Watertown Police Department:
Deonte T. Turner, 24, of 10314 4th Armored Div. Dr., Apt. 227B, Fort Drum, was charged by Watertown police at 2:13 a.m. Saturday, Sept. 16, at 53 Public Square with disorderly conduct. Police allege Mr. Turner repeatedly yelled profanities at another male while standing on sidewalk on Public Square after being advised to quiet down. He is summoned to appear Sept. 28 in City Court.
Brandon D. Harten, 26, of 149 Coleman Ave., Watertown, was charged by Watertown police at 1:00 a.m. Monday, Sept. 19, in the 200 block of N. Rutland Street with petit larceny, a misdemeanor. Mr. Harten is accused of pumping $24.52 worth of gasoline at about 5:52 p.m. Sept. 16 at Stewart’s Shops, 229 N. Massey St., and drove away without attempting to pay, according to court documents. He is summoned to appear Oct. 5 in City Court.
Rico T. Ashley, 22, of 20638 Bagram Rd., Apt. 289, Fort Drum, was charged by Watertown police at 1:45 a.m. Sunday, Sept. 18, at 109 Public Square with disorderly conduct. Mr. Ashley was observed being a participant in a large group of individuals who were all physically fighting outside Whistler’s Tavern at about 1:41 a.m. Sunday, according to court documents. “After the defendant was pushed from the group, he attempt to push past bar staff to continue fighting,” police wrote. He was released to military custody and summoned to appear Oct. 5 in City Court.
Jessica N. Sciarini, 28, of 1815 Olmsted Dr., Apt. 441C, Watertown, was arrested at 10:06 p.m. Sunday, Sept. 18, at 1815 Olmsted Dr. on a bench warrant, according to the Watertown Police Department. She was being held pending arraignment Monday morning in City Court.
Wesley J. Marshall, 38, of 1694 Union St., Oneida, was charged by Watertown police at 10:15 a.m. Sunday, Sept. 18, in the 100 block of Winthrop Street with driving while intoxicated, leaving the scene of a property damage accident and failure to keep right. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Police did not provide the BAC. Police said Mr. Marshall was traveling east in the 400 block of Franklin Street in a 2021 Jeep when he failed to maintain his lane for unknown reasons, exited the north side of the street and struck a parked 2010 Ford sedan in a driveway at 417 Franklin St. at about 9:50 a.m. Sunday, according to an accident report. No injuries were reported. He is summoned to appear Oct. 11 in City Court.

Jarrod A. Oshier, 34, Canton, was charged by St. Lawrence County sheriff’s deputies on Sept. 16 with first-degree possession of dangerous contraband in a prison, a class D felony. Deputies allege he was found in possession of Suboxone while incarcerated at the St. Lawrence County Correctional Facility. He is summoned to appear in court at a later date.

Micah K. Houppert, 30, of 522 Stone St., Watertown, was arrested at 2:18 p.m. Sept. 16 at the Metro-Jefferson Public Safety Building on a violation of probation warrant, according to the Jefferson County Sheriff’s Office. He was arraigned in CAP Court and ordered held on another charge.
Matthew L. Yates, 36, of 8249 County Route 125, Chaumont, was charged by Jefferson County sheriff’s deputies at 9:49 a.m. Sept. 16 at his residence with two counts of third-degree criminal possession of a weapon, a felony. Deputies allege he possessed 11 firearms and a dagger at his residence in the town of Lyme while being previously convicted for third-degree burglary in Jefferson County Court on Oct. 30, 2007. He was arraigned in CAP Court and released on his own recognizance.
Joshua M. Beardslee, 36, of 1106 Boyd St., Watertown, was charged by Jefferson County sheriffs deputies at 10:56 a.m. Saturday, Sept. 17, at Hannaford, 21110 Pioneer Plaza Dr., town of Watertown, with petit larceny, a misdemeanor. He is accused of exiting the store with $111.79 worth of merchandise without attempting to pay at about 10:30 a.m. Saturday, according to court documents. He is summoned to appear Oct. 6 in court.
Holly C. Gould, 28, of 1016 Huntington St., Watertown, was arrested at 1:41 p.m. Friday, Sept. 16, at the Metro-Jefferson Public Safety Building on a bench warrant. She was arraigned in City Court and released on her own recognizance.

Eshine M. Smith, 23, Calcium, was charged by state police at 6:53 p.m. Sept. 17 in the town of LeRay with second-degree obstruction of governmental administration, a misdemeanor. Troopers did not provide further details of the arrest.
Charles E. Martin, 38, Sandy Creek, was charged by state police at 8:46 p.m. Saturday, Sept. 17, with second-degree criminal contempt, seventh-degree criminal possession of a controlled substance, and resisting arrest, all misdemeanors. Troopers did not provide further details of the arrest.
Jacob V. Lundemo, 19, Fort Drum, was charged by state police at 1:05 a.m. Sunday, Sept. 18, in the town of Fowler with driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide his BAC. He is summoned to appear in Fowler Town Court at a later date.
Peter F. Cavanaugh, 57, Norfolk, was charged by state police at 3:01 p.m. Saturday, Sept. 17, with third-degree assault, a misdemeanor. Troopers did not provide further details of the arrest.
On September 17, 2022, Troopers arrested Peter F. Cavanaugh, 57, of Norfolk for Assault 3rd degree. On September 17, 2022, around 12:00 p.m., Troopers responded to South Main Street in the town of Norfolk for a domestic dispute. An investigation determined Cavanaugh and the victim were involved in a verbal argument which turned physical. Cavanaugh pushed and hit the victim in the back of the head causing an open laceration, troopers said. The victim was transported to Canton Potsdam hospital but released with no serious injuries. The suspect left the scene prior to law enforcement’s arrival. Cavanaugh was located, arrested, and transported to SP Massena for processing. Cavanaugh was arraigned at Norfolk Town Court and released on his own recognizances. He must re appear on a later date in September.
