New York State Police released the following statement on Aug. 28:
“On August 25, 2023, around 8:43 p.m., Troopers responded to Dorothy Street in the town of Tupper Lake for a suspicious vehicle complaint. When Troopers arrived, they observed a black 2005 Subaru Legacy, they interviewed the driver, who was identified as Joshua H. Gaurin, age 38, of Tupper Lake, NY. While interviewing Gaurin, he was showing signs of impairment, and Troopers located white pills in a clear plastic baggie that were identified as Vicodin. Troopers attempted to administrate standard field sobriety test, but Gaurin refused. He was arrested and transported to SP Tupper Lake for processing. At the station Gaurin agreed to a chemical test and provided a 0.12% BAC, troopers said. He was released on appearance tickets for DWI and CPCS sevemth-degree returnable to the Town of Tupper Lake for a later date in August.
On August 25, 2023, around 3:09 a.m., Troopers observed a gray 2000 Toyota Tundra traveling on Pleasant Ridge Road in the town of Plattsburgh with Wisconsin license plates, which were not registered. Troopers initiated a traffic stop, and interviewed the driver, who was identified as Michael J. Kasper, age 57, of Plattsburgh, NY. While speaking with him, Kasper was showing signs of impairment. Troopers administrated standard field sobriety test which he failed. Kasper was arrested and transported to SP Plattsburgh where he refused to submit to a chemical blood test. He was arraigned in the Town of Peru Court for operating a motor vehicle impaired by drugs first-offense and issued multiple vehicle and traffic tickets. He was later released.
On August 26, 2023, around 1:10 a.m., Troopers observed a yellow 2004 Honda S2000 traveling on State Highway 37, in the town of Louisville at a high rate of speed and a loud exhaust. Troopers initiated a traffic stop, interviewed the driver, who was identified as Jesse J. Kopplin, age 27, of Waddington, NY. While interviewing Kopplin, he was showing signs of impairment. Troopers administrated standard field sobriety test, which Kopplin failed. Kopplin was arrested and transported to SP Massena for processing. At the station Kopplin agreed to a chemical test and provided a 0.13%BAC. He was released on an appearance ticket for DWI returnable to the Town of Louisville Court for a later date in October.
On August 26, 2023, around 2:20 a.m., Troopers observed a black 2021 Kia Forte traveling on State Route 3 in the town of Plattsburgh, without its headlights on. Trooper initiated a traffic stop, interviewed the driver, who was identified as Hannah M. Jones, age 32, of Albany, NY. While interviewing Jones, she was showing signs of impairment. Troopers administrated standard field sobriety test, which Jones failed. She was arrested and transported to SP Plattsburgh for processing. At that station Jones refused to submit to a chemical test. She was released on appearance tickets returnable to the Town of Plattsburgh for a later date in Plattsburgh.
On August 26, 2023, around 2:24 a.m., troopers responded to a property damage accident on Main Street in the town of Morristown. Troopers arrived on scene and observed a gary 2004 Chevrolet Silverado that has struck a boat trailer. Troopers located the driver of the truck, who was identified as Zachary A. Richard, age 20, of Hammond, NY. While speaking with Richard, he was showing signs on impairment. Troopers administered standard field sobriety test, which Richard failed. Richard was arrested and transported to SP Ogdensburg where he agreed to a chemical test and provided a .09% BAC. He was released on appearance ticket for DWI to the Town of Morristown Court.
On August 26, 2023, around 8:40 p.m., troopers responded to Valcour Rest Area located on Interstate 87, in the town of Peru to check on a possible intoxicated driver. Troopers arrived, observed a blue Ford E250, with a male driver in the driver’s seat. Troopers interviewed the driver, who was identified as Jordan T. Coolidge, age 31, of Keeseville, NY. While speaking with Coolidge, he was showing signs of impairment. Troopers administered standard field sobriety test, which Coolidge failed. He was arrested and transported to SP Plattsburgh for processing. At the station Coolidge refused to submit to a chemical test. Coolidge was released on an appearance ticket for DWI returnable to the Town of Peru Court for a later date in September.
On August 26, 2023, around 11:38 p.m., troopers responded to County Route 35, in the town of Potsdam for a property injury accident. Troopers arrived on scene, interviewed the driver, who identified as Nicholas R. James, age 21, of Canton, NY. James stated he was driving too fast when he lost control of his vehicle and struck multiple poles. While interviewing James, he was showings signs of impairment. Trooper administrated standard field sobriety test, which James failed. He was arrested and transported to SP Canton for processing. At the station he submitted to a chemical test providing a 0.22% BAC. He was released on an appearance ticket for DWI to the Town of Potsdam Court for a later date in October.”
