Melissa R.A. Flowers, 39, of 109 N. Pleasant St., Watertown, was charged by Watertown police at 8:17 p.m. Saturday, Nov. 9, at her residence with fifth-degree criminal possession of stolen property. She is accused of possessing items of produce and clothing stolen from Walmart, 20823 Route 3, town of Watertown, during a traffic stop at about 12:56 a.m. Oct. 28 in the 200 block of Arsenal Street, according to court documents. The total value was listed at $89.94. She is summoned to appear Nov. 13 in City Court.
Shane T. Casselman, 21, of 232 W. Main St., Apt. 47, Watertown, was charged by Watertown police at 8:22 p.m. Saturday, Nov. 9, at 232 W. Main St. with second-degree harassment. He is accused of pulling Dale Tipton outside and kicked him three time while Tipton had fallen to the ground at about 12:13 a.m. Oct. 23 at 232 W. Main St., according to court documents. He is summoned to appear Nov. 15 in City Court.
Brandon T. Ligammari, 24, of 10107 Third Rd., Castorland, was charged by Watertown police at 8:22 p.m. Friday, Nov. 8, in the 1600 block of State Street with third-degree aggravated unlicensed operation and an exhaust violation. She is summoned to appear Nov. 20 in City Court.

Defendant was issued three uniform traffic tickets with a Gouverneur Town Court date.

Arrested at 6:25 PM for two counts of Possession of a Forged Instrument – 1st Degree (felony). Defendant did possess 2 forged $100 bills at two different locations with knowledge that it was forged and with intent to defraud. Defendant entered both Mrs. Beasley’s Liquor / Wine and A-Plus gas station and used the forged $100 bills to purchase their merchandise. The defendant further victimized the two locations by accepting authentic American currency as change. Defendant was arraigned in Gouverneur Town Court before Judge Stanley Young and was released under the supervision of probation with a return Gouverneur Town Court date.
