Watertown Police Department:
James W. Heise, 56, of 429 Stone St., Watertown, was charged by Watertown police at 6:41 p.m. Thursday, Jan. 20, at his residence with criminal obstruction of breathing and blood circulation and second-degree harassment. Mr. Heise is accused of grabbing Casaundra L. Mashaw by her neck and applied pressure causing her to have difficulty breathing during a domestic incident at about 5:33 p.m. Thursday at 429 Stone St., according to court documents. He is also accused of punching, kicking and pulling her hair, police said. He was held for arraignment in court.
Trina M. McRae, 33, of 1708 Ohio St. Apt. 97, Watertown, was charged by Watertown police at 4:11 p.m. Wednesday, Jan. 19, at 1708 Ohio St. with fourth-degree criminal mischief, a misdemeanor. She is accused of breaking a table valued at $15 by throwing it during a domestic incident at about 3:45 p.m. Wednesday at 1708 Ohio St., Apt. 97, according to court documents. The table is owned by Da’Shunna M. Hargis, 26, Watertown, police said. She was held for arraignment in court.
Christopher R. Steele, 18, of 113 W. Main St., Apt. 209, Watertown, was charged by Watertown police at 1:20 a.m. Thursday, Jan. 20, at 113 W. Main St. with second-degree criminal contempt, a misdemeanor. Mr. Steele is accused of violating the terms of a Family Court stay-away order of protection when he was in the presence of the protected party, a 17-year-old male, at about 7:45 p.m. Jan. 19 at the Watertown Municipal Arena, according to court documents. He was held for arraignment.
Jasmine L. Petranchuk, 19, of 8383 S. Main St., Evans Mills, was charged by Watertown police at 1:03 a.m. Thursday, Jan. 20, at her residence with second-degree criminal contempt, a misdemeanor. She is accused of violating the terms of a Family Court stay-away order of protection when he was in the presence of the protected party, a 17-year-old male, at about 7:45 p.m. Jan. 19 at the Watertown Municipal Arena, according to court documents. She is summoned to appear Feb. 9 in City Court.
Christie L. Rivera, 44, of 355 Winslow St., Watertown, was arrested by Watertown police at 7:42 p.m. Thursday, Jan. 20, at her residence on a warrant. She was held for arraignment in court.

On January 20, 2022, State Police arrested Tayler E. Glass, age 30 from Watertown, NY for Reckless Endangerment first-degree, a class “D” felony, Resisting Arrest, a class “A” misdemeanor, and Aggravated Unlicensed Operation of a Motor Vehicle third-degree, an unclassified misdemeanor. The arrest is the result of an investigation in which two New York State Parole Officers approached Tayler Glass, a parolee, who was in a vehicle, at which time she accelerated, almost striking one officer and causing the officer to be in fear of being killed, troopers said. A few minutes later they again encountered glass in a parking lot, when she backed towards the second officer, almost striking her. Glass then physically resisted being arrested, troopers said. The parole officers were attempting to make contact with Glass, who was on parole for forgery and burglary after she had failed to appear at their agency. Glass was arraigned in Centralized Arraignment Court and was remanded without bail because of the parole warrant and her previous felony convictions.

The arrest is the result of an investigation into Rosas being involved in the sexual exploitation of children. Rosas was arraigned in the city of Watertown Court and was remanded to the Jefferson County Jail on $2,500 cash/$5,000 bond and is scheduled to appear in the city of Watertown Court on January 28, 2022, at 10 a.m. The New York State Police were assisted in this investigation by the FBI (Tampa Office), Fort Drum Army CID, Jefferson County CAC/CPS, and the Village of Carthage Police Department.
Troy E. Lamb, 51, Central Square, was charged by state police at 11:09 p.m. Friday, Jan. 21, in the town of Richland with driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide his BAC. He is summoned to appear in court at a later date.
Michael C. Delpapa, 35, Adams, was charged by state police at 11:44 p.m. Friday, Jan. 21, in the town of Sandy Creek with aggravated driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Troopers did not provide his BAC. He is summoned to appear in court at a later date.
Nicholas C. Bohne, 32, Constantia, was charged by state police at 12:50 a.m. Saturday, Jan. 22, in the town of Constantia with driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide his BAC. He is summoned to appear in court at a later date.
