The Watertown Police Department has implemented a new policy of delaying the release of their arrest reports on a daily basis.

Patrick J. Collins, 54, of 142 Mechanic St., Apt. 1010, Watertown, was charged by Watertown police at 9:12 a.m. Tuesday, Feb. 10, at 142 Mechanic St. with making graffiti, a misdemeanor. Collins is accused of using a marker to write on the walls at 142 Mechanic St. with the express permission of the owner or operator of said property at about 6:04 a.m. Tuesday, according to court documents. Collins is summoned to appear Feb. 23 in City Court.
Kristina M. Finney, 33, of 131 Bowers Ave., upper apt., Watertown, was charged by Watertown police at 9:12 p.m. Tuesday, Feb. 10, at the Metro-Jefferson Public Safety Building with second-degree falsifying business records, third-degree falsely reporting an incident, and filing a false written statement, all misdemeanors. Finney is accused of reporting to “a uniformed Watertown police officer the alleged occurrence of an offense related to a domestic incident which did not in fact occur,” at about 1:15 a.m. Dec. 30 at 131 Bowers Ave., upper apt., according to court documents. Finney is summoned to appear March 9 in City Court.

Richard D. Wagar, 45, of 270 Mullin St., Apt. 106, Watertown, was charged by Watertown police at 2:05 p.m. Tuesday, Feb. 10, at 163 Arsenal St. with second-degree criminal contempt, a misdemeanor. Wagar is accused of violating the terms of a City Court stay-away order of protection when he sent messages via Facebook Messenger and completed two phone calls to the protected party on Jan. 29, according to court documents. He was also charged with a violation of probation, a misdemeanor, police said. Wagar was held for arraignment Tuesday evening in CAP Court.

Wagar is accused of violating the terms of a City Court stay-away order of protection when he entered the residence of the protected party, a 39-year-old woman, and stole a North Face jacket and a bicycle without her permission at about 4:00 p.m. Feb. 5, at 423 Holcomb St., according to court documents. Wagar was held for arraignment Tuesday evening in CAP Court.
Richard D. Wagar, 45, of 270 Mullin St., Apt. 106, Watertown, was charged by Watertown police at 2:05 p.m. Tuesday, Feb. 10, at 163 Arsenal St. with second-degree criminal contempt, and second-degree criminal trespass, both misdemeanors. Wagar is accused of violating the terms of a City Court stay-away order of protection when he entered and remain unlawfully inside the protected party’s residence at about 9:30 a.m. Jan. 28 at 423 Holcomb St., according to court documents. Police allege he attempted to get into bed with the 39-year-old female protected party. Wagar was held for arraignment Tuesday evening in CAP Court.
Simon P. Bureau, 37, of 5923 S. Main St., Sandy Creek, was arrested at 3:48 p.m. Monday, Feb. 9, at 836 LeRay St. on a bench warrant, according to the Watertown Police Department. Bureau was turned over to the Oswego County Sheriff’s Office.
Billy Joe Barnett-Martin, 29, of 845 Starbuck Ave., Apt. 1504, Watertown, was arrested on two warrants at about 10:22 p.m. Feb. 10 in the 100 block of Mechanic Street, according to the Watertown Police Department. He was being held pending arraignment Wednesday morning in City Court.

The defendant then hit the victim by throwing snow and ice chunks at her, causing a small abrasion on the left side of her forehead for which she sought medical treatment, police said. The warrant was issued by Town of Watertown Court. Racalto was held for arraignment, deputies said.
Lucius P. Percy, 32, of 30489 Burnup Road, town of Rutland, was arrested on a bench warrant at 8:19 p.m. Tuesday, Feb. 10, at his residence, according to the Jefferson County Sheriff’s Office. The warrant was issued by Rutland Town Court. Percy was arraigned in CAP Court and ordered held without bail, deputies said.

Nicholas D. Schafer, 28, Clayton, was charged by state police at 3:19 a.m. Wednesday, Feb. 11, in the village of Clayton with driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Troopers did not provide the BAC or further details of the arrest. Schafer is summoned to appear in court at a later date.
Daniel J. Racalto, 55, of 190 Stone St., Apt. 2, Watertown, was charged by state police at 5:45 p.m. Tuesday, Feb. 10, in the town of Watertown with third-degree burglary, a felony, petit larceny, a misdemeanor, false personation, a misdemeanor, and second-degree obstruction of governmental administration, a misdemeanor, in connection with an incident reported 5:12 p.m. Tuesday in the town of Watertown. Troopers did not provide further details of the arrest.
Joseph L. Raible, 26, Black River, was charged by state police at 2:33 p.m. Tuesday, Feb. 10, in the town of Rutland with seventh-degree criminal possession of a controlled substance and second-degree obstruction of governmental administration, both misdemeanors. Troopers did not provide further details of the arrest.
James R. Sees, 53, Greig, was charged by state police at 3:01 p.m. Tuesday, Feb. 10, in the town of Greig with third-degree aggravated unlicensed operation of a motor vehicle and suspended registration, both misdemeanors. Sees is summoned to appear in court at later date.

Blind, 41, Central Square, was charged by state police at 5:18 p.m. Monday, Feb. 9, in the town of West Monroe with seventh-degree criminal possession of a controlled substance, a misdemeanor.
