Watertown Police Department:

The Watertown Police Department has implemented a new policy of delaying the release of their arrest reports on a daily basis.

Jayden K. Vance-McEachern, 24, of 224 Palmer St., Watertown, was charged by Watertown police at 4:28 a.m. Monday, May 5, at 224 Palmer St. with third-degree assault, a misdemeanor. He is accused of throwing a shot glass at an 18-year-old woman causing a laceration above her right eye at about 3:38 a.m. Monday at 224 Palmer St., according to court documents. Vance-McEachern was held for arraignment Monday morning in City Court.

Christopher M. Conrad, 29, no address, was charged by Watertown police at 8:27 a.m. Tuesday, May 5, at 135 N. Rutland St. with third-degree criminal trespass, a misdemeanor. Conrad is accused of entering a vacant building through the rear entrance without permission from the property manager at about 8:20 a.m. Tuesday, according to court documents. Conrad is summoned to appear May 21 in City Court.

Michael J. Duff, 32, no address, was charged by Watertown police at 10:11 p.m. Tuesday, May 6, in the 100 block of Parker Street with seventh-degree criminal possession of a controlled substance, a misdemeanor. It is alleged Duff possessed a small clear container containing three small rocks of methamphetamine, police said. Duff is ordered to appear May 22 in City Court.

Jeanie M. Fessette, 32, of Franklin Street, Watertown, was charged by Watertown police at 10:12 p.m. Tuesday, May 6, int the 100 block of Parker Street with two counts of seventh-degree criminal possession of a controlled substance, a misdemeanor. Police allege she possessed four glassine envelopes containing fentanyl and a baggie containing methamphetamine. She was also arrested on a bench warrant and was held for arraignment Wednesday morning in City Court.

Amber L. Burns, 33, no address, was charged by Watertown police at 7:50 p.m. Tuesday, May 6, at 515 Bradley St. with trespass, a violation. Burns is accused of entering and remaining unlawfully upon the premises of 515 Bradley St. at about 6:27 p.m. Tuesday, according to court documents. Burns is summoned to appear May 21 in City Court.

Lars M. Mercer, 23, of S. Mechanic Street, Carthage, was charged by Watertown police at 11:33 p.m. Monday, May 5, in the parking lot of Wendy’s restaurant, 419 State St., with driving while intoxicated, a misdemeanor, and a headlight violation. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Police said his BAC was 0.14 percent. Mercer was released to military custody and summoned to appear May 21 in City Court.

Danielle S. Warren, 38, of S. Main Street, Hammond, was charged by Watertown police at 11:12 p.m. Monday, May 5, in the 100 block of Keyes Avenue with disorderly conduct, a violation. Police allege Warren was screaming inside the common area at 120 1/2 Keyes Ave. and making unreasonable noise by slamming the front door causing a bulletin board to fall off a wall in the common area hallway. Warren is summoned to appear May 21 in City Court.

Mackey J. West, 59, of 661 Factory St., Watertown, was charged by Watertown police at 5:47 p.m. April 30 in the 200 block of Mechanic Street with seventh-degree criminal possession of a controlled substance, a misdemeanor. West is accused of possessing 13 glassine envelopes containing fentanyl on April 30 in the 200 block of Mechanic Street, according to court documents. West is summoned to appear May 20 in City Court. West was turned over to the Jefferson County jail for a sealed indictment, police said.

Kaiden A. Diaz, 20, of 25791 NYS Route 37, Watertown, was charged by Watertown police at 12:52 p.m. Saturday, May 3, at Burger King, 327 State St., with fourth-degree criminal possession of a weapon and theft of services, both misdemeanors. Diaz is accused of ordering a taxi ride and did not have money to pay for the service after being dropped off at about 12:35 p.m. Saturday at Burger King, according to court documents. Diaz also allegedly possessed a double edged knife or dagger with the intent to use it unlawfully against another, police said. Diaz is summoned to appear May 23 in City Court.

Matthew H. Lynch, 44, of 515 Bradley St., Watertown, was charged by Watertown police at 12:04 p.m. Saturday, May 3, in the 500 block of W. Main Street with petit larceny, a misdemeanor. “The defendant entered the Colonial Laundromat, 222 N. Massey St., searched the pockets of a jacket that did not belong to him resulting in two sets of car keys, a set of keys and $35 in assorted money being stolen,” at about 5:15 p.m. Feb. 10, police wrote. Lynch was held for arraignment Saturday evening in CAP Court.

Cordell W. Douglas, 30, no address, was arrested by Watertown police at 6:39 p.m. April 30 in the 100 block of Mill Street for a violation of probation, a misdemeanor. Douglas was turned over to the Jefferson County Sheriff’s Office.

Amy N. Hayward, 49, of High Street, Watertown, was arrested by Watertown police at 8:38 p.m. April 30 in the 600 block of Pearl Street for a violation of probation, a misdemeanor. Hayward was turned over to the Jefferson County Sheriff’s Office.

Theodore R. Richardson, 34, of Flower Avenue East, Watertown, was charged by Watertown police at 4:20 p.m. Saturday, May 3, in the 600 block of Bronson Street with third-degree aggravated unlicensed operation of a motor vehicle and operating a motor vehicle on a suspended registration, both misdemeanors. Richardson is summoned to appear May 19 in City Court.

Arrested at 9:15 AM for Petit Larceny. Defendant arrested on these charges following a shoplifting complaint. The defendant stole merchandise consisting of 3 select items of Cerave Lotions totaling $58.97 from the Gouverneur Price Chopper, police said. The defendant was processed and released with an appearance ticket with a Gouverneur Town Court date.

Arrested at 10:42 AM for Petit Larceny. Defendant arrested on an arrest warrant issued by Gouverneur Town Court by Judge Fred Scozzafava on 03/20/25 for Petit Larceny following a traffic stop on East Main Street. Defendant was arraigned in the Gouverneur Town Court before Judge Fred Scozzafava and ROR’d with a return court date.

Arrested at for Unsafe Start, Aggravated Unlicensed Operation 3 rd and Reckless Driving. The defendant was arrested on these charges following a vehicle and traffic incident on Snow Street. The defendant was observed operating a GMC Sierra pickup truck squealing his tires in reverse while almost hitting a parked truck on Snow Street, police said. Further investigation revealed that the defendant had a revoked New York State Non-Driver ID only. The defendant was issued uniform traffic tickets with a Gouverneur Town Court date.

Arrested at 8:17 PM for Criminal Possession of a Weapon – 3 rd Degree (ammo clip) (felony) and Criminal Possession of a Firearm (felony). Defendant was located at the Gouverneur McDonald’s Restaurant and was taken into custody on a separate matter. Subsequent investigation revealed that the defendant illegally possessed a handgun as well as a handgun magazine with a 12-round capacity, police said. The defendant was arraigned in Gouverneur Town Court and released on his own recognizance and is to return to Gouverneur Town Court on a later date.

Arrested at 10:57 AM on an Arrest Warrant. This office assisted the St. Lawrence
County Sheriff’s Department in taking the defendant into custody for an arrest warrant issued by Dekalb Town Court for criminal possession of a controlled substance in the seventh degree following a welfare check complaint. Defendant was turned over to St. Lawrence County Sheriff’s Department by the New York State Police.

The defendant concealed a Dremel accessory kit valued at approximately $31.99 on his person and left the store without paying for same, police said. The defendant was arraigned in the Gouverneur Town Court and held on other charges.

Arrested at 11:42 AM on a Bench Warrant issued by Judge Frederick Scozzafava of Gouverneur Town Court. This bench warrant was issued as the defendant violated his conditions of probation. Defendant was arraigned in front of Judge Scozzafava and remained to the St. Lawrence County Correctional Facility.

Brock E. Macaulay, 22, Potsdam, NY
Arrested at 10:26 PM for Resisting Arrest, Criminal Mischief – 4th Degree and Disorderly Conduct. Defendant was involved in a domestic incident where multiple parts of Cambray Terrace were damaged, and the defendant continued to yell outside, police said. Defendant then pulled away from Gouverneur Police officers during the arrest. Defendant was processed and issued appearance tickets with a Gouverneur Town Court date.

Arrested at 6:46 PM for Exposure of a person. The defendant took down his pants to urinate while he was outside of 18 North Gordon Street, police said. The defendant was issued an appearance ticket with a Gouverneur Town Court date.

Arrested at 12:05 PM for Assault 3 rd – with intent to cause physical injury. During a physical altercation at the VFW on April 18 th the defendant struck the victim from behind two or three times in the back which made the victim fall causing bruising to the left side of her jaw, right elbow and legs requiring medical attention, police said. Mackenzie L. Gray, 26, Alexandria Bay, was charged by Jefferson County sheriff’s deputies at 7:11 p.m. May 5 in the town of Alexandria with third-degree burglary, a felony, endangering the welfare of a child, a misdemeanor, and two counts of second-degree harassment, a violation. Gray is accused of shoving a man while forcing her way inside a residence and then struck a female in the presence of a 9-year-old boy at about 7 p.m. May 5 at 26240 Limestone Road, according to court documents.

Jeffrey D. Fineout, 42, town of Champion, was arrested by Jefferson County sheriff’s deputies at 3:34 p.m. May 5 at the Metro-Jefferson Public Safety Building for a violation of probation, a misdemeanor. He was held for arraignment in County Court, deputies said.

Albert H. Scott, 26, Watertown, was arrested by Jefferson County sheriff’s deputies at 3:33 p.m. May 5 at the Metro-Jefferson Public Safety Building for a violation of probation , a misdemeanor. Scott was held for arraignment in County Court, deputies said.

New York State Police:

Jason J.E. Lewis, 45, Pulaski, was charged by state police at 9:42 p.m. Monday, May 5, in the town of Richland with aggravated driving while intoxicated, a misdemeanor. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Troopers did not provide the BAC or further details of the arrest.

Christopher L. Snyder, 48, Ogdensburg, was charged by state police at 3:45 p.m. Monday, May 5, with first-degree criminal contempt, a felony, in connection with an incident reported at 2:29 p.m. Monday in the town of Morristown. Troopers did not provide further details of the arrest.
