Watertown Police Department:
The Watertown Police Department has implemented a new policy of delaying the release of their arrest reports on a daily basis.

James S. Davis, 46, of Winslow Street, Watertown, was charged by Watertown police at 8:23 p.m. Monday, July 21, at 204 Winslow St. with two counts of third-degree criminal menacing, a misdemeanor. Davis is accused of holding a vacuum cleaner tube over his head causing a 37-year-old woman to run into a bedroom and barricade herself inside for fear of injury to her person at about 6:05 p.m. Monday, July 21, at 204 Winslow St., according to court documents. He is also accused of stating “I’m going to kill you” at about 8:04 p.m. Tuesday, July 21, at 204 Winslow St., police said. Davis was held for arraignment Wednesday morning in City Court.
James S. Davis, 46, of Winslow Street, Watertown, was charged by Watertown police at 4:15 a.m. Wednesday, July 23, at 204 Winslow St. with second-degree criminal contempt, a misdemeanor. Davis is accused of violating the terms of a City Court stay away order of protection when he was found in the bedroom of the protected party at about 4:03 a.m. Wednesday at 204 Winslow St., according to court documents. Davis was held for arraignment Thursday morning in City Court.
Billy Joe Kyne, 48, no address, was charged by Watertown police at 11:12 p.m. Tuesday, July 22, at 722 W. Main St. with first-degree reckless endangerment, a felony. “The defendant pushed a full size upright refrigerator off a third floor balcony with three apartments, a shared laundry room, and the parking lot directly below by himself and without knowing it anyone was below,” at about 10:46 p.m. Tuesday at 722 W. Main St., Apt. 4, according to court documents. Kyne was held for arraignment Thursday morning in City Court.
Xavier E. Mantock, 33, of Central Street, Watertown, was charged by Watertown police at 9:08 p.m. Monday, July 21, in the 200 block of Central Street second-degree obstruction of governmental administration, a misdemeanor, fourth-degree criminal possession of a weapon, a misdemeanor, and disorderly conduct, a violation. “The defendant continuously moved his body away from the officer to prevent him from accessing areas of his body that could conceal a weapon after responding to a complaint of an altercation with a knife,” at about 9:06 p.m. July 21 in the 200 block of Central Street, according to court documents. Police said he possessed a dangerous knife and a wooden pole with the intent to use each unlawfully against another person. Mantock alleged chased a man down the street with the knife and wooden pole while yelling threats to kill him, police said. Mantock is summoned to appear Aug. 7 in City Court.
Colby J. Lacomb, 41, of Girard Avenue, Watertown, was charged by Watertown police at 7:26 p.m. Tuesday, July 22, at the Metro-Jefferson Public Safety Building with endangering the welfare of a child, a misdemeanor, and second-degree harassment, a violation. Lacomb is accused of striking a 12-year-old boy across his lower back with a charging cable leaving a red welt on the child’s skin approximately seven inches in length at about 5:34 p.m. July 7 at 119 Girard Ave., according to court documents. Lacomb was held for arraignment in CAP Court.
Christopher A. Jesmer, 48, of Curtis Street, Watertown, was charged by Watertown police at 3:20 p.m. Monday, July 21, at 526 Curtis St. with petit larceny and fourth-degree criminal mischief, both misdemeanors. Jesmer is accused of stealing a bicycle off the roof of a vehicle at about 6:57 a.m. Monday, July 21, at 530 Curtis St., according to court documents. He also allegedly slashed two tires on a bicycle, police said. Jesmer is summoned to appear Aug. 8 in City Court.
Kshaun T. Murphy, 31, of Bradley Street, Watertown, was charged by Watertown police at 12:45 a.m. Wednesday, July 23, at 515 Bradley St. with second-degree criminal trespass, a misdemeanor. Murphy is accused of entering 515 Bradley St., Apt. 6, after being advised that the apartment had been condemned and there was a notice posted on the door at about 12:15 a.m. Wednesday, according to court documents. Murphy is summoned to appear Aug. 12 in City Court.
Lucius P. Percy, 31, of Burnup Road, Black River, was charged by Watertown police at 6:22 a.m. Monday, July 21, at 233 Sterling St. with third-degree criminal trespass, a misdemeanor. Percy is accused of entering and remaining unlawfully inside an enclosed garage located at 233 Sterling St. without permission to be inside from the owner on Monday morning, July 21, according to court documents. Percy is summoned to appear Aug. 8 in City Court.
Daniel E. Keruskie, 48, Glen Park, was arrested on a warrant at 5:03 p.m. Tuesday, July 22, at the Metro-Jefferson Public Safety Building. Keruskie is charged with petit larceny, a misdemeanor. He is accused of steaking $19.99 worth of merchandise from Ace Hardware, 531 State St., at about 2:41 p.m. Aug. 15, 2024, according to court documents. He was held for arraignment in CAP Court.
Carol L. Tabolt, 28, no address, was arrested at 8:24 p.m. Monday, July 21, at 515 Bradley St. on two bench warrants, according to the Watertown Police Department. Tabolt was held for arraignment Wednesday morning in City Court.
Kaiden A. Diaz, 20, no address, was arrested at 9:25 p.m. Tuesday, July 22, on Public Square on a bench warrant, according to Watertown Police Department. Diaz was held for arraignment Wednesday morning in City Court.
Jonathan E. LaBarge, 31, of Michigan Avenue, Watertown, was arrested by Watertown police at 6:54 p.m. Monday, July 21, at 138 Michigan Ave. on a bench warrant. LaBarge was held for arraignment in CAP Court.
Kelly M. Devoe, 52, of Barben Avenue, Watertown, was charged by Watertown police at 7:11 p.m. Tuesday, July 22, in the 100 block of Arcade Street with operating a motor vehicle on a suspended registration, a misdemeanor, and no insurance. Devoe is summoned to appear Aug. 8 in City Court.

“The Lowville Police Department arrested a village man Wednesday July 23, 2025, after police were dispatched to a welfare check in the village on July 15, 2025.

Oswego County Sheriff’s Office news release:
“On July 22, 2025, at approximately 5:47 PM, members of the Oswego County Sheriff’s Office were dispatched to an armed robbery at the Pit Stop Convenience Store, located at 3806 County Route 4 in the Town of Scriba. It was reported that a male walked into the convenience store and threatened the cashier with what appeared to be a firearm. The suspect demanded cash from the cashier but was denied money and he fled the scene. Soon after, Oswego County sheriff’s deputies located the suspect’s residence, near the Pit Stop Convenience Store, where they located the suspect, the vehicle used to flee the scene, and the imitation firearm used in the robbery. The suspect was identified as Adam Lofthouse, 23, and a resident of the Town of Scriba. Lofthouse was taken into custody and transported back to the Oswego County Sheriff’s Office. Lofthouse was charged with Attempted Robbery in the Second Degree and Criminal Possession of a Weapon in the Fourth Degree. Lofthouse was turned over to the Oswego County Correctional Facility and held overnight for arraignment at Oswego County CAP Court where he was arraigned and remanded back to Oswego County Correctional Facility in lieu of $1,000 cash or $2,000 bond.”
St. Lawrence County Sheriff’s Office:
The St. Lawrence County Sheriff’s Office Criminal Investigations Division charged Greg Brunet, 29, Edwards, and Justin Caiazzo, 48, Russell, each with third-degree burglary, a felony, after an investigation unto a burglary that occurred at a business in Parishville on April 2, 2025. “In the early morning hours on April 2, Brunet and Caiazzo entered the business and stole several thousand dollars worth of tools and other items,” deputies wrote. “Both were arraigned and both were released due to New York State bail reform laws,” deputies wrote. Brunet an Caiazzo are ordered to appear in Parishville Town Court at a later date. The Sheriff’s Office was assisted by New York State Police.

Phillip T. Merritt, 42, Antwerp, was charged by Jefferson County sheriff’s deputies at 4:45 p.m. July 18 at the Metro-Jefferson Public Safety Building with third-degree fleeing a police officer in a motor vehicle, a misdemeanor. Deputies allege Merritt was operating a 2013 Chevrolet Silverado at speeds exceeding 80 miles per hour in a 55-mph zone while failing to stop for a marked patrol vehicle with its lights and siren activated at about 8:28 p.m. July 8, according to court documents. He was also charged with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, a window tint violation, speeding 80 mph in a 55-mph zone and failure to keep right. Merritt is summoned to appear in CAP Court at a later date.
Stephanie L. Sourwine, 44, town of Alexandria, was arrested at 10:43 p.m. Tuesday, July 22, at the Metro-Jefferson Public Safety Building on a bench warrant, according to the Jefferson County Sheriff’s Office. Sourwine was held for arraignment Wednesday morning in County Court.
Michael J. Hubbard, Jr., 39, Watertown, was charged by Jefferson County sheriff’s deputies at 11:52 a.m. July 18 at Hannaford grocery store, 21110 Pioneer Plaza Dr., town of Watertown, with petit larceny, a misdemeanor. Hubbard is accused of stealing $242.09 worth of merchandise when he exited the store at about 11:46 a.m. July 18 without attempting to pay, according to court documents. Hubbard is summoned to appear in CAP Court at a later date.
Cade J. Mercer, 31, town of Champion, was charged by Jefferson County sheriff’s deputies at 12:37 a.m. July 1 at State Route 26 and County Route 30 in the town of LeRay with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor. Mercer is summoned to appear in CAP Court.
Lacie A. Thomas, 25, Great Bend was arrested at 1:29 p.m. July 1 at State Route 26 and County 30 in the town of LeRay for a violation of probation, a felony. She was also charged with second-degree criminal impersonation and second-degree obstruction of governmental administration, both misdemeanors. Deputies did not provide further details of the arrest. Thomas was held for arraignment for the warrant.

New York State Police:
“On July 22, 2025, New York State Police arrested Tracy N. Fifield, 50, of Canton, NY, for grand larceny in the third degree and first-degree identity theft. The investigation began on January 8, 2025, at approximately 12:54 p.m., when New York State Police members started investigating a fraud complaint. An investigation determined that Fifield had been hired as a home healthcare aide to the victim. During her employment, Fifield was responsible for the victim’s daily care, which included paying bills and managing checks. Over the two years that Fifield worked for the victim, she stole approximately $8,037 by using the victim’s credit cards and accounts for her personal expenses, troopers said. Fifield was arrested and processed at the State Police station in Canton. She was arraigned in the Town of Pierrepont Court, where she was released on her own recognizance.”
Emily A. Makuch, 32, Camillus, was charged by state police at 7:23 a.m. Tuesday, July 22, in the town of Pamelia with animal cruelty, a misdemeanor, in connection with an incident reported 7:53 p.m. June 13 in the town of LeRay. Troopers did not provide further details of the arrest. Makuch is summoned to appear in court at a later date.
Kody L. Burns, 34, Deerfield Beach, FL, was charged by Watertown police at 11:54 p.m. Tuesday, July 22, in the village of Alexandria Bay with endangering the welfare of a child, a misdemeanor, in connection with an incident reported at 11:40 p.m. Tuesday. Troopers did not provide further details of the arrest. Burns is summoned to appear in court at a later date.
