 p.m. Saturday at 159 Winslow St., Apt. 3, according to court documents. He was held for arraignment Sunday morning in City Court.
Benjamin M. Tillman, 37, of 309 Winslow St., Watertown, was charged by Watertown police at 5:58 p.m. Friday, March 13, at the Metro-Jefferson Public Safety Building with animal cruelty, a misdemeanor. Tillman is summoned to appear March 30 in City Court. Police did not provide further details of the arrest.
Elizabeth J.R. Pettit, 34, of 309 Winslow St., Watertown, was charged by Watertown police at 5:58 p.m. Friday, March 13, at the Metro-Jefferson Public Safety Building with animal cruelty, a misdemeanor. “The defendant failed to seek and provide veterinary care for a four-year-old German Shepard which had shown prolonged signs of sickness, including diarrhea for approximately one month. The dog appeared severely emaciated as its hip bones were protruding, its spine and ribs could be visible through its skin, a lack of muscle mass resulted in the dog’s hind legs unable to support themselves, and fur loss on the top of the dog’s back,” at about 6:46 p.m. March 10 at 309 Winslow St., according to court documents. Pettit is summoned to appear March 30 in City Court.

Anita R. Vankoughnett, 41, of 602 Cayuga Ave., Watertown, was charged by Watertown police at 7:59 p.m. Friday, March 13, at 1112 State St. with seventh-degree criminal possession of a controlled substance, a misdemeanor. Police allege she possessed methamphetamine at about 7:08 p.m. Friday at 1112 State St. Vankoughnett is summoned to appear March 30 in City Court.
Drew M. Davis, 23, homeless, was charged by Watertown police at 6:56 a.m. Saturday, March 14, at 943 Remington St. with second-degree criminal contempt, a misdemeanor. Davis is accused of violating the terms of a Carthage Village Court stay-away order of protection at about 6:35 a.m. Saturday at 945 Remington St., according to court documents. Davis was held for arraignment Saturday morning in City Court.
John F. Zuccaro, Jr., 27, of 536 Emerson St., Apt. 203, Watertown, was charged by Watertown police at 9:00 a.m. Saturday, March 14, at 536 Emerson St. with fourth-degree criminal mischief, a misdemeanor, and second-degree harassment, a violation. Zuccaro is accused of punching a television belonging to a 47-year-old woman causing the screen to crack at about 8:13 a.m. Saturday at 536 Emerson St., according to court documents. Police listed the value of the TV at $80. He is also accused of shoving the woman during the same domestic incident, police said. Zuccaro was held for arraignment Saturday evening in CAP Court.
Naseem I. McCoy-Northern, 21, of 168 Sterling St., Watertown, was charged by Watertown police at 10:30 a.m. Saturday, March 14, at 168 Sterling St. with second-degree criminal contempt, a misdemeanor. He is accused of violating the terms of a stay-away order of protection when he was found in the presence of the protected party at about 10:30 a.m. Saturday at 168 Sterling St., according t to court documents. McCoy-Northern was held for arraignment Saturday evening in CAP Court.
Amber L. Burns, 34, homeless, was cited by Watertown police at 7:51 a.m. Sunday, March 15, at 237 Franklin St. with attempted trespass, a violation. Burns is accused of setting up an encampment at 237 Franklin St. that is a building where signs are clearly posted “Private Property” and “No Trespassing,” according to court documents. Police said Burns was previously told by management she was not allowed on the property. Burns is summoned to appear April 1 in City Court.
Michael D. Parks, 59, of 38 Wilna Ave., Deferiet, was arrested at 2:40 p.m. Friday, March 13, at the Metro-Jefferson Public Safety Building on a bench warrant. Parks was being held pending arraignment in court.
Heather M. Trainham, 35, of 28 Emerson Place, Watertown, was charged by Watertown police at 1:08 p.m. Saturday, March 14, in the 1000 block of Arsenal Street with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, and failure to obey a traffic device. Trainham is summoned to appear April 1 in City Court.
Andy J. Kogut, 56, SR 177, Copenhagen, was charged by Watertown police at 11:52 a.m. Friday, March 13, in the 900 block of State Street with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor. Kogut is summoned to appear March 27 in City Court.
Lucas J. Blackford, 44, LaFargeville, was arrested at 8:14 p.m. Sunday, March 15, at the Metro-Jefferson Public Safety Building on a bench warrant, according to the Watertown Police Department. Blackford was held for arraignment in CAP Court.
Charles A. Sherman Odion, 22, Fort Drum, was charged by Watertown police at 1:27 a.m. Saturday, March 14, in the 200 block of Arsenal Street with operating a motor vehicle on a suspended registration, a misdemeanor, and failure to obey a traffic device. He is summoned to appear April 1 in City Court.
Antonio J.K. Davis, Jr., 19, Fort Drum, was charged by Watertown police at 12:42 a.m. Saturday, March 14, in the 100 block of Stone Street with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, driving the wrong way on a one-way street and driving without a license. Davis is summoned to appear March 30 in City Court.

Deshawn S. Jones, 27, Fort Drum, was charged by Jefferson County sheriff’s deputies at 3:14 a.m. Sunday, March 15, at US Route 11 and Gardner Drive in the town of Pamelia with driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. His BAC was 0.14 percent, deputies said. Jones is summoned to appear in CAP Court at a later date.
Nathan G. Daniels, 19, Watertown, was charged by Jefferson County sheriff’s deputies at 2:36 a.m. March 1 at 25744 US Route 11 in the town of LeRay with petit larceny, a misdemeanor. Daniels is accused of stealing a 12-pack of Twisted Tea valued at $22.73 at about 2:34 a.m. March 1 at 7-Eleven convenience store, 25744 US Route 11, according to court documents. Daniels is ordered to appear March 21 in CAP Court.
Ellie L. Murray, 49, Copenhagen, was charged by Jefferson County sheriff’s deputies at 3:33 p.m. March 13 at Target, 21800 Towne Center Dr., town of Watertown, with petit larceny, a misdemeanor. Deputies allege Murray stole $169 worth of merchandise from the store on March 13. Murray is summoned to appear in CAP Court at a later date.
Lucas J. Blackford, 44, town of Orleans, was charged by Jefferson County sheriff’s deputies at 6:51 p.m. March 15 at CR 15 and Shimel Road in the town of Orleans with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor. Blackford is summoned to appear in CAP Court at a later date. He was turned over to the Watertown Police Department on a bench warrant, deputies said.

Morgan M. Smith, 24, Sterrett, Alabama, was charged by state police at 12:18 a.m. Saturday, March 14, in the city of Watertown with aggravated driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Troopers did not provide Smith’s BAC. Smith is summoned to appear in City Court at a later date.
Jordan A. Dickinson, 21, Loysville, PA, was charged by state police at 1:01 a.m. Saturday, March 14, in the city of Watertown with driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide Dickinson’s BAC. Dickinson is summoned to appear in City Court at a later date.

A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide Janack’s BAC. Janack is summoned to appear in City Court at a later date.
Eric M. Cooper, 41, Massachusetts, was charged by state police at 11:36 p.m. Friday, March 13, in the village of Gouverneur with aggravated driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Troopers did not provide Cooper’s BAC. Dennis G. Tebo, 52, Colton, was charged by state police at 8:36 p.m. Saturday, March 14, in the town of Parishville with common law driving while intoxicated, a misdemeanor, following a single-vehicle property damage accident at CR 56 and Connor Road. Tebo is ordered to appear in court at a later date.
Kelly J. Smith, 51, Cranberry Lake, was charged by state police at 8:07 p.m. Saturday, March 14, in the town of Russell with driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide Smith’s BAC. Smith is summoned to appear in court at a later date.
Eric B. Cole, 44, Ogdensburg, was charged by state police at 1:54 a.m. Sunday, March 15, in the village of Massena with common law driving while intoxicated, a misdemeanor. Cole is summoned to appear in court at a later date.
Heather L. LaRock, 43, Gouverneur, was charged by state police at 3:33 a.m. Sunday, March 15, in the city of Ogdensburg with common law driving while intoxicated, a misdemeanor, and first-degree aggravated unlicensed operation of a motor vehicle, a felony. LaRock is summoned to appear in court at a later date.
Edward E. Runge, 59, Brewerton, was charged by state police at 11:02 p.m. Saturday, March 14, in the town of Hastings with common law driving while intoxicated and resisting arrest, both misdemeanors. Runge is summoned to appear in court at a later date.
Jaury R. Peralta, 21, Fort Drum, was charged by state police at 6:08 p.m. Saturday, March 14, in the city of Rome with common law driving while intoxicated and leaving the scene of a personal injury accident, both misdemeanors. Troopers did not provide further details of the arrest.
David J. Taylor, 28, Carthage, was charged by state police at 8:55 a.m. Friday, March 13, in the village of Evans Mills with third-degree aggravated unlicensed operation of a motor vehicle and operating a vehicle without an interlock device, both misdemeanors. Taylor is summoned to appear in court at a later date.
Jeffrey D. Zehr, 44, Pulaski, was charged by state police at 9:37 a.m. Friday, March 13, in the town of Sandy Creek with torturing or injuring animals / failure to provide sustenance, a misdemeanor, in connection with an incident reported Dec. 15, 2025, in the town of Sandy Creek. Troopers did not provide further details of the arrest.
