Dale C. Groff, 45, of 24097 State Route 12, Apt. 106, Watertown, was charged by Watertown police at 1:29 a.m. Monday, Sept. 14, at Stewart’s, 229 N. Massey St., with petit larceny and seventh-degree criminal possession of a controlled substance. Mr. Groff is accused of exiting the store with a whole sub sandwich valued at $6.99 without attempting to pay at about 1:04 a.m. Monday, police said. He is also accused of being in possession of Buprenorphine and Naloxone, according to court documents. He is summoned to appear Oct. 1 in City Court..
Paul D. Bauer, 34, of 126 N. Orchard St., Apt. 4, Watertown, was charged by Watertown police at 8:00 a.m. Sunday, Sept. 13, at his residence with disorderly conduct. Mr. Bauer is accused of playing unreasonably loud music in his residents “that could be heard from several houses away,” at about 7:46 a.m. Sunday, according to court documents. He is summoned to appear Sept. 30 in City Court.
Catherine M. Melhuish, 35, of 240 E. Main St., Apt. 3, Watertown, was charged Sunday morning, Sept. 13, with disorderly conduct and resisting arrest. She is accused of walking directly in front of a moving vehicle that was traveling east on Burdick Street causing the vehicle to swerve around her at about 10:49 a.m. Sunday, police said. She also allegedly pulled her arms away from officers, laid on the ground and refused to provide her hand for handcuffing after being told multiple times to provide her hand, according to court documents. She is ordered to appear in City Court at a later date.

St. Lawrence County sheriff’s deputies investigated a personal injury accident on Sept. 11 on US Highway in the town of Canton. Karen S. Rivers, 55, of 320 Dayton Road, Potsdam, was operating a 2018 Chevrolet Equinox when she experienced a medical emergency. The vehicle exited the north shoulder of the roadway and came to a stop. No passengers reported any injuries. Rivers was transported to Canton-Potsdam Hospital by Canton Rescue for treatment and later transferred to SUNY Upstate Medical Center where she died of a condition not related to the accident. Deputies were assisted on scene by Canton Village Police Department, Canton Fire Department and Canton Rescue Squad.

Brandon M. Dix, 31, Syracuse, was charged by state police at 6:07 p.m. Sunday, Sept. 13, in Alexandria Bay with second-degree aggravated unlicensed operation. He is summoned to appear in Alexandria Bay Village Court at a later date.
Dylan J. Smith, 35, was charged by state police at 8:50 p.m. Sunday, Sept. 13, in the town of Pamelia with first-degree operation of a motor vehicle while ability impaired by drugs. He is summoned to appear in Pamelia Town Court at a later date.
Kenneth R. Wilkins, 33, Averill Park, NY, was charged by state police at 10:46 p.m. Saturday, Sept. 12, in the town of West Turin with common law driving while intoxicated. He is summoned to appear in West Turin Town Court at a later date.
Allen M. Hudson, 28, Baldwinsville, was charged by state police at 3:09 a.m. Sunday, Sept. 13, in the town of Minetto with driving while intoxicated. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide his BAC. He is summoned to appear in Minetto Town Court at a later date.
Frank E. Dean, 35, Gouverneur, was charged by state police at 1:58 a.m. Sunday, Sept. 13, in the town of Gouverneur with common law DWI and first-degree operation of a motor vehicle while ability impaired by drugs.
Carl E. Slater, 36, Potsdam, was charged by state police at 3:15 p.m. Saturday, Sept. 12, in the town of DeKalb with second-degree strangulation, a felony. Troopers did not provide further details of the arrest.
Keith E. Cronk, 25, Pulaski, was charged by state police at 11:10 a.m. Sunday, Sept. 13, with second-degree criminal contempt. Troopers did not provide further details of the arrest.
Jennifer L. Woodward, 43, Stockholm, was arrested on Sept. 11 after she unlawfully entered into a garage on Old Market Road in Stockholm, and removed garbage bags full of redeemable bottles and cans. Woodward was located shortly after the theft at Laneuville’s Recycling Center in Massena, returning the recyclables she had just stolen, troopers said. Woodward was charged with one count of third-degree burglary. She was arraigned virtually by the Town of Rossie Court and released on her own recognizance. Woodward is to reappear in the Stockholm Town Court at a later date.
