Watertown Police Department:

Kevin B. Youmans III, 22, of 651 Olive St., Apt. 3, Watertown, was charged by Watertown police at 9:15 a.m. Monday, April 4, at the Metro-Jefferson Public Safety Building with second-degree reckless endangerment, a misdemeanor. Mr. Youmans is accused of “tampering with a gas line in his apartment filling the building with combustible fumes causing a rusk of explosion,” at about 1:41 p.m. Aug. 30 ay 119 High St., according to court documents. He is summoned to appear April 18 in City Court.

Diane L. LaBarge, 61, of 1009 Harrison St., Apt. 309, Watertown, was city by Watertown police at 9:10 p.m. Monday, April 4, at his residence with second-degree harassment. Ms. LaBarge is accused of shoving Shawn J. Bouvia, 43, down stairs while he attempted to leave the basement stairway at about 8:15 p.m. March 25 at 1009 Harrison St., according to court documents. “The defendant also grabbed Mr. Bouvia by his leg and waist while he attempted to leave the stairway,” police wrote. She is summoned to appear April 14 in City Court.

Bryan K. Crandall, 43, of 336 W. Main St., Apt. 223, Watertown, was charged by Watertown police at 6:45 p.m. Monday, April 4, at 336 W. Main St. with fourth-degree criminal mischief and second-degree harassment. Mr. Crandall is accused of reckless breaking a motorized wheelchair belonging to Scott P. Collins, 42, Watertown, when he shoved the wheelchair with Collins in it causing damage in excess of $250 and nearly resulting in Collins falling out at about 6:37 p.m. Monday at 335 W. Main St., according to court documents. He is summoned to appear April 22 in City Court.

Eric R. Bartholomew, 35, Watertown, was charged by Watertown police at 2:45 p.m. Thursday, March 31, at 144 Eastern Blvd. with petit larceny, a misdemeanor. He is accused of concealing several pieces of merchandize worth $17 in a black satchel bag and exited Dollar General without attempting to pay at about 2:05 p.m. Thursday, at 144 Eastern Blvd., according to court documents. He is summoned to appear April 13 in City Court.

Kimberly N. Lashure, 34, of 256 Michigan Ave., Apt. 403B, Watertown, was charged by Watertown police at 7:56 a.m. Thursday, March 31, at 845 Starbuck Ave. with third-degree falsely reporting an incident, a misdemeanor. She is accused of reporting” a hit-and-run motor vehicle collision that was alleged to have occurred at 845 Starbuck Ave. in front of apartment 1005, knowing the information relating to the collision to be false, in that it occurred on a different date, at a different location and under different circumstances,” at about 4:41 p.m. March 30 at the Metro-Jefferson Public Safety Building. She is summoned to appear April 19 in City Court.

Madisyn L. Stevens, 22, of 35065 State Route 3, Carthage, was charged by Watertown police at 9:51 a.m. Thursday, March 31, at the Metro-Jefferson Public Safety Building with petit larceny, a misdemeanor. Ms. Stevens is accused of stealing two pairs of socks valued at $2.50 when she concealed the socks in her pants and exited Real Deals, 144 Eastern Blvd., without attempting to pay at about 4:46 p.m. Feb. 4, according to court documents. She was held for arraignment, police said.

Jacob A. Endres, 27, of 30 N. Broad St., room 216, West Carthage, was charged by Watertown police at 12:30 p.m. Wednesday, March 30, at the Metro-Jefferson Public Safety Building with second-degree criminal contempt and endangering the welfare of a child, both misdemeanors. Mr. Andres is accused of violating the terms of a Family Court order of protection when he engaged in a physical confrontation in close proximity to the protected party, a 17-year-old boy, causing the boy to be kicked in the face resulting in an injury at about 12:15 p.m. March 27 at 845 Starbuck Ave., Apt. 1506, according to court documents. He was held for arraignment in City Court.

Jacob A. Endres, 27, of 30 N. Broad St., room 216, West Carthage, was charged by Watertown police at 12:30 p.m. Wednesday, March 30, at the Metro-Jefferson Public Safety Building with first-degree criminal contempt, a felony, second-degree harassment and second-degree criminal trespass, a misdemeanor. He is accused of violating the terms of a Family Court order of protection when he shoved Taylor E. Blasco, 27, Watertown, in her chest causing her to fall during a domestic incident at about 12:15 p.m. March 26 at 825 Starbuck Ave., Apt. 1506, according to court documents. He was held for arraignment in City Court.

Nicholas W. McKnight, 29, of 809 Bronson St., Watertown, was charged by Watertown police at 6:16 a.m. Monday, April 4, at 841 Superior St. with first-degree criminal contempt, a felony. Mr. McKnight is accused of violating the terms of an order of protection when he entered the residence of the protected party, Elise Horning, at 841 Superior St. and engaged in a domestic incident with Ms. Horning at about 1:25 a.m. Monday, April 4, according to court documents. He was held for arraignment in City Court.

Jesse D. Weeks, 40, of 357 Keyes Ave., upper apt., Watertown, was charged by Watertown police at 4:10 a.m. Monday, April 4, at 377 Franklin St. with fourth-degree criminal mischief, a misdemeanor. Mr. Weeks is accused of damaging a door and its casing when he kicked in the door at an apartment belonging to Holly Gould, 27, during a domestic incident at about 3:30 a.m. Monday at 1016 Huntington St., according to court documents. He was held for arraignment Monday morning in City Court.

Dakota J. Marzano, 27, of 213 S. Rutland St., Watertown, was charged by Watertown police at 9:27 p.m. Sunday, April 3, at his residence with second-degree offering a false instrument, a misdemeanor. Mr. Marzano is accused of providing a “sworn written statement to police advising his foot has been run over by a vehicle when he knew that report to be false,” at about 7:00 p.m. Sunday, April 3, at 213 S. Rutland St., according to court documents. He is summoned to appear April 20 in City Court.

Brandon C.D. Johnston, 21, of 240 Moulton St., Watertown, was charged by Watertown police at 8:41 p.m. Sunday, April 3, at 1708 Ohio St. with third-degree criminal possession of a weapon, a felony, second-degree menacing, a misdemeanor, fourth-degree criminal possession of a weapon, a misdemeanor, and endangering the welfare of a child, a misdemeanor. Mr. Johnston is accused of pointing a loaded handgun in the direction of a 14-year-old boy at about 6:25 p.m. Sunday at 1708 Ohio St., according to court documents. Police also allege he possessed a 31 round nine millimeter ammunition feeding device. He was being held at the Metro-Jefferson Public Safety Building pending arraignment.

Marie M. Rudick, 37, of 16986 Churchill Road, Watertown, was charged by Watertown police at 2:05 a.m. Sunday, April 3, in the 100 block of Arsenal Street with second-degree aggravated unlicensed operation of a motor vehicle and a headlight violation. She is summoned to appear April 20 in City Court.

Christopher M. Conrad, 26, of 11 Public Square, Apt. 405, Watertown, was arrested at 8:55 p.m. March 31 at 11 Public Square, on a bench warrant, according to the Watertown Police Department. He was held for arraignment on April 1 in City Court.

 


      

Oswego County Sheriff’s Office:

On 3/29/22 around 2132 hours, Joshua D. Gaffey, 31, was charged with Criminal Mischief in the 4th degree and Criminal Contempt in the 2nd degree following the investigation of a possible violation of a court order. Gaffey was held in CAP court to await arraignment.

On 3/26/22 around 1729 hours, James M. Gleason, 30, was charged with Resisting Arrest following a domestic dispute in the Village of Pulaski. Gleason was held to await arraignment in CAP Court.

On 3/25/22 around 1022 hours, Shiann M. Herrington, 22, was arrested based on an Arrest Warrant issued out of the Redfield Town Court and on a Bench Warrant issued out of the Town of Mexico Court following a Trespassing complaint in the Village of Lacona. Herrington was held to await arraignment in CAP Court on both warrants.

On 3/28/22 around 2026 hours, Joshua O. Kranz, 33, was arrested based on a Bench Warrant issued out of Mexico Town Court and an Arrest Warrant out of Richland Town Court. Kranz was held to await arraignment in CAP Court.

On 3/30/22 around 2342 hours, Christine E. Rivera, 29, was arrested based on a Bench Warrant issued out of Oswego City Court. Rivera was turned over to Oswego City Police for further processing.

On 3/29/22 around 0838 hours, Matthew D. Ryerson, 32, was charged with Criminal Possession of a Controlled Substance in the 7th degree and additionally issued 3 UTT’s following a traffic stop conducted on St Rt 69 in the Town of Parish. Ryerson is scheduled to appear in CAP Court on 4/12/22.

On 3/28/22 around 1702 hours, Chyenne L. Youngs, 43, was charged with Endangering the Welfare of a Child following a complaint in the Town of Volney. Youngs is scheduled to appear in CAP Court on 4/12/22.


St. Lawrence County Sheriff’s Office:

Traffic stop leads to arrests
St. Lawrence County sheriff’s deputies charged Devon A. Young, Sebastian M. Horton, and Emily C. Moniere with Criminal Possession of a Controlled Substance 3rd Degree – Intent to Sell and Criminal Use of Drug Paraphernalia following a traffic stop on Acco Drive in the town of Oswegatchie. “During the course of the traffic stop, Sheriff’s Office K-9 was requested to the scene and gave a positive alert to the presence of narcotics inside the vehicle. Approximately 320 glassine envelopes of Fentanyl were located inside the vehicle along with two sets of digital scales,” deputies said. All parties were arraigned in front of Judge Foster of Canton Town Court. All parties were released on their own recognizance and are set to appear in court on a later date.

Antwerp man charged following domestic incident
St. Lawrence County sheriff’s deputies charged Norman E. Butler with Criminal Mischief 4th Degree and Harassment 2nd Degree after receiving a report of a domestic incident. “Butler allegedly had damaged the victims cell phone and struck the victim in the left eye with a closed fist,” deputies said. Butler was arraigned in Gouverneur Town Court and released on his own recognizance. An order of protection was issued to the victim.

DeKalb man charged following a domestic dispute
St. Lawrence County sheriff’s deputies charged Matthew W. Hopper with Criminal Contempt 2nd Degree and Criminal Mischief 4th Degree following a report of a Domestic Incident. “It is alleged that Hopper damaged a door to gain entry into the victims residence while an active Order of Protection was in effect,” deputies said. Hopper was arraigned in Hermon Town Court and was remanded to the St. Lawrence County Correctional Facility.

Heuvelton man charged following domestic
St. Lawrence County sheriff’s deputies charged John W. Love with Assault in the 3rd Degree, Criminal Obstruction of Breathing, Menacing in the 2nd Degree, and Endangering the Welfare of a Child after investigating a report of a domestic incident on State Highway 58 in the Town of Macomb. “Love was found to have struck another party, causing them physical injury, obstructed their breathing, and brandished a firearm towards them. This incident occurred in the presence of a child,” deputies said. Love was arraigned in front of Judge Dann of Gouverneur Town Court and released on his own recognizance. A stay away order of protection was issued in favor of the victim.

Katie E. Ward, 39, of 725 Hancock St., Watertown, was charged by Jefferson County sheriff’s deputies at 11:13 a.m. Monday, April 4, at Walmart, 25737 US Route 11, town of LeRay, with petit larceny, a misdemeanor. Deputies allege she failed to pay for 14 items totaling $96.56 by exiting the store without paying at about 11:10 a.m. Monday, according to court documents. She is summoned to appear April 20 in City Court.

Terrence A. LaBarge, 42, of 1014 State St., Apt. 4, Watertown, was charged by Jefferson County sheriff’s deputies at 7:02 p.m. March 31 at 845 Starbuck Ave., Apt. 1003, with petit larceny, a misdemeanor. He is accused of stealing a bike that was on the sidewalk between Tops and Kinney Drugs when he “got on the bike and road it to an address on Miller Road in the town of Pamelia,” at about 6:08 p.m. March 31, according to court documents. He is summoned to appear April 26 in CAP Court.

New York State Police:

Payton J. Ridley, 20, Alexandria Bay, was charged by state police at 2:50 p.m. Monday, April 4, in the town of Watertown with petit larceny, a misdemeanor. Troopers did not provide further details of the arrest. She is summoned to appear in town of Watertown Court at a later date.

Norman M. Logan, 41, Evans Mills, was charged by state police at 6:13 p.m. Monday, April 4, in the city of Watertown with second-degree criminal use of drug paraphernalia and two counts of seventh-degree criminal possession of a controlled substance, all misdemeanors. Troopers did not provide further details of the arrest.

A 17-year-old Pulaski girl was charged by state police at 12:54 p.m. Monday, April 4, with first-degree sexual abuse with an individual under the age of 11, a felony, and endangering the welfare of a child, a misdemeanor, in connection with an incident reported Feb. 7 in the town of New Haven. Troopers did not provide further details of the arrest.

Jack G, Iams, 28, Watertown, was charged by state police at 8:29 a.m. Monday, April 4, in the town of Lowville with first-degree assault, a felony, second-degree menacing, a misdemeanor, menacing a police officer, a felony, second-degree burglary, a felony, first-degree robbery, a misdemeanor, resisting arrest, a misdemeanor and third-degree criminal possession of a weapon, a felony, in connection with an incident reported 10:38 a.m. April 3 in the city of Watertown. Mr. Iams was held for arraignment. Troopers did not provide further details of the arrest.
