Watertown Police Department:
Brian M. Nier, 33, no address, was charged by Watertown police at 1:01 a.m. Saturday, July 1, at 121 William St. with third-degree criminal possession of a controlled substance, a felony. Mr. Nier is accused of possessing 40 glassine envelopes of heroin and fentanyl with the intent to sell it during a traffic stop at 9:45 p.m. March 11, 2023, in the 300 block of Keyes Avenue, according to court documents. He was additionally charged with seventh-degree criminal possession of a controlled substance, a misdemeanor and resisting arrest. Mr. Nier allegedly possessed four Burpenorphine tablets, in his backpack without a prescription at about 1:01 a.m. July 1 at 121 William St., Apt. 5, police said. Nier also allegedly attempted to prevent his arrest by running from officers into a building and closing several doors behind him, according to court documents. He was being held pending arraignment Saturday morning in City Court.
Kevin M. Stevens, 50, of 148 Smith St., Watertown, was charged by Watertown police at 6:51 p.m. July 1 at 148 Smith St. with disorderly conduct. He is accused of trying to engage in a physical altercation while being held back by multiple people after several warnings to calm down at about 6:41 p.m. Saturday, police said.
Julie A. Fuller, 61, of 113 S. Rutland St., Watertown, was charged by Watertown police at 8:29 p.m. Saturday, July 1, with second-degree harassment. It is alleged she threw a lit cigarette at a police officer. She is summoned to appear July 21 in City Court.

Christopher S. Kitto, 37, of 22390 Reeves Road, Dexter, was charged by Jefferson County sheriff’s deputies at 7:22 p.m. Saturday, July 1, at Stewart’s Shops, 101 Brown Blvd., Brownville, with driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. His BAC was 0.12 percent, deputies said. He is summoned to appear in court on July 21.

Curtis L. Kernehan, 38, Watertown, was charged by state police at 1:45 p.m. Saturday, July 1, with forcible touching, a misdemeanor, in connection with an incident report 12:30 p.m. Saturday in the town of Watertown.
Brian E. Ocampo, 25, Evans Mills, was charged by state police at 1:17 a.m. Sunday, July 2, in the town of LeRay with common law driving while intoxicated, a misdemeanor. He is summoned to appear in court at a later date.
Stephanie P. Putman, 42, Theresa, was charged by state police at 9:41 p.m. June 30 in the town of LeRay with petit larceny, a misdemeanor. Troopers did not provide further details of the arrest. Putman is summoned to appear in court at a later date.
Justin A. Nellenback, 24, Boonville, was charged by state police at 11:36 p.m. June 30 with third-degree criminal mischief, a felony, and second-degree aggravated harassment, a misdemeanor. Troopers did not provide further details of the arrest.
Tyler K. Maitland, 29, Richland, was charged by state police at 11:30 a.m. June 30 in the village of Parish with fourth- and third-degree grand larceny, both felonies, in connection with an incident reported 3:54 a.m. May 23 in the town of Sandy Creek. He was also charged with petit larceny, a misdemeanor, for an incident May 23 in the town of Williamstown. Troopers did not provide further details of the arrest.
Raymond J. Vartuli, 22, North Syracuse, was charged by state police at 9:35 p.m. June 30 in the town of Richland with driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide his BAC. He is summoned to appear in court at a later date.
Vanessa L. Babcock, 37, Potsdam, was charged by state police at 3:33 a.m. Sunday, July 2, in the town of Potsdam with first-degree operation of a motor vehicle while ability impaired by drugs and seventh-degree criminal possession of a controlled substance, both misdemeanors. Babcock is summoned to appear in court at a later date.
Edward R. Drevier, 35, Williamstown, was charged by state police at 1:21 p.m. Saturday, July 1, in the town of Parish with fourth-degree grand larceny, a felony. Troopers did not provide further details of the arrest. He was also charged with third-degree fleeing a police officer in a motor vehicle and third-degree aggravated unlicensed operation of a motor vehicle, and resisting arrest, all misdemeanors.
