Watertown Police Department:
Jireh Di’Shon Finney, 28, of 343 Walker Ave., Apt. A, Watertown, was charged by Watertown police at 11:13 p.m. Sunday, Nov. 22, in the 300 block of Walker Avenue with second-degree strangulation, a felony, third-degree criminal possession of a weapon, a felony, second-degree menacing, third-degree assault, and second-degree unlawful imprisonment. Mr. Finney is accused of placing a 32-year-old woman in a rear choke hold using his forearm to apply pressure to her throat and neck causing her to be unable to breathe and lose consciousness for about 5 to 10 seconds during a domestic incident at about 10:55 p.m. Sunday at 343 Walker Ave., Apt. A, according to court documents. He is also accused of striking her in the face, head and neck with closed fists several times causing both her top and bottom lip to split open and bleed, police said. Mr. Finney allegedly threatened to stab and kill her while grabbing a kitchen knife during the incident, police said. It is also alleged Finney grabbed her by her hair, pulled her to the floor and and used both hands to her neck to apply pressure while pinning her to the floor which prevented her from leaving the apartment, police said. He was additionally charged with a parole violation. Police said he was previously convicted of third-degree assault on Oct. 17, 2017. He was being held at the Metro-Jefferson Public Safety Building pending a video arraignment.
Crystal K. Crosbie, 43, of 32650 State Route 3, Great Bend, was charged by Watertown police at 10:05 p.m. Sunday, Nov. 22, at the Metro-Jefferson Public Safety Building with second-degree burglary, a felony, and petit larceny, a misdemeanor. Ms. Crosbie is accused of entering 202 Harewood Drive and stole a shipping box containing 2 bags of Huel powder and a wicker basket containing personal belongings of a 58-year-old woman at about 12:20 p.m. Friday, Nov. 20, according to court documents. Crosbie was additionally charged with peit larceny for allegedly stealing a shipping box containing Pennzoni belonging to a 61-year-old woman at about 4:03 p.m. Thursday, Nov. 19, at 204 Green St., police said. She was also charged with petit larceny for allegedly stealing a shipping box containing boots, hat and mittens set, and leggings belonging to a 37-year-old woman at about 12:44 p.m. Friday, Nov. 20, at 220 Green St., police said. Ms. Crosbie is accused of stealing a decorative sign from the front porch at the home of Watertown Mayor Jeffrey M. Smith, 51, at about 4:00 p.m. Friday, Nov. 20, at 140 Keyes Avenue, according to court documents. She was again charhed with petit larceny. She was being held pending a video arraignment.
Jeremiah J. Shinkle, 36, of 711 LeRay St., Apt. 2, Watertown, was charged by Watertown police at 6:44 p.m. Sunday, Nov. 22, in the 800 block of LeRay Street with aggravated driving while intoxicated and following too close. His blood alcohol content was 0.23 percent, police said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. He is summoned to appear Dec. 11 in City Court.
