Watertown Police Department:
Manuel G. Gandia, 34, of 643 Academy St., Apt. 2, Watertown, was charged by Watertown police at 8:47 p.m. Oct. 28 at his residence with first-degree criminal contempt, a felony, and third-degree menacing, a misdemeanor. He is accused of violating the terms of a City Court order of protection when he threatened to beat up Michele L. Gandia, 32, same address, while making a fist and punching it into his other hand while stating he was going to beat the “dog s**t” out out of her at about 7:17 p.m. Oct. 28, according to court documents. He was being held pending arraignment Monday morning in City Court.
John T. Benway, 53, of 711 Hancock St., Watertown, was charged by Watertown police at 6:57 p.m. Sunday, Oct. 28, at his residence with falsely reporting an incident, providing a false written statement and making a false entry in business records, all misdemeanors. Police did not provide further details of the incident. He is summoned to appear Nov. 14 in City Court.
Black River / Evans Mills Village Police Department:
Two men were arrested following a fight on a street corner in Evans Mills. A Black River / Evans Mills police officer observed Jeffrey W. Boyd, 51, LaFargeville, and Gregory A. Hess, 38, Evans Mills, fighting at the corner of LeRay and Noble streets at about 5:40 p.m. Wednesday, Oct. 31. “Boyd was arrested for disorderly conduct for being the aggressor in the altercations,” police said. “Hess was arrested for disorderly conduct for refusing to quiet down after yelling at several patrons of the John Hoover Inn and numerous pedestrians in the area.” Both men are summoned to appear in LeRay Town Court at a later date. State Police and the Philadelphia Police Department assisted at the scene.
Lowville Village Police Department:
Kevin E. Kaldowski, 55, Lowville, was charged by Lowville police on Oct. 31 with endangering the welfare of a child and second-degree harassment. “The arrest stems from a physical domestic dispute that occurred on Oct. 28 in which Mr. Kaldowski was involved in with his former girlfriend at his residence,” police said. “It is allegd that Mr. Kaldowski stomped on his former girlfriend’s right foot while she was holding their 3-year-old son that they have in common and then violently and aggressively grabbed the child and pulled him away for his former girlfriend.” The 45-year-old woman sought immediate medical treatment at Lewis County General Hospital for non-life threatening injuries she sustained during the dispute, police said. The child was not injured, police said. Kaldowski is summoned to appear in Lowville Village Court at a later date.

On 10/26/18 at 6:54 a.m., Javin W. Watson, 36, of 2890 CR 6, Fulton, NY was arrested for Menacing, second-degree and Criminal Possession of a Weapon, fourth-degree, both class A misdemeanors following a domestic incident in the Town of New Haven where he allegedly threatened the victim with physical harm while displaying a pocket knife. Mr. Watson was arraigned in the Town of Volney court and remanded to the OCJ in lieu of $1,500 cash or $3,000 bond with a return to the Town of New Haven Court on 11/1/18.
On 10/31/18 at 7:43 a.m., Matthew J. Miniatt, 52, of 520 Black River N 1, Rome, NY was operating a 2013 Hyundai south on Franklin Ave. in the Town of Oswego when he attempted to make a left-hand turn onto SR 104 causing the vehicle to collide with a 2011 Chevrolet traveling west and being operated by Brett D. Trainor, 23, of PO Box 614, Mexico, NY. Mr. Miniatt was transported by ambulance to Oswego Hospital. He was issued a UTT for Failure to Yield the Right of Way.

Javed Ali, 35, of 119 LaGuardia Place, Sackets Harbor, was stopped by Jefferson County sheriff’s deputies at 1:26 a.m. Thursday, Nov. 1, on Route 3 in the town of Hounsfield for speeding 80 mph in a 55-mph zone and was also charged with driving while intoxicated. His blood alcohol content was 0.15 percent, police said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. He is summoned to appear Nov. 13 in Hounsfield Town Court.
