Kari Lynn Warner, 45, of 523 W. Main St., Watertown, was charged by Watertown police at 6:20 p.m. Tuesday, March 26, in the 300 block of Court Street with public lewdness, a misdemeanor. Police allege Warner intentionally exposed her breasts in a lewd manner in a public place and was observed by several members of the public at about 6:12 p.m. Tuesday at 25 Public Square, according to court documents. Warner is summoned to appear April 16 in City Court.
Kevin M. Prashaw, 62, of 11 Public Square, Apt. 609, Watertown, was charged by Watertown police at 6:02 p.m. Tuesday, March 26, at Price Choppers, 1283 Arsenal St., with petit larceny, a misdemeanor. Prashaw is accused of stealing $26.95 worth of merchandise from the store at about 5:45 p.m. Tuesday, police said. Prashaw is summoned to appear April 9 in City Court.
Kristina M. Finney, 31, of 715 Mill St., Watertown, was charged by Watertown police at 10:17 a.m. Tuesday, March 26, at 175 JB Wise Place with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor, and a seat belt violation. Finney is summoned to appear April 11 in City Court.

On March 4th, 2024 a second incident occurred located on Johnstown Street where the defendant engaged in a physical altercation with his neighbor, police said. The defendant and his neighbor continued this physical altercation into the roadway creating a public inconvenience to traffic, police said. The defendant then grabbed a wood post during the altercation and struck the victim in their left arm causing the victim to suffer from a fractured ulna in that same arm, police said. The defendant was arraigned before the Gouverneur Town Court and released under supervision of probation and given a return court date.
