Dylan J. Ubriaco, 18, of 845 Starbuck Ave., Apt. 1701, Watertown, was charged by Watertown police at 7:45 p.m. Sunday, March 24, in the 200 block of E. Division Street with fourth-degree criminal possession of a weapon and second-degree menacing. He is accused of displaying a pocket knife with the blade open and threaten to stab Brittany A. Wilson, 25, at about 7:26 p.m. Sunday at 845 Starbuck Ave., Apt. 1305, police said. He is summoned to appear April 10 in City Court.
Black River / Evans Mills Village Police Department:
Shannon M. Doughty, 29, Felts Mills, was charged by Black River / Evans Mills police at 2:26 p.m. Saturday, March 23, at State Route 3 and Huntington Street in Black River with third-degree aggravated unlicensed operation and speeding 61 mph in a 45-mph zone. Police said her license was suspended two times on June 20, 2015, for failure to pay a fine in the city of Watertown. She is ordered to appear April 16 in Rutland Town Court.

Robert K. Nagy, 31, of 5954 River Rd., Lowville, was charged by Lewis County sheriff’s deputies at 1:01 a.m. Monday, March 25, on State Route 812 in the town of New Bremen with driving while intoxicated, seventh-degree criminal possession of a controlled substance, unlawful possession of marijuana and failure to dim headlights. “At about 12:41 a.m., deputies and troopers were dispatched to 5954 River Road for a reported domestic dispute. Upon arrival, it was learned that Nagy had been involved in the domestic dispute but had since left the residence in his vehicle. Nagy was then located traveling south on State Route 812 after he turn off of Van Amber Road and failed to his high-beam headlights as deputes traveling northbound passed by his vehicle. A traffic stop was initiated and through investigation it was determined that Nagy was intoxicated. Additionally, Nagy was found to be in possession of a quantity of marijuana and methamphetamine at the time of his arrest,” deputies wrote. He is summoned to appear in New Bremen Town Court at a later date.
Ryan M. Noftsier, 24, of 6024 Main St., Glenfield, was arrested on numerous charges at about 1:48 a.m. Sunday, March 24, on Main Street in Glenfield, according to the Lewis County Sheriff’s Office. “While on a patrol at about 1:48 a.m., deputies observed a black sedan with its high-beam headlights on driving across the center of the roadway and partially on the wrong side of the road on Main Street after it had turned from State Route 12. The sedan’s position in the roadway required patrols to pull to the right to avoid a head-on collision with the sedan. Deputies immediately turned around to pursue the vehicle to initiate a traffic stop at which time the sedan was observed traveling at a high-rate of speed. Moments later, deputies located the vehicle unoccupied in the parking lot of 6024 Main St. and through investigation discovered Noftsier to be its operator,” deputies said. He was charged with third-degree aggravated unlicensed operation, failure to keep right, failure to dim headlights, failure to signal a turn, failure to signal a turn within at least 100 feet, failure to signal a stop sign, failure to notify DMV of address change, reckless driving, imprudent speed, uninspected motor vehicle and open container of alcohol in a motor vehicle. He is summoned to appear in Martinsburg Town Court. He was additionally charged with third-degree aggravated unlicensed operation for traveling on State Route 12 in the town of West Turin.

Gary L. Phelps, 32, of 20118 County Route 181, Depauville, was charged by Jefferson County sheriff’s deputies at 11:46 p.m. March 23 at 28535 County Route 54 in the town of Brownville with third-degree criminal mischief, a felony. Mr. Phelps is accused of damaging a 60-inch television valued at $700 when he punched the television several times causing the screen to break during a domestic incident at about 11:45 p.m. March 23, deputies said. He is ordered to appear April 11 in Brownville Town Court.

New York State Police:
Jamie A. Miller, 43, Pulaski, was charged by state police at 8:04 p.m. Sunday, March 24, on County Route 87 in the town of Ellisburg with felony counts of aggravated driving while intoxicated and first-degree aggravated unlicensed operation of a motor vehicle. He was additionally charged with operating a vehicle without an interlock device, a misdemeanor. Police said the DWI charge is a felony due to a previous conviction within the past 10 years. He was held for arraignment.
Nadirah F. Blassingame, 32, New York, New York, was charged by state police at 8:29 a.m. Sunday, March 24, at 35629 State Route 12 in the town of Clayton with driving while intoxicated and refusal to take a breath test. She is summoned to appear in Clayton Town Court.
