Torrin O. Mosley, Jr., 27, of 564 State St., Apt. 3, Watertown, was cited by Watertown police at 2:42 a.m. Sunday, May 19, at 416 Moffett St. with second-degree harassment, a violation. Mosley is accused of using his two hands to shove a 31-year-old woman off a porch in the presence of police officers at about 2:36 a.m. Sunday, according to court documents. Mosley was being held at the Metro-Jefferson Public Safety Building pending arraignment Sunday morning in City Court.
Jiovanni T. Chambers, 19, of 395 Gaffney Dr., Apt. 7, Watertown, was cited by Watertown police at 9:32 p.m. Saturday, May 18, at 395 Gaffney Dr. with second-degree harassment, a violation. Chamber is accused of running into a 17-year-old boy with the intent to tackle him during an altercation at about 11:36 p.m. May 5 at Stewart’s Shops, 229 N. Massey St., according to court documents. Chambers is summoned to appear May 29 in City Court.
Jeanie M. Fessette, 32, of 723 Franklin St., Apt. 3, Watertown, was charged by Watertown police at 6:21 p.m. May 17 at 247 JB Wise Place with seventh-degree criminal possession of a controlled substance, a misdemeanor. Fessette is accused of possessing methamphetamine in her purse, police said. She is summoned to appear June 6 in City Court. She was also arrested on a Family Court warrant and turned over to the Jefferson County Sheriff’s Office, police said.
Amanda K. Hoover, 47, of 429 East Ave., Watertown, was charged by Watertown police at 7:41 p.m. May 17 at 140 High St. with third-degree falsely reporting an incident, a misdemeanor. Hoover allegedly reported to the Jefferson County Dispatch Center that her son and daughter were being held hostage against their will while knowing the information was false at about 7:10 p.m. May 17, according to court documents. Hoover is summoned to appear June 5 in City Court.
Madelyn R. Lillie, 20, of 540 Kieff Dr., Apt. 232, Watertown, was charged by Watertown police at 2:30 a.m. Saturday, May 18, in the 600 block of Mill Street with driving while intoxicated, a misdemeanor, and driving without a license. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Her BAC was 0.11 percent, police said. Lillie is summoned to appear June 6 in City Court.
Melinda S. Staie, 32, of 6105 Glendale Road, Glenfield, was charged by Watertown police at 12:42 a.m. Saturday, May 18, in the 1400 block of State Street with third-degree fleeing a police officer in a motor vehicle, a misdemeanor, reckless driving, a misdemeanor, failure to obey a police officers and speeding. Staie is accused of operating a 2021 Dodge Durango and failed to stop for a marked patrol car with its emergency lights and siren activated and reached speeds in excess of 25 miles above the speed limit, according to court documents. Staie is summoned to appear June 7 in City Court.
Todd W. Granger, 45, of 516 Lansing St., Watertown, was charged by Watertown police at 9:41 p.m. Saturday, May 18, at 516 Lansing St. with second-degree reckless endangerment, a misdemeanor. Granger is accused of intentionally backing his truck while knowing a 37-year-old woman was behind him causing a wooden fence panel to fall toward the woman during a domestic incident at about 9:15 p.m. May 18 at 516 Lansing St., according to court documents. Granger was being held at the Metro-Jefferson Public Safety Building pending arraignment Sunday morning in City Court.
Makayla C.R. Jackson, 25, of 534 Kieff Dr., Apt. B, Watertown, was charged by Watertown police at 1:26 a.m. Sunday, May 19, in the 200 block of Black River Parkway with seventh-degree criminal possession of a controlled substance, a misdemeanor, insufficient tail lamps, and no insurance. Police allege she possessed cocaine. Jackson is summoned to appear June 7 in City Court.
James Washington, Jr., 60, of 228 N. Orchard St., Apt. 2, Watertown, was charged by Watertown police at 6:40 p.m. Thursday, May 16, at 175 JB Wise Place with petit larceny, a misdemeanor. Washington is accused of exiting Kinney Drugs, 1304 Washington St., without attempting to pay for $101.26 worth of merchandise at about 3:13 p.m. May 10, according to court documents. Washington is summoned to appear May 30 in City Court.
Philip N. Knapp, 23, of 315 Keyes Ave., Watertown, was cited by Watertown police at 6:59 p.m. Sunday, May 19, at 315 Keyes Ave. with second-degree harassment, a violation. Knapp is accused of striking the left side of a 54-year-old man’s face with a closed fist and also spat on the victim’s face during a domestic incident at about 11:12 p.m. May 14 at 315 Keyes Ave., according to court documents. Knapp is summoned to appear May 23 in City Court.
Patience L. LaJoie, 28, of 1620 Huntington St., Apt. A1, Watertown, was cited by Watertown police at 10:07 p.m. Saturday, May 18, at 1620 Huntington St. with second-degree harassment, a violation. LaJoie is accused of punching, kicking and pulling the hair of a 33-year-old woman at about 5:51 p.m. May 13 at 1620 Huntington St., according to court documents. LaJoie is summoned to appear May 31 in City Court.
Luis J. Matosdiaz, 22, of 20332 Bagram Rd., Apt. 218-B, Fort Drum, was charged by Watertown police at 11:58 p.m. May 18 in the 1000 block of Huntington Street with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, and a brake light violation. He is summoned to appear May 30 in City Court.

Lowville Village Police Department:
Dakota Rogers, 25, Lowville, was charged by Lowville police at failure to provide food and water to an animal. “Police investigated a report on May 9 on Cascade Avenue in the village of two dogs locked in a garage with food or water. Town of Lowville Animal Control responded with police. Both dogs were seized and turned over for care at Lewis County Humane Society.” Rogers is summoned to appear in court at a later date. The investigation is ongoing and additional arrests are expected, police said.
