The Watertown Police Department has implemented a new policy of delaying the release of their arrest reports on a daily basis.

Joshua C. Chavira, 25, of 16302 5th Armored Div. Dr., Fort Drum, was charged by Watertown police at 2:29 a.m. Saturday, April 11, in the parking lot of the Watertown Daily Times, 260 Washington St., with driving while intoxicated, a misdemeanor, and driving the wrong way on a one-way street. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Chavira’s BAC was 0.11 percent, police said. Chavira is summoned to appear April 29 in City Court.
Michael R. Connolly, 25, of 5th Armored Div. Dr., Fort Drum, was charged by Watertown police at 11:38 p.m. Friday, April 10, in the 200 block of Clinton Street with driving while intoxicated, a misdemeanor, and a headlight violation. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Police said his BAC was 0.12 percent. Connolly is summoned to appear April 29 in City Court.

David W. Hill, II, 35, of 174 Academy St., Watertown, was charged by Watertown police at 12:59 a.m. Tuesday, April 14, with fourth-degree criminal possession of a weapon, resisting arrest, second-degree menacing, all misdemeanors, and second-degree harassment, a violation. Hill is accused of punching a 36-year-old woman in his ribs and pointed a knife at her during a domestic incident at about 4:00 p.m. Monday, April 13, at 174 Academy St., police said. He also allegedly refused to comply with orders to place his hands behind his back after being told he was under arrest, police said. Hill was held for arraignment Tuesday morning in City Court.
Tina M. Hendricks, 45, of 138 W. Main St., Apt. 5, Watertown, was charged by Watertown police at 7:00 p.m. March 31 at 138 W. Main St. with second-degree harassment, a violation. She is accused of striking a 36-year-old man with a closed fist and a coffee mug at about 5:50 p.m. March 26 at 435 W. Mullin St., according to court documents. Hendricks is summoned to appear April 29 in City Court.
Kirk P. Bush, Jr., 33, of 661 Factory St., Apt. 26, Watertown, was charged by Watertown police at 6:21 p.m. Saturday, April 11, at 661 Factory St. with third-degree burglary, a felony, and petit larceny, a misdemeanor. Bush is accused of unscrewing a lock on a secured utility room door and stole cleaning supplies, flooring and a broom at about 5:24 p.m. Saturday at 661 Factory St., according to court documents. Bush was held for arraignment Saturday evening in City Court.

James R. Washington, Jr., 62, of 245 N. Rutland St., lower apt., Watertown, was charged by Watertown police at 2:50 p.m. Tuesday, April 7, at his residence with petit larceny, a misdemeanor. It is alleged Washington stole $150 in cash and laundry detergent valued at $7.09 at about 5:50 p.m. April 6 at Bolton’s Pharmacy, 128 W. Main St., according to court documents. Washington is summoned to appear April 22 in City Court.
Kathleen A. Craig, 63, of 222 State St., Apt. 800, Carthage, was charged by Watertown police at 1:14 a.m. Sunday, April 12, at her residence with endangering the welfare of a child, a misdemeanor, and second-degree harassment, a violation. Craig is accused of reaching for her 37-year-old daughter’s glasses causing a scratch to her nose and pulled her hair during a domestic incident at about 2:00 p.m. April 11 at 1200 Jewell Dr., Apt. 304, according to court documents. Police said a 15-year-old girl was in closed proximity to the physical altercation and cried in fear. Craig was held for arraignment Sunday morning in City Court.

Rhashay R. Whitfield, 44, of 1005 Washington St., Watertown, was cited by Watertown police at 6:26 p.m. Monday, April 13, at 613 Olive St. with second-degree harassment, a violation. Whitfield is accused of pushing a 42-year-old woman against a wall and held her against the wall with his hand on her neck during a domestic incident at about 6:45 p.m. April 4 at 613 Olive St., according to court documents. Whitfield is summoned to appear May 6 in City Court.
Brooklyn M. Batsford, 23, of 722 W. Main St., Apt. 4, Watertown, was charged by Watertown police at 6:59 a.m. Saturday, April 11, at 722 W. Main St. with seventh-degree criminal possession of a controlled substance, a misdemeanor. Batsford was also arrested on a warrant. Batsford is accused of possessing three sublingual strips with markings consistent with suboxone, police said. She was held for arraignment Saturday morning in City Court.

Tammy R. Evans, 47, of 234 N. Hamilton St., Watertown, was arrested at 4:27 p.m. Friday, April 10, at 130 Court St. on a bench warrant, according to the Watertown Police Department. Evans was held for arraignment Friday evening in CAP Court.
Trevor G. Frost, 38, of 425 Centre St., Cape Vincent, was charged by Watertown police at 12:08 a.m. Saturday, April 11, in the 400 block of Flower Avenue East with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, and illegal signal less than 100 feet. Frost is summoned to appear April 29 in City Court.
Lula M.M. Collins-McCarrell, 36, homeless, was arrested at 2:25 a.m. Sunday, April 12, at 636 Bronson St. on a bench warrant, according to the Watertown Police Department. She was held for arraignment Sunday morning in City Court.

Joseph P. Ritz, 40, Carthage, was charged by state police at 7:56 p.m. April 11 with aggravated driving while intoxicated, third-degree aggravated unlicensed operation of a motor vehicle and second-degree criminal contempt, all misdemeanors. The arrest follows a two-vehicle property damage accident on Bridge Street in West Carthage, troopers said. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Troopers did not provide the BAC or further details of the accident. Ritz is summoned to appear in court at a later date.
