Watertown Police Department:
The Watertown Police Department has implemented a new policy of delaying the release of their arrest reports on a daily basis.

Brandon J. Polhamus, 38, of 270 Moulton St., Watertown, was charged by Watertown police at 4:37 p.m. Thursday, Oct. 1, at 118 S. Meadow St. with five counts of second-degree criminal contempt, a misdemeanor. Polhamus is accused of violating the terms of an order of protection issued by Lewis County Family Court when he remained at the residence of the protected parties, two children ages 1, 3, 5 and 6, and a 27-year-old woman, at about 3:54 p.m. Thursday at 118 S. Meadow St., according to court documents. Polhamus was held for arraignment Thursday evening in CAP Court, police said.
Kari L. Warner, 48, homeless, was charged by Watertown police at 9:55 a.m. Thursday, Oct. 1, at 156 E. Main St. with second-degree criminal trespass, a misdemeanor. Police allege Warner entered and remained in 156 E. Main St., Apt. 2, while having no right to do so at about 9:14 a.m. Thursday, according to court documents. Warner is summoned to appear Oct. 21 in City Court.
Noah E.J. Ayers, 25, homeless, was charged by Watertown police at 9:46 a.m. Thursday, Oct. 1, at 156 E. Main St. with second-degree criminal trespass, a misdemeanor. Police allege Ayers entered and remained in 156 E. Main St., Apt. 2, while having no right to do so at about 9:14 a.m. Thursday, according to court documents. Ayers is summoned to appear Oct. 21 in City Court.

Michael E. Enslow, 48, homeless, was charged by Watertown police at 10:16 a.m. Thursday, Oct. 1, at 156 E. Main St. with second-degree criminal trespass, a misdemeanor. Police allege Ayers entered and remained in 156 E. Main St., Apt. 3, while having no right to do so on Thursday morning, according to court documents. Ayers is summoned to appear Oct. 21 in City Court.
Michael W. Hutt, 61, homeless, was cited by Watertown police at 8:39 a.m. Thursday, Oct. 1, at 112 Newell St. with disorderly conduct, a violation. Hutt is accused of urinating in the Veterans Memorial Walkway pavilion at 112 Newell St. at about 8:30 a.m. Oct. 1, according to court documents. Hutt is summoned to appear Oct. 14 in City Court.

Kshaun T. Murphy, 32, of 515 Bradley St., Apt. 4, Watertown, was charged by Watertown police at 12:45 a.m. Friday, Oct. 2, in the 500 block of W. Main Street with fourth-degree criminal mischief, a misdemeanor. Murphy is accused of punching a single hung window causing it to shatter at about 12:27 a.m. Friday, Oct. 2, at 644 LeRay St., according to court documents. The window belongs to a 41-year-old woman, police said. Murphy is summoned to appear Oct. 14 in City Court.
Chad A. Claflin, 42, of 17747 US Route 11, Apt. 6D, Watertown, was cited by Watertown police at 7:26 p.m. Friday, Oct. 2, at 114 N. Meadow St. with trespass, a violation. Claflin is accused of entering and remaining unlawfully on a woman’s property at about 7:08 p.m. Friday at 114 N. Meadow St., according to court documents. Claflin is summoned to appear Oct. 21 in City Court.
Dale L. Tipton, Jr., 40, of 722 W. Main St., Apt. 4, Watertown, was charged by Watertown police at 11:56 p.m. Sunday, Oct. 4, in the 500 block of W. Main Street with seventh-degree criminal possession of a controlled substance, a misdemeanor, and no/inadequate lights on a bicycle. Tipton is accused of possessing multiple glassine envelopes containing fentanyl, police said. Tipton is summoned to appear Oct. 26 in City Court.
Kayla N. Robinson, 29, homeless, was charged by Watertown police at 5:03 p.m. Sunday, Oct. 4, at the Metro-Jefferson Public Safety Building with petit larceny, a misdemeanor. Robinson is accused of stealing toothpaste and lipstick with a total value of $14.23 at about 1:52 p.m. Sept. 17 at Kinney Drugs, 905 Coffeen St., according to court documents. Robinson is summoned to appear Oct. 23 in City Court.
Gregory P. Jones, Jr., 51, of 11 Public Square, Apt. 204, Watertown, was charged by Watertown police at 3:50 p.m. Sunday, Oct. 4, in the 100 block of Arsenal Street with operating a motor vehicle on a suspended registration, a misdemeanor, and no insurance. Jones is summoned to appear Oct. 21 in City Court.
Misty R. Hess, 28, of 845 Starbuck Ave., Apt. 603, Watertown, was charged by Watertown police at 9:24 p.m. Friday, Oct. 2, in the 600 block of Factory Street with operating a motor vehicle on a suspended registration, a misdemeanor. Hess is summoned to appear Oct. 16 in City Court.
Aiesha S. Dixon, 24, of 306 Washington St., Brownville, was charged by Watertown police at 9:08 p.m. Sept. 30 in the 500 block of Curtis Street with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, and illegal signal less than 100 feet. Dixon is summoned to appear Oct. 19 in City Court.
Kimberly A. Fetterman, 40, of 716 Academy St., Watertown, was charged by Watertown police at 3:29 p.m. Sept. 30 at Samaritan Medical Center, 830 Washington St., with second-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, failure to yield the right of way and driving without a license. Fetterman is summoned to appear Oct. 19 in City Court.

Lowville Village Police Department:
Jeffrey Peebles, 42, Lowville, was charged by Lowville police with common law driving while intoxicated, a misdemeanor, and refusal to take a breath test. The arrest follows a report of a motorist slumped over the wheel in the the drive-thru of a local restaurant, police said. Pebbles is ordered to appear in Lowville Town Court at a later date.
