Watertown Police Department:
The Watertown Police Department has implemented a new policy of delaying the release of their arrest reports on a daily basis.

Francis W. Babcock, 49, of 661 Factory St., Apt. 22, Watertown, was charged by Watertown police at 4:56 p.m. Oct. 15 at 661 Factory St. with second-degree assault and first-degree attempted gang assault, both felonies. Babcock is accused of cutting and stabbing an 18-year-old man three times with a knife while aided by three other individuals who were hitting and kicking the victim as well as striking him with a broom stick and rake causing lacerations requiring stitches and leaving scars at about 9:30 p.m. Nov. 24 in the 300 block of Arlington Street, according to court documents. Babcock was held for arraignment in CAP Court.
Ricardo H. Hall, 46, of 119 William St., Watertown, was charged by Watertown police at 2:20 p.m. Oct. 26 at the Metro-Jefferson Public Safety Building with first-degree rape, a felony. Hall is accused of engaging in vaginal sexual contact with a 50-year-old woman “by forcible compulsion by holding the victim down on her back as she attempted to push the defendant off her and telling him no and to stop,” at about 3:30 a.m. Aug. 24 at a residence on William Street, according to court documents. Hall was held for arraignment in City Court.
Travis R. Ransear, 32, of 120 Keyes Ave., Apt. 5, Watertown, was charged by Watertown police at 5:34 p.m. Oct. 15 at 120 Keyes Ave. with third-degree criminal trespass and fourth-degree criminal mischief, both misdemeanors. Police allege Ransear unlawfully disregarded a displayed eviction notice and cut off a lock on an apartment door to gain entry at about 5:12 p.m. Oct. 15 at 120 Keyes Ave., Apt. 5. Ransear is summoned to appear Oct. 29 in City Court.
Richard D. Wagar, 45, of 423 Holcomb St., Watertown, was charged by Watertown police at 9:20 a.m. Oct. 16 at the Metro-Jefferson Public Safety Building with second-degree burglary, fourth-degree grand larceny, third-degree grand larceny, all felonies. Wagar is accused of breaking into 243 Wealtha Ave on Oct. 1 and stole a 30-06 Eddystone 1917 model rifle, according to court documents. Wagar was held for arraignment in City Court.
Lula M.M. Collins-McCarrell, 36, homeless, was charged by Watertown police at 6:26 p.m. Oct. 2 at 2 Factory Square with fifth-degree arson, a misdemeanor. She is accused of damaging a garbage receptacle belonging to the City of Watertown by starting a fire in the garbage can at about 6:11 p.m. Oct. 2 at 2 Factory Square, according to court documents. Collins-McCarrell is summoned to appear Oct. 22 in City Court.
Howard L. Bennett, 37, of 111 State Place, Watertown, was charged by Watertown police at 1:05 p.m. Oct. 16 at 111 State Place with fourth-degree criminal mischief, a misdemeanor. Bennett is accused of damaging a mirror belonging to a 33-year-old woman when he punched the mirror causing it to shatter at about 12:52 p.m. Oct. 16 at 111 State Place, according to court documents. Bennett was held for arraignment in CAP Court.
Julius M. Jackson, 19, of 414 Fairview St., Watertown, was charged by Watertown police at 9:59 p.m. Oct. 16 at 723 State St. with second-degree obstruction of governmental administration, a misdemeanor. Jackson is accused of fleeing on foot despite being told by officers to stop during an investigation of a disorderly subjects complaint at about 9:53 p.m. Oct. 16 at 839 State St., according to court documents. Jackson is summoned to appear Oct. 30 in City Court.
Jonas W. Hobbs, 20, of 5667 Log London Road, Ellisburg, was charged by Watertown police at 9:59 p.m. Oct. 16 at 723 State St. with two counts of second-degree obstruction of governmental administration, a misdemeanor. Hobbs is accused of fleeing on foot despite being told by officers to stop during an investigation of a disorderly subjects complaint at about 9:53 p.m. Oct. 16 at 839 State St., according to court documents. Police said Hobbs also refused to provide his fingerprints and photographs during processing. Hobbs is summoned to appear Oct. 30 in City Court.
Dariush Shojai, 35, homeless, was charged by Watertown police at 5:19 p.m. Oct. 16 at Samaritan Medical Center, 830 Washington St., with second-degree criminal contempt, a misdemeanor. Shojai is accused of violating the terms of a temporary stay away order of protection issued by Mexico Town Court on Sept. 6 when he went to 1219 Arsenal St. and engaged in an argument with the protected party at about 12:26 p.m. Oct. 16, according to court documents. Shojai was held for arraignment in CAP Court.
Alginet C. Graham, 32, of 25372 Virginia Smith Dr., Calcium, was charged by Watertown police at 3:20 p.m. Oct. 15 in the 200 block of Paddock Street with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor. She is summoned to appear Oct. 15 in City Court.
Kiley J. Snyder, 43, homeless, was arrested at 2:50 a.m. Friday, Oct. 17, in the 200 block of W. Main Street on a bench warrant for a seventh-degree criminal possession of a controlled substance charge, according to the Watertown Police Department. Snyder was held for arraignment Friday morning in City Court.

On 10/11/25 at 9:03 a.m., William A. Butcher, 31, of Albion, was arrested based on an Arrest Warrant issued out of the Town of Mexico. Mr. Butcher was arraigned in CAP Court.

On 10/14/25 at 12:43 a.m., Thomas J. Springer, 18, of Granby was arrested for 3 counts of Reckless Endangerment, first-degree, a class D felony and Fleeing Officer in Motor Vehicle following an incident in the Town of Schroeppel. Mr. Springer was arraigned in CAP Court.
On 10/14/25 at 11:05 a.m., Anthony V. Servidio, 34, of Oswego, was arrested for Stalking, third-degree; Obstruction of Governmental Administration, second-degree; Resisting Arrest; Criminal Contempt, first-degree, a class E felony; Aggravated Harassment, second-degree and Aggravated Family Offense, a class E felony following an incident in the Town of Albion. Mr. Servidio was arraigned in CAP Court.
On 5/15/25 at 6:10 a.m., Timothy M. Davis, 45, of Hastings, was arrested for Reckless Endangerment, first-degree, a class D felony; Resisting Arrest; Criminal Use of Drug Paraphernalia, second-degree; Fleeing an Officer in Motor Vehicle and multiple V&T violations following an incident that reportedly began in the Town of Richland. Mr. Daivs was arraigned in CAP Court.
On 10/15/25 at 9:34 p.m., Joseph E. Deforge, 51, of Richland, was arrested for Menacing, second-degree; Criminal Mischief, fourth-degree and Criminal Possession of a Weapon, third-degree (Prior conviction), a class D felony following an incident in the Town of Richland. Mr. Deforge was arraigned in CAP Court.
On 10/16/25 at 12:27 p.m., Tanyell M. Burnett, 24, of Hannibal, was arrested for Aggravated Harassment, second-degree following an incident in the Town of Oswego and Criminal Obstruction of Breathing following an incident in the Town of Hannibal. Ms. Burnett was arraigned in CAP Court for the Aggravated Harassment charge and is scheduled to be arraigned in CAP Court on 10/30/25 for the Criminal Obstruction of Breathing charge.
On 10/16/25 at 7:15 p.m., Tanyell M. Burnett, 24, of Hannibal, was arrested for Criminal Mischief, fourth-degree; Criminal Tampering, third-degree; Reckless Endangerment; Resisting Arrest; Harassment, second-degree and Obstruction of Governmental Administration following an incident in the City of Oswego. Mr. Burnett is scheduled to be arraigned in Oswego City Court on 11/6/25.
On 10/16/25 at 9:42 p.m., Jessica N. Bartlett, 41, of Sandy Creek, was arrested for Criminal Possession of a Controlled Substance, seventh-degree and 2 counts of Criminal Use of Drug Paraphernalia, second-degree following an incident in the Town of Parish. Ms. Bartlett is scheduled to be arraigned in CAP Court on 10/30/25.
On 10/17/25 at 9:39 a.m., Naomi V. Ervin, 21, of Scriba, was arrested based on a Bench Warrant issued out of the City of Oswego. Ms. Ervin turned over to the Oswego City Police Dept. for further processing.
On 10/17/25 at 12:14 p.m., Robert N. Wardhaugh, 38, of Hannibal, was arrested based on an Arrest Warrant issued out of Oswego County Family Court. Mr. Wardhaugh was arraigned in Family Court.

Nathan D. Gordon, 46, of County Route 93, Lorraine, was charged by Jefferson County sheriff’s deputies at 8:58 p.m. Oct. 17 at Walmart, 20823 State Route 3, town of Watertown, with petit larceny, a misdemeanor. Deputies did not provide further details of the alleged theft. Gordon is summoned to appear in CAP Court at a layer date.
Eric J. Agar, 43, of Bartlett Point Road, town of Clayton, was arrested at 10:25 p.m. Oct. 17 at the Metro-Jefferson Public Safety Building for a violation of probation, according to the Jefferson County Sheriff’s Office. Agar was held for arraignment.
Richard D. Wagar, 44, Watertown, was arrested on a bench warrant at 12:59 p.m. Oct. 15 at the Metro-Jefferson Public Safety Building, according to the Jefferson County Sheriff’s Office. Wagar was held for arraignment in County Court, deputies said.

Jacob R. Walsh, 23, Hammond, was charged by state police at 8:03 p.m. Saturday, Oct. 18, on State Route 26 in the town of Alexandria with aggravated driving while intoxicated, a misdemeanor, following a single-vehicle personal injury accident. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent of greater. Troopers did not provide the BAC or further details of the arrest. Walsh is summoned to appear in court at a later date.
Gabriel L. Gonzalez, 22, Watertown, was charged by state police at 2:29 a.m. Saturday, Oct. 18, in the town of Pamelia with driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide the BAC or further details of the arrest. Gonzalez is summoned to appear in court at a later date.
Colleen R. Hurley, 71, Brownville, was charged by state police at 9:56 p.m. Friday, Oct. 17, in the village of Brownville with common law driving while intoxicated, a misdemeanor, in connection with an incident reported in the town of Brownville. Troopers did not provide further details of the arrest. Hurley is summoned to appear in court at a later date.
Lydia O. Gooshaw, 26, Watertown, was charged by state police on Oct. 18 in the town of Watertown with unlawful dissemination or publication of an intimate image, a misdemeanor. Troopers did not provide further details of the arrest.
