WATERTOWN, NY —Â Derek C. Scott, 41, of 126 S. Rutland St., Watertown, was charged by Watertown police at 2:39 p.m. Sunday, Dec. 8, at his residence criminal obstruction of breathing or blood circulation and second-degree harassment.
He is accused of grabbing Sandra G. Scott, 75, by her hair, dragged her into a living room and applied pressure to her throat during a domestic incident at about 1:42 p.m. Sunday at their home, according to court documents.
He was being held pending arraignment Sunday afternoon in City Court.
